Abstract
Fiscal spending multiplier calculations have attracted considerable attention in the aftermath of the global financial crisis. Much of the current literature is based on VAR estimation methods and DSGE models. In line with the Keynesian literature we argue that many of these models probably underestimate the fiscal spending multiplier in recessions. The income-expenditure model of the fiscal spending multiplier can be seen as a good approximation under these circumstances. In its conventional form this model suffers from an underestimation of the multiplier due to an overestimation of the import intake of domestic absorption. In this article we apply input-output calculus to solve this problem. Multipliers thus derived are comparably high, ranging between 1.4 and 1.8 for many member states of the European Union. GDP drops due to budget consolidation might therefore be substantial in times of crisis.

International Trade Patterns and Labour Markets – An Empirical Analysis for EU Member States

Abstract
During the last decades, international trade flows of the industrialized countries became more and more intra-industry. At the same time, employment perspectives particularly of the low-skilled by tendency deteriorated in these countries. This phenomenon is often traced back to the fact that intra-industry trade (IIT), which should theoretically involve low labour market adjustment, became increasingly vertical in nature. Against this background, the present paper investigates the relationship between international trade patterns and selected labour market indicators in European countries. As the results show, neither inter- nor vertical intra-industry trade (VIIT) do have a verifiable effect on wage spread in EU member states. As far as structural unemployment is concerned, the latter increases only with the degree of countries’ specialization on capital intensively manufactured products in inter-industry trade relations. Only for unemployment of the less-skilled, a slightly significant impact of superior VIIT seems to exist.

Abstract
Das Statistische Bundesamt hat im Sommer 2014 eine Generalrevision der Volkswirtschaftlichen Gesamtrechnungen (VGR) durchgeführt. Neben der turnusmäßigen Einbeziehung aktueller Datengrundlagen wurde das EU-weit rechtsverbindliche Europäische System Volkswirtschaftlicher Gesamtrechnungen 2010 (ESVG 2010) umgesetzt. Am wichtigsten ist wohl die Erweiterung des Investitionsbegriffs: Aufwendungen für Forschung und Entwicklung (F&E) werden nunmehr als Geistiges Eigentum den sonstigen Anlageinvestitionen zugerechnet und erhöhen auch das Bruttoanlagevermögen. Das ist immer dann der Fall, wenn ein ökonomischer Nutzen dadurch generiert wird, dass Ergebnisse der Forschung und Entwicklung wiederholt im Produktionsprozess eingesetzt oder angewandt werden. Entsprechend der Nutzung werden über den jeweiligen Zeitraum anteilige Abschreibungen auf das Geistige Eigentum vorgenommen. Betroffen sind gleichermaßen erworbene wie auch selbst erstellte F&E-Leistungen. Nach alter Konzeption wurde Forschung und Entwicklung von Marktproduzenten als Vorleistungsgut von der Summe aller Produktionswerte abgezogen; sie ging damit nicht in die Bruttowertschöpfung ein. Als Investitionsgut ist sie nun Teil der Wertschöpfung und wirkt in den Volkswirtschaftlichen Gesamtrechnungen für den Marktproduzenten gewinnerhöhend. Auch F&E von Nicht-Marktproduzenten zählt zu den Bruttoanlageinvestitionen, sie trug aber schon nach dem alten Konzept zur Wertschöpfung bei, denn sie wurde als Konsum des Staates oder von Organisationen ohne Erwerbszweck gebucht. Konsequenz der jetzigen Buchung als Investitionen ist allerdings, dass die F&E-Aufwendungen von Nicht-Marktproduzenten in den Folgejahren zu einer höheren Bruttowertschöpfung als nach der alten Regelung führen: Die Bruttowertschöpfung erhöht sich nun um den Betrag der Abschreibungen auf die durch F&E erzeugten geistigen Güter. Alles in allem führt die Verbuchung von F&E-Leistungen als Investitionen zu einer deutlichen Niveauerhöhung des deutschen Bruttoinlandsprodukts (um 2,5 Prozentpunkte 2013). Der Anteil der Bruttoanlageinvestitionen am BIP (die Investitionsquote) erhöht sich wesentlich auf 19,7% 2013 statt 17,2% vor der Revision.

Endogenous Selection of Comparison Groups, Human Capital Formation, and Tax Policy

Abstract
We consider a setting in which the acquisition of human capital entails a change of location in social space that causes individuals to revise their comparison groups. Skill levels are viewed as occupational groups. Moving up the skill ladder by acquiring additional human capital, in itself rewarding, leads to a shift in the individual’s inclination to compare himself with a different, and on average better-paid, comparison group, in itself penalizing. We shed new light on the dynamics of human capital formation, and suggest novel policy interventions to encourage human capital formation in the aggregate and reduce inter-group income inequality.

Exchange Rate Regime, Real Misalignment and Currency Crises

Abstract
Based on 69 sample countries, this paper examines the effect of macroeconomic fundamentals on real effective exchange rates (REER) in these sample countries. Using the misalignment of actual REER from its equilibrium level, we have estimated the factors explaining the extent of currency over- or under-valuation. Overall, we find that the higher the flexibility of the currency regime, the lower is the misalignment. The estimates are robust to different sub-samples of countries. We then explore the impact of such misalignment on the probability of a currency crisis in the next period, indicating the extent to which misalignment could be used as a leading indicator of a potential crisis. This paper thus makes a new contribution to the debate on the choice of exchange rate regime by bringing together real exchange rate misalignment and currency crisis literature.

Macroeconomic Shocks and Banks' Foreign Assets

Abstract
Recent developments in international financial markets have highlighted the role of banks in the transmission of shocks across borders. We employ dynamic panel methods for a sample of OECD countries to analyze whether banks' foreign assets react to macroeconomic shocks at home and abroad. We find that banks reduce their foreign assets in response to a relative increase in domestic interest rates, and they increase their foreign assets when the growth rate of world energy prices rises. The responses are characterized by a temporal overshooting and a dynamic adjustment process that extends over several quarters.

Abstract
Using linked employer–employee panel data for West Germany that include direct information on the competition faced by plants, we investigate the effect of product market competition on the gender pay gap. Controlling for match fixed effects, we find that intensified competition significantly lowers the unexplained gap in plants with neither collective agreements nor a works council. Conversely, there is no effect in plants with these types of worker codetermination, which are unlikely to have enough discretion to adjust wages in the short run. We also document a larger competition effect in plants with few females in their workforces. Our findings are in line with Beckerian taste-based employer wage discrimination that is limited by competitive forces.

Is East Germany Catching Up? A Time Series Perspective

Abstract
This paper assesses whether the economy of East Germany is catching up with the
West German region in terms of welfare. While the primary measure for convergence and catching up is per capita output, we also look at other macroeconomic indicators such as unemployment rates, wage rates, and production levels in the manufacturingsector. In contrast to existing studies of convergence between regions of reunified Germany, our approach is purely based upon the time series dimension and is thus directly focused on the catching up process in East Germany as a region. Our testing setup includes standard ADF unit root tests as well as unit root tests that endogenously allow for a break in the deterministic component of the process. In our analysis, we find evidence of catching up for East Germany for most of the indicators. However, convergence speed is slow, and thus it can be expected that the catching up process will take further decades until the regional gap is closed.

Government Banking in Russia: Magnitude and New Features

Abstract
State-controlled banks are currently at the core of financial intermediation in Russia. This paper aims to assess the magnitude of government banking, and to reveal some of its special features and arrangements. We distinguish between directly and indirectly state-controlled banks and construct a set of bank-level statistical data covering the period between 2000 and 2011. By January 2011 the market share of state-controlled banks reached almost 54 percent of all bank assets, putting Russia in the same league with China and India and widening the gap from typical European emerging markets. We show that direct state ownership is gradually substituted by indirect ownership and control. It tends to be organized in corporate pyramids that dilute public property, take control away from government bodies, and underpin managerial opportunism. Statecontrolled
banks blur the borderline between commercial banking and development
banking. Dominance of public banks has a bearing on empirical studies whose results might suggest state-owned banks’ greater (or lesser) efficiency or competitiveness compared to other forms of ownership. We tend to interpret such results as influenced by the choice of indicator, period of observations, sample selection, etc., in the absence of an equal playing field for all groups of players. We suggest that the government’s planned retreat from the banking sector will involve non-core assets mainly, whereas control over core institutions will just become more subtle.

Stale Information, Shocks, and Volatility

Abstract
We propose a new approach to measuring the effect of unobservable private information on volatility. Using intraday data, we estimate the effect of a well-identified shock on the volatility of stock returns of European banks as a function of the quality of public information available about the banks. We hypothesize that as publicly available information becomes stale, volatility effects and its persistence increase, as private information of investors becomes more important. We find strong support for this idea in the data. We further show that stock volatility is higher just before important announcements if information is stale.
