Abstract
Nahezu alle entwickelten Volkswirtschaften haben Programme zur Förderung von Projekten in Unternehmen im Rahmen von Industriepolitik eingeführt. Allerdings ist sehr wenig darüber bekannt, welche Programme eigentlich genau zur Anwendung kommen, welche finanziellen Mittel dafür aufgebracht werden und ob die Programme in der Art und Weise wirken, wie sie ursprünglich intendiert waren. Evaluationsstudien, die auf kausalen Untersuchungsdesigns basieren, können einen wertvollen Beitrag zur Beantwortung der Frage leisten, ob ein Programm tatsächlich Wirkungen entfaltet und welcher der verschiedenen Ansätze am erfolgversprechendsten ist. Dieser Datenreport stellt die vom Zentrum für evidenzbasierte Politikberatung am Leibniz-Institut für Wirtschaftsforschung Halle (IWH-CEP) entwickelte IWH-Subventionsdatenbank vor. Die Datenbank enthält (Stand November 2018) zehn Programme industriepolitischer Maßnahmen, die in Deutschland zur Anwendung kamen bzw. kommen. Der Report geht auf die Förderregeln dieser Programme ein und beschreibt die Prozeduren der Zusammenführung zu einer Masterdatei. Ferner diskutiert der Report Möglichkeiten der Verknüpfung der Förderdaten mit externen Unternehmensdatensätzen, die eine zwingende Voraussetzung für die Durchführung von Wirkungsanalysen darstellen, da die administrativen Förderdaten nicht alle Informationen enthalten, die für kausale Untersuchungsdesigns notwendig sind.

Abstract
Die wirtschaftliche Lage der Betriebe in Deutschland hat sich auch im Jahr 2017 weiter verbessert. Diese Entwicklung spiegelt sich allerdings nur teilweise in der Entwicklung der betrieblichen Durchschnittslöhne wider. Im Vergleich zu 1997 sind sowohl in West- als auch in Ostdeutschland die Lohnunterschiede nach Betriebsgröße spürbar angestiegen. Dabei sind auch am aktuellen Rand die gezahlten Löhne in ostdeutschen Betrieben geringer als in Westdeutschland: das Lohndifferential beträgt etwa 19 Prozent. Etwa ein Drittel dieses Rückstands kann in einer multivariaten Untersuchung erklärt werden. Hauptursache ist das geringere Produktivitätsniveau in Ostdeutschland. Die positive wirtschaftliche Entwicklung geht mit einer weiterhin steigenden Gesamtbeschäftigung und einer höheren Arbeitsmarktdynamik, insbesondere einer höheren Arbeitnehmerfluktuation, einher. Besonders hoch ist diese Fluktuation im Bereich Beherbergung und Gastronomie, in der öffentlichen Verwaltung ist sie dagegen sehr gering. Auch der Bedarf an qualifizierten Beschäftigten ist im Vergleich zum Vorjahr nochmals angestiegen. Von den angebotenen Stellen konnten 2017 allerdings erstmals weniger als zwei Drittel besetzt werden. Dabei ist eine starke Heterogenität nach Betriebsgröße und Branchen zu beobachten. So lag bspw. die Nichtbesetzungsquote im Baugewerbe bei über 50 Prozent, während in der Öffentlichen Verwaltung lediglich 10 Prozent der Stellen nicht besetzt werden konnten. Die Tätigkeitsstruktur der Betriebe hat sich hinsichtlich formaler Qualifikationsanforderungen an die Beschäftigten in den vergangenen Jahren kaum verändert. Allerdings scheint der Einsatz digitaler Technologien mit veränderten Anforderungen an und einer steigenden Arbeitsbelastung für die Beschäftigten einherzugehen. Darüber hinaus nimmt die Bedeutung atypischer Beschäftigungsverhältnisse, insbesondere von Teilzeitbeschäftigung, bundesweit weiter zu. Dabei ist die Teilzeitquote in ostdeutschen Betrieben höher als in westdeutschen. Der Anteil der geringfügigen Beschäftigung an der Gesamtbeschäftigung blieb dagegen relativ konstant und ist höher in Branchen, die vergleichsweise unspezifische Qualifikationen erfordern oder stärker durch konjunkturelle und/oder saisonale (Nachfrage-)Schwankungen gekennzeichnet sind. Der Anteil ausbildungsberechtigter Betriebe sinkt seit dem Jahr 2010 beständig und liegt aktuell bei 53 Prozent, in Ostdeutschland deutlich darunter. Von den berechtigten Betrieben beteiligt sich etwa die Hälfte an der Ausbildung zukünftiger Fachkräfte. Der Anteil nicht besetzter Ausbildungsstellen an allen angebotenen Ausbildungsplätzen hat im Jahr 2017 noch einmal deutlich zugenommen und liegt bei etwa einem Viertel, in Ostdeutschland bei über einem Drittel. Hinsichtlich der Weiterbildungsbeteiligung lässt sich feststellen, dass unverändert etwa die Hälfte aller Betriebe sich an der Weiterbildung ihrer Beschäftigten beteiligt, die Weiterbildungsquote der Beschäftigten liegt bei etwa einem Drittel, in Ostdeutschland etwas höher.

Abstract
Der Aufschwung in Deutschland hält bereits seit mehr als fünf Jahren an. Er hat allerdings an Fahrt eingebüβt. Dies hat sowohl nachfrageseitige als auch produktionsseitige Gründe. Zum einen hat sich das Auslandsgeschäft im Einklang mit der Verlangsamung der Konjunktur in den wichtigsten deutschen Absatzmärkten abgeschwächt. Zum anderen sehen sich Unternehmen zunehmend Engpässen gegenüber, vor allem bei Arbeitskräften und beim Bezug von Vorleistungsgütern. Überlagert wird dies durch Probleme in der Automobilindustrie im Zusammenhang mit der Einführung des neuen Prüfverfahrens WLTP. Aufgrund der hohen gesamtwirtschaftlichen Bedeutung der Branche hinterlassen diese sichtbare Spuren beim Zuwachs des Bruttoinlandsprodukts. Die Umstellungsprobleme dürften aber im Winterhalbjahr überwunden werden. Hinzu kommen Impulse aufgrund von finanzpolitischen Maβnahmen, die zum Jahresbeginn 2019 in Kraft treten.

Upswing in East Germany has slowed, but continues – implications of the joint forecast of the German economic research institutes in autumn 2018 and of official data for the Eastern German economy in the first half of 2018
The German institutes forecast a slowdown in the cyclical upswing in Germany. Foreign demand, in particular from other euro area countries, has eased, and capacity constraints make it increasingly difficult for companies to expand production. Both arguments apply to East Germany as well: high vacancy rates indicate that labour may be even scarcer than in the West despite higher unemployment. Moreover, a particularly high proportion of East German exports go to other European countries. Important drivers of growth in the East, however, are still intact: unlike the manufacturing sector, services have been rising a bit faster in recent years in East Germany than in the West. Providers of services benefit from significantly rising disposable incomes of private households, as employment is currently expanding healthily and at only a slightly slower pace than in West Germany, despite poorer demographic conditions. Retirement pensions in East Germany have also been increased considerably.

Im Durchschnitt dürfte die Wirtschaftsleistung nach einem Zuwachs um 1,7 Prozent in diesem Jahr mit Raten von 1,9 Prozent im Jahr 2019 und 1,8 Prozent im Jahr 2020 expandieren. Die Beschäftigung dürfte weiter spürbar, wenngleich mit abnehmendem Tempo ausgeweitet werden. Die registrierte Arbeitslosigkeit nähert sich gegen Ende des Prognosezeitraums wohl der Marke von 2 Millionen. Die Inflation wird sich dabei voraussichtlich von 1,8 Prozent im Durchschnitt dieses Jahres auf 2,0 Prozent im kommenden Jahr beschleunigen und 2020 bei 1,9 Prozent liegen. Trotz einer expansiv ausgerichteten Finanz-politik zeichnen sich für den Staat weiterhin Haushaltsüberschüsse ab, die allerdings von 54 Milliarden Euro auf 41 Milliarden Euro zurückgehen werden.

Abstract
Im Herbst 2018 ist die Weltkonjunktur weiterhin recht kräftig. Allerdings haben die regionalen Differenzen seit Jahresbeginn zugenommen. Während der Aufschwung in den USA auch wegen des starken Impulses durch die dortige Steuerreform noch einmal an Kraft gewonnen hat, ist die Konjunktur im Euroraum etwas schwächer geworden. Der Welthandel hat seit Jahresbeginn kaum noch zugelegt. Eine Ursache dieser Stagnation ist die Verschlechterung der handelspolitischen Rahmenbedingungen. Die Handelskonflikte sind allerdings nur einer von mehreren Risikofaktoren für die deutsche Konjunktur. Hinzu kommen die Möglichkeit eines ungeordneten Austritts Großbritanniens aus der EU im Frühjahr 2019 sowie ein weiterer Verlust an Vertrauen der Finanzmärkte in die Solvenz des italienischen Staates, falls die Regierung Italiens ihre finanzpolitischen Vorhaben in großem Stil umsetzt. Die deutsche Wirtschaft ist seit fünf Jahren im Aufschwung. Wichtige Treiber sind die außerordentlich günstigen Finanzierungsbedingungen und eine starke Expansion der Beschäftigung. Zuletzt hat die Nachfrage aus dem Ausland allerdings an Schwung verloren. Dabei spielt auch die Verteuerung deutscher Produkte aufgrund der Aufwertung des Euro seit dem Frühjahr 2017 eine Rolle. Die in diesem Jahr und besonders im Jahr 2019 expansiv ausgerichtete Finanzpolitik verschafft der Konjunktur Rückenwind, aber hohe Kapazitätsauslastungen und Engpässe beim Beschäftigungsaufbau dürften eine weitere kräftige Expansion behindern. Das reale Bruttoinlandsprodukt liegt nach vorliegender Prognose im Jahr 2018 um 1,8% höher als im Vorjahr, im Jahr 2019 beträgt die Rate 1,7%. Die ostdeutsche Wirtschaft expandiert in diesem Jahr um 1,5% und im Jahr 2019 um 1,4%.

Current economic outlook: German upswing is slowing down
In summer 2018, the world economy is still rather strong. Dynamics in the euro area, however, have declined markedly, and the cyclical upswing in Germany has almost stalled, due to weaker exports. “Gross domestic product will, according to this forecast, expand by 1.7% in 2018 and by 1.6% in 2019. Growth in East Germany will be about as strong as in Germany as a whole”, says Oliver Holtemöller, head of the Department Macroeconomics and vice president at IWH.

The resistance of employers against works councils
Germany votes. However, this time it’s not about the politicians – instead it’s about the works councils. It’s certainly worthwhile: Many studies have shown that works councils all in all have a positive impact on productivity, wages and profits. Despite this, employers are sometimes very resistant to the idea of staff involvement in company decision-making. A common argument is that such participation limits managerial freedom and that employers are willing to sacrifice the benefits of staff participation in return for greater room for manoeuvre. Steffen Müller from the Halle Institute for Economic Research Halle (IWH) – Member of the Leibniz Association now provides an alternative economic justification for employer resistance: Employer associations are dominated by small and medium-sized enterprises, and in these works councils – in contrast to large firms – often produce no positive economic benefits.
