Abstract
This rejoinder contrasts a Keynesian approach for explaining unemployment in Germany’s eastern region with a neoclassical, market-failure approach advanced by Christian Merkl and Dennis Snower: A skewed distribution of headquarters favoring the western region, combined with insufficient levels of effictive demand for output – and subsequently for labor – are argued to be the key causes of persistent unemployment. Seven tables offer a comparative approach to output, investment, and labor demand in Germany’s eastern and western regions, noting the emergence and persistence of „involuntary“ unemployment appearing as a jobs‘ gap in the eastern region, especially for services.

Abstract
Die Subventionen im „Stadtumbau Ost“ erreichen vor allem kommunale und genossenschaftliche Wohnungsgesellschaften, während die Instrumente auf private Eigentümer, die vor allem in innenstadtnahen und altbaugeprägten Quartieren Bestände halten, kaum zugeschnitten sind. Impulse für die Investitionstätigkeit dieser Gruppe werden eher von indirekten Effekten der Subventionen für Aufwertungs- und Rückbaumaßnahmen erwartet. Doch die Weiterentwicklung der innerstädtischen Wohnungsbestände stagniert. Der Beitrag erklärt mit einem optionstheoretischen Ansatz die Entscheidungen und das Investitionsverhalten privater Eigentümer. Die detaillierte Betrachtung ausgewählter realistischer Handlungsalternativen zeigt, dass Investitionen heute aktuell unterbleiben, weil höhere Gewinne erst für die Zukunft erwartet werden. Die Maßnahmen im Stadtumbau führen selbst zu diesen größtenteils unrealistischen Erwartungen. Konsequenz dieser Überlegungen für die Stadtentwicklungspolitik ist, dass für die derzeit von hohem Leerstand betroffenen Grundstücke verbindliche Konzepte vorgeschlagen werden sollten, die nachfragegerecht und der Marktsituation angepasst sind. Diese Entwicklungsperspektive könnte durch eine Umwandlung der Rückbausubvention in eine Investitionszulage gefördert werden.

Foreign Subsidiaries in the East German Innovation System – Evidence from Manufacturing Industries

Abstract
This paper analyses the extent of technological capability of foreign subsidiaries located in East Germany, and looks at the determinants of foreign subsidiaries’ technological sourcing behaviour. The theory of international production underlines the importance of strategic and regional level variables. However, existing empirical approaches omit by and large regional level factors. We employ survey evidence from the “FDI micro data- base” of the IWH, that was only recently made available, to conduct our analyses. We find that foreign subsidiaries are above average technologically active in comparison to the whole East German manufacturing. This can be partially explained by the industrial structure of foreign direct investment. However, only a limited share of foreign subsidiaries with R&D and/or innovation activity source technological knowledge from the East German innovation system. If a subsidiary follows a competence augmenting strategy or does local trade, it is more likely to source technological knowledge locally. The endowment of a region with human capital and a scientific infrastructure has a positive effect too. The findings suggest that foreign subsidiaries in East Germany are only partially linked with the regional innovation system. Policy implications are discussed.

Das IWH hat eine aktuelle Befragung ausländischer Investoren im Verarbeitenden Gewerbe in den Neuen Bundesländern (einschließlich Berlin) durchgeführt. Die antwortenden Unternehmen gaben dabei auch die relative Bedeutung verschiedener Investitionsmotive der jeweiligen ausländischen Eigentümer zum Zeitpunkt der Neugründung eines Tochterunternehmens bzw. der Beteiligung an einem bereits existierenden Unternehmen an.

Abstract
Die Gemeinschaftsaufgabe gehört zu den wichtigsten Instrumenten beim „Aufbau Ost“. Die Bundesländer haben hier einen relativ hohen Gestaltungsspielraum, gezielt industriepolitische Anreize zu setzen. Der vorliegende Beitrag ist auf die neuen Bundesländer fokussiert, da sie immer noch durch strukturelle Defizite gekennzeichnet sind. Vor dem Hintergrund sinkender Fördervolumina stehen die Länder mehr denn je unter Druck, ihre Subventionen effizient einzusetzen. Das kann beispielsweise durch eine regionale sowie sektorale Fokussierung geschehen. Der Beitrag zeigt, dass Brandenburg das einzige der neuen Bundesländer ist, das diese Fokussierung in seinen Richtlinien verankert hat.

FDI and Domestic Investment: An Industry-level View

Abstract
Previous empirical work on the link between domestic and foreign investment provides mixed results which partly depend on the level of aggregation of the data. We argue that the aggregated home country implications of foreign direct investment (FDI) cannot be gauged using firm-level data. Aggregated data, in turn, miss channels through which domestic and foreign activities interact. Instead, industry-level data provide useful information on the link between domestic and foreign investment. We theoretically show that the effects of FDI on the domestic capital stock depend on the structure of industries and the relative importance of domestic and multinational firms. Our model allows distinguishing intra-sector competition from inter-sector linkage effects. We test the model using data on German FDI. Using panel cointegration methods, we find evidence for a positive long-run impact of FDI on the domestic capital stock and on the stock of inward FDI. Effects of FDI on the domestic capital stock are driven mainly by intra-sector effects. For inward FDI, inter-sector linkages matter as well.

Abstract
Die Investitionen seitens der Deutschen Telekom in die VDSL-Technologie wurden von ihr an die Bedingung der Regulierungsfreiheit geknüpft. Um eine Regulierungsstrategie zu entwickeln, die gleichzeitig Investitionen ermöglicht und monopolistische Preise verhindert, wird in diesem Beitrag die Investitionsentscheidung unter Regulierungsandrohung spieltheoretisch modelliert. Es wird gezeigt, daß die bloße Drohung einer Intervention durch den Regulierer Übergewinne verhindern kann. Der Regulierer kann die Investitionsentscheidung und den Preis des Investors über Signale über die Wahrscheinlichkeit des Eingreifens und den eventuellen Regulierungspreis beeinflussen.

Abstract
Die Untersuchung liefert einen Beitrag zur Analyse des Zusammenhangs zwischen der Heterogenität von multinationalen Unternehmen und internationalem Technologietransfer. Dabei konzentrieren wir uns auf den internen Technologietransfer, also den Transfer vom Mutter- zum Tochterunternehmen. Wir schätzen hierbei den Einfluß von Corporate Governance, Zielstellungen und absorptiver Kapazität des Tochterunternehmens sowie etwaige Effekte der kulturellen und geographischen Distanz als potentielle Determinanten des internen Technologietransfers. Dabei kontrollieren wir für andere firmen- und industriespezifische Effekte als auch unbeobachtete Spezifika des Investitionslandes. Die Hypothesen werden an einem Datensatz mit 434 ausländischen Tochterunternehmen aus einer Umfrage in Polen, Ungarn, Estland, der Slowakei und Slowenien aus dem Jahre 2002/2003 getestet. Die Ergebnisse scheinen zu zeigen, daß die Art der Mutter-Tochter-Beziehung in multinationalen Unternehmen von institutionellen Faktoren, den Zielstellungen der Investition und den verbundenen Risiken für den ausländischen Investor abhängen. Diese Faktoren wiederum haben einen Einfluß auf die Intensität des internen Technologietransfers. Absorptive Kapazität des Tochterunternehmens hat einen positiven Einfluß auf die Intensität des Technologietransfers, geographische Distanz hingegen scheint diese zu behindern. Schlußendlich scheint die Herkunft des ausländischen Investors keinen statistischen Einfluß auf die Intensität des internen Technologietransfers zu haben, wenn wir für Firmen-, Industrie- und Landesspezifika kontrollieren.

Systematic Mispricing in European Equity Prices?

Abstract
One empirical argument that has been around for some time and that clearly contra- dicts equity market efficiency is that market prices seem too volatile to be optimal estimates of the present value of future discounted cash flows. Based on this, it is deduced that systematic pricing errors occur in equity markets which hence can not be efficient in the Effcient Market Hypothesis sense. The paper tries to show that this so-called excess volatility is to a large extend the result of the underlying assumptions, which are being employed to estimate the present value of cash flows. Using monthly data for three investment style indices from an integrated European Equity market, all usual assumptions are dropped. This is achieved by employing the Gordon Growth Model and using an estimation process for the dividend growth rate that was suggested by Barsky and De Long. In extension to Barsky and De Long, the discount rate is not assumed at some arbitrary level, but it is estimated from the data. In this manner, the empirical results do not rely on the prerequisites of sta- tionary dividends, constant dividend growth rates as well as non-variable discount rates. It is shown that indeed volatility declines considerably, but is not eliminated. Furthermore, it can be seen that the resulting discount factors for the three in- vestment style indices can not be considered equal, which, on a risk-adjusted basis, indicates performance differences in the investment strategies and hence stands in contradiction to an efficient market. Finally, the estimated discount rates under- went a plausibility check, by comparing their general movement to a market based interest rate. Besides the most recent data, the estimated discount rates match the movements of market interest rates fairly well.

Bank Lending, Bank Capital Regulation and Efficiency of Corporate Foreign Investment

Abstract
In this paper we study interdependencies between corporate foreign investment and the capital structure of banks. By committing to invest predominantly at home, firms can reduce the credit default risk of their lending banks. Therefore, banks can refinance loans to a larger extent through deposits thereby reducing firms’ effective financing costs. Firms thus have an incentive to allocate resources inefficiently as they then save on financing costs. We argue that imposing minimum capital adequacy for banks can eliminate this incentive by putting a lower bound on financing costs. However, the Basel II framework is shown to miss this potential.
