Abstract
Die 300 vom IWH befragten ostdeutschen Bauunternehmen bewerteten sowohl die Geschäftslage als auch die Geschäftsaussichten im Juni per saldo schlechter als noch vor einem Jahr. Gegenüber der Umfrage im April zeigt sich dagegen in den originären Lageurteilen eine Besserung. Der Aufwärtsbewegung fehlt es allerdings an dem sonst üblichen frühsommerlichen Schwung, so daß sich unter Ausschluß der Saisoneffekte die Geschäftslage im Verlauf nochmals um zehn Saldenpunkte verschlechtert hat. Diese Entwicklung ist immer noch als ein Stück des Wegs zurück zur Normalität anzusehen.

Abstract
Nach der Zusammenlegung von Arbeitslosenhilfe und Sozialhilfe für Erwerbsfähige zum neuen Arbeitslosengeld II (ALG II) stiegen die Empfängerzahlen stärker als erwartet an. Gab es zum Zeitpunkt der Einführung im Januar 2005 noch 4,5 Millionen Leistungsbezieher, waren es im Januar 2006 5,3 Millionen und zum bisherigen Höhepunkt im April 2006 5,5 Millionen. Die Ursachen für diese Entwicklung sind vielfältig. So ist beispielsweise ein deutlicher Rückgang des Anteils derjenigen zu vermuten, die einen vorhandenen Leistungsanspruch nicht geltend gemacht haben (bei der Sozialhilfe schätzungsweise rund 45% der Haushalte).

Abstract
Mit dem soeben verabschiedeten zweiten Mittelstandsentlastungsgesetz wird der Bürokratieabbau in Deutschland weiter vorangetrieben. Das dabei verfolgte Anliegen, Unternehmen von überflüssigem Ballast zu befreien, ist sehr zu begrüßen. Problematisch wird es jedoch, wenn die Reduktion zu einem Wert an sich wird, ohne daß die dadurch entstehenden Verluste gegengerechnet werden.

Will new IMF-Instrument prevent currency crises?

Abstract
Die Erfahrungen mit Währungskrisen in Schwellenländern zeigen, daß deren Auswirkungen nicht nur Länder mit fundamentalen Fehlentwicklungen betreffen. Nach den seit vielen Jahren anhaltenden Diskussionen über geeignete wirtschaftspolitische Instrumente zur Eindämmung von Währungskrisen in Schwellenländern unterbreitete der Internationale Währungsfonds (IWF) einen Entwurf zu Einrichtung eines neuen Instruments, die sogenannte Währungsreserven-Erweiterungslinie (Reserve Augmentation Line, RAL). Der Vorstoß führt vor Augen, daß ein solches krisenpräventives Mittel im aktuellen Instrumentenkatalog des IWF noch nicht zur Verfügung steht.
Die Gegenüberstellung des RAL-Vorschlags des IWF und der Anforderungen an krisenpräventive Liquiditätsinstrumente zeigt, daß von der RAL nur begrenzt präventive Effekte zu erwarten sind. Besonders kritisch sind die Begrenzung des Instruments auf 300 Prozent der Quote sowie das nicht gelöste Problem der negativen Signale bei der Beantragung zu bewerten. Andererseits würde mit den RAL erstmals ein Instrument zur Verfügung stehen, das aufgrund eines vorgelagerten Qualifikationsmechanismus im Falle einer sich anbahnenden Krise sofort Liquidität bereitstellt. Damit wird eine wesentliche Forderung aus der wissenschaftlichen Diskussion berücksichtigt.

Abstract
Im Verarbeitenden Gewerbe Ostdeutschlands laufen die Geschäfte derzeit sehr gut. Das zeigen die Ergebnisse der IWH-Industrieumfrage vom Mai unter rund 300 Unternehmen. Nachdem bislang die gute Stimmung vor allem von den mittleren und großen Unternehmen getragen wurde, ziehen jetzt die kleinen Unternehmen nach.

Institutionelle Defizite und wachsende Spannungen in der Euro-Zone

Abstract
Hinter dem Erfolg der Einführung des Euro verbergen sich erste Zeichen für zunehmende Asymmetrien und Ungleichgewichte in der Euro-Zone, die langfristig die Stabilität der gemeinsamen Währung unterminieren können. Spannungen zeichnen sich angesichts der Lähmung der Fiskalpolitik, der Divergenz der Pro-Kopf-Einkommen, extremer Schwankungen der Immobilienpreise und divergierender Lohnstückkostenentwicklungen ab. Die bestehenden Formen der makroökonomischen Koordination sind offensichtlich nicht ausreichend, diese zu verhindern. Offenbar können Länder nach dem Wegfall der Wechselkurse und der Einschränkung der fiskalpolitischen Instrumente nur noch über die Lohnpolitik in Wettbewerb miteinander treten. Insbesondere Deutschland und Österreich waren hier erfolgreich, im Gegensatz zu Ländern wie Spanien, Griechenland, Portugal, Italien und mittlerweile auch Frankreich. Für Deutschland kann auch konstatiert werden, daß die Wirtschaftspolitik erfolgreich war, durch Arbeitsmarktreformen und durch indirekte Steuern die Arbeitskosten stärker als andere Länder zu senken. Der erworbene Vorteil ist jedoch trügerisch, denn Länder mit hohen Lohnstückkosten und steigenden Handelsdefiziten sind früher oder später gezwungen, im Lohnwettbewerb nachzuziehen. Bei einer Euro-Inflationsrate von ca. 2% kann Lohnkostenwettbewerb Deflation und Arbeitslosigkeit zur Folge haben. Soll die Stabilität des Euro nicht auf längere Frist gefährdet werden, ist auch über neue und effektivere Formen der Koordination nachzudenken. Zu diesen gehören nicht nur die Einführung eines anti-zyklisch wirkenden zentralen EU-Haushalts, sondern auch Formen der direkten und indirekten Koordination der Lohnpolitik. Wie die Fiskalpolitik sollte die nationale Lohnpolitik an das gemeinschaftliche Interesse gebunden werden.

Russia: Importance of the Energy Sector for the Economic Growth Remains High

Abstract
Die russische Wirtschaft wuchs im vergangenen Jahr erneut dynamisch. Dafür ausschlaggebend waren vor allem die günstigen außenwirtschaftlichen Rahmenbedingungen, wie die Entwicklung der Weltmarktpreise für Rohöl, die über die hohen Exporterlöse auch auf die Binnenwirtschaft Einfluß hatten. Dank der guten Ertragslage der Energieexportunternehmen, aber auch durch die Umverteilung der staatlichen Erlöse aus dem Öl- und Gasgeschäft wurden umfangreiche Investitionen in der Wirtschaft finanziert. Die Expansion der Inlandsnachfrage regte die inländische Produktion an. Der Energiesektor besitzt damit nach wie vor eine herausragende Rolle für die Gesamtwirtschaft. Dies birgt allerdings auch Risiken für eine stabile Wirtschaftsentwicklung. Zwar können Schwankungen auf den Weltmärkten in ihren Auswirkungen auf die Wirtschaft über den Stabilisierungsfonds kurzfristig abgefedert werden, längerfristig bleibt die Entwicklung allerdings ungewiß, denn die russische Politik hat nur begrenzten Einfluß auf die Weltmarktpreise für Energieträger. Um die Rohstoffabhängigkeit der Wirtschaft zu verringern, müßten die Investitionen stärker wachsen und die Umstrukturierung der Wirtschaft rascher vorangebracht werden. Dies ist von der russischen Regierung erkannt worden. In einem mittelfristigen Entwicklungsprogramm von Wirtschaftsminister Gref sollen durch Maßnahmen zur Umstrukturierung und Modernisierung der Wirtschaft ihre Wettbewerbsfähigkeit gefördert und gezielt neue Wachstumschancen jenseits der bisherigen Wege erschlossen werden. Dies wird sich aber nur schrittweise realisieren lassen.

Das Programm „Stadtumbau Ost“ und seine wirtschaftlichen Effekte für die beteiligten Städte

Abstract
Stadtentwicklungspolitische Maßnahmen haben einen wesentlichen Einfluß auf wirtschaftliche Stellgrößen, insbesondere auf die Investitions- und Ansiedlungsentscheidungen privater Unternehmen und Haushalte; darüber hinaus gibt es weitere Effekte, u. a. auf die Immobilienwerte, die lokale und regionale Kaufkraft sowie das Image einer Stadt. Demgemäß sind auch Programme des Bundes zur Förderung der Stadtentwicklung unter dem Gesichtspunkt ihrer wirtschaftlichen Effekte zu beurteilen. In Bezug auf das Programm „Stadtumbau Ost“ spielte die allgemeine wirtschaftliche Entwicklung der Städte bislang kaum eine Rolle. Dies zeigt sich u. a. in der Schwerpunktsetzung auf Rückbaumaßnahmen im Plattenbaubestand und in der (exemplarisch für Sachsen) ermittelten Verteilung der Mittel für Aufwertungsmaßnahmen auf verschiedene Städtetypen und Stadtteile.

Einkommenssicherung, Arbeitsmarktpolitik und Beschäftigung in Ostdeutschland

Abstract
Der Beitrag stellt drei in der Diskussion befindliche Ansätze vor, die zu einer Einkommenssicherung von entweder Arbeitslosen oder Beschäftigten im Niedriglohnbereich führen sollen. Namentlich handelt es sich um die Einführung eines flächendeckenden Mindestlohns, um das Kombilohnmodell des Sachverständigenrats sowie um den Workfare-Ansatz des IZA Bonn. Der Beitrag zeigt die wesentlichen „Bausteine“ der Modelle auf, die zu erwartenden Beschäftigungseffekte (einschließlich der fiskalischen Kosten, soweit möglich) und geht schließlich der Frage nach, wie eine Einführung der Modelle auf den ostdeutschen Arbeitsmarkt wirken könnte.

Abstract
Ostdeutschland wird in den nächsten Dekaden weiterhin starken demographischen Verwerfungen ausgesetzt sein. Neben der Schrumpfung wird die Alterung der Bevölkerung und des Erwerbspotentials zunehmenden Einfluß auf die wirtschaftliche Entwicklung der Neuen Länder ausüben. Von primärem Interesse ist dabei die Frage, ob sich aus der Verschiebung der Altersstruktur der Erwerbstätigen Herausforderungen für Wachstum, Innovation und strukturellen Wandel ergeben. Das IWH hat sich dieser in der Forschungsliteratur bisher wenig thematisierten Problemstellung angenommen und die wirtschaftlichen Folgen des Älterwerdens des Erwerbspotentials mittels ausgesuchter Verfahren und Datensätze empirisch bewertet. Der erste zentrale Themenkomplex umfaßt die Produktivitätseffekte der Alterung. Auf der Grundlage zweier voneinander unabhängiger Untersuchungsverfahren kann geschlußfolgert werden, daß das fortgeschrittene Alter einen dämpfenden Einfluß auf die Produktivität ausübt. Durch höheres Erfahrungswissen kann die Verringerung der Leistungsfähigkeit allerdings in Teilen kompensiert werden. Zweitens wurde die Wirkung des Alters auf die Innovationsfähigkeit analysiert. Auch hier zeigen sich signifikante Einflüsse des Alters. Die Beschäftigten im Alter von ca. 40 Jahren erweisen sich als die innovativste Altersgruppe. Die Untersuchung zeigt, daß gerade auch die technischen Fachkräfte diesem Alterseffekt unterliegen. Eine dritte Arbeit verdeutlicht die negativen Folgen der Alterung für das Potential an Gründern bzw. Unternehmensnachfolgern. Unabhängig vom sich ohnehin verschärfenden Problem des Fachkräftemangels dürften damit auch von der Alterung des Erwerbspotentials dämpfende Einflüsse auf Wachstum, Innovation und Strukturwandel ausgehen. Obwohl die politischen Gestaltungsspielräume angesichts der weitgehend feststehenden demographischen Entwicklung gering sind, können geeignete wirtschafts-, bildungs- und familienpolitische Maßnahmen die identifizierten Alterseffekte zumindest mindern helfen.
