Abstract
Das Konzept industrieller Cluster verzeichnet stetige Attraktivitätsgewinne bei Politikern und anderen Akteuren regionaler Wirtschaftsförderung. Allein an dem im Jahr 2007 gestarteten Spitzenclusterwettbewerb des Bundesministeriums für Bildung und Forschung beteiligten sich 38 Bewerber aus allen 16 Bundesländern Deutschlands. Diese Initiative wird ergänzt durch zahlreiche weitere Programme auf allen regionalen Ebenen, sodass die Feststellung eines Cluster-Booms oder -Fiebers (vgl. Kiese und Schätzl 2008) durchaus zutreffend ist.

Abstract
Der Eiserne Vorhang zwischen der Bundesrepublik Deutschland und der DDR trennte nicht nur politische Systeme. Er hat auch Märkte geographisch voneinander abgegrenzt, auf denen Güter angeboten wurden, die die gleichen Bedürfnisse deckten. Dabei wirkte die innerdeutsche Grenze als künstliche Barriere für west- und ostdeutsche Unternehmen, die ansonsten natürliche Konkurrenten um die gleichen Nachfrager gewesen wären.1 So trafen mit der staatlichen Vereinigung in Deutschland die Resultate von vier Jahrzehnten separater Entwicklung in zwei Wirtschaftssystemen aufeinander, die im Wettbewerb untereinander gestanden und sich aus der Perspektive der Ordnungstheorie als Antipoden verstanden hatten: zentrale Planwirtschaft versus soziale Marktwirtschaft. Die Auswirkungen der unterschiedlichen Ordnungsprinzipien sowie die Art und Weise der Einbettung der beiden Volkswirtschaften in die internationale Arbeitsteilung und die Spezialisierungsmuster der beiden Wirtschaftsblöcke zeigten sich nicht nur in der Wirtschaftsleistung, sondern auch in den strukturellen Mustern von Produktion und Beschäftigung. Nichtsdestoweniger trafen mit der Wiederherstellung der staatlichen Einheit Deutschlands zwei relativ selbstständige Volkswirtschaften aufeinander, die zwar keine identischen Wirtschaftsstrukturen aufwiesen, aber beide in ihren Gliederungen voll ausgeprägt waren. Viele Teile waren doppelt vorhanden und mussten mit dem Wegfall der Mauer den Markttest erfahren.

Abstract
Mit der Globalisierungsaufgabe ist der Mensch seit Beginn seiner Existenz betraut. So heißt es im „Buch der Bücher“, im 1. Buch Mose 28: „Macht Euch die Erde untertan.“ Dieser klassische Globalisierungsauftrag findet sich auch in anderen Weltreligionen und folgt bewusst der frühgeschichtlichen Lageeinschätzung, als sich der Mensch einer feindlichen Natur gegenübersah, die es zu bewältigen galt. Globalisierung ist nichts anderes als die Organisation des eigenen, totalen Umfelds. Wenn Wettbewerb als Evolutionsprozess angesehen werden kann und, um in einer vereinfachten Darwinschen Auslegung zu sprechen, das survival of the fittest zum Erfolgsmaßstab wird, dann muss das Bessere des Guten Feind sein. Tatsächlich wissen wir heute, dass diese Darstellung zu kurz greift und es im evolutorischen Wettbewerb viele erfolgreiche symbiotische Strukturen gibt.

Abstract
Wir befinden uns auf dem Jahrmarkt. Über die Menschenmenge ist ein langes Seil, an zwei Masten verankert, gespannt. Ein Mann steigt den einen Mast hinauf und balanciert erfolgreich über die Menge. Die Menge johlt, sie will mehr. Er steigt hinab, schnallt sich eine Schubkarre auf den Rücken und steigt wieder hinauf. Statt des Balancestabs schiebt er nun die Schubkarre über das Seil. Die Menge jubelt. Sie verlangt nach noch mehr! Von oben ruft er herab: Wer setzt sich in die Schubkarre? Alles schweigt. Ein kleiner Junge steigt den Mast hinauf, setzt sich in die Schubkarre, und der Mann fährt das Kind über den Abgrund. Die Menge ist fasziniert und verstummt. Man fragt den kleinen, wieder herabsteigenden Jungen: Wie konntest du das machen? Da antwortet dieser: Aber das ist doch mein Vater!

Abstract
Neue Industriezweige, die am Anfang ihres Lebenszyklusses stehen und in denen Unklarheit über künftige technologische und marktliche Entwicklungen besteht, weisen eine hohe Kooperationsintensität auf. Kooperationen ermöglichen es den Unternehmen, Transaktionskosten zu senken, ihre allgemeine Wissensbasis zu erweitern, durch Rückgriff auf externe Ressourcen ihre Innovationskraft zu steigern sowie Kosten und Risiken von Forschungsanstrengungen zu reduzieren. Aus regionalökonomischer Perspektive wird dem Prozess der Vernetzung von Unternehmen zudem eine räumliche Dimension zugesprochen. So kann sich die räumliche Nähe von interagierenden Unternehmen positiv auf die Effekte von Kooperationen auswirken. Des Weiteren kann die räumliche Nähe zur Mobilisierung regionsinterner Effekte im Sinne spezifischer Regions-Organisationsformen beitragen.

Abstract
Hinter dem Konzept der Metropolregionen steht nicht zuletzt die regionalökonomische Zielstellung, dass sich die Intensität und die Reichweite von Agglomerationseffekten durch geeignete Strukturen erhöhen lassen. Hierzu sollte eine Metropolregion durch eine intensive Vernetzung der ansässigen öffentlichen und privaten Akteure gekennzeichnet sein. Den theoretischen Hintergrund für die Vorteilhaftigkeit einer starken Vernetzung einer Metropolregion im speziellen sowie von Regionen im allgemeinen liefert dabei eine Reihe von stadt- und regionalökonomischen Ansätzen, die auf den Stellenwert von regionalen Kooperationen für die Wirtschaftsentenwicklung hinweisen.

Abstract
Umfangreiche Mietwohnungsbestände in Deutschland sind seit einigen Jahren das Ziel nationaler und internationaler Investoren gewesen. Insgesamt haben bei Transaktionen großer Wohnungsbestände von 1999 bis 2006 fast 1,3 Mio. Wohnungen den Besitzer gewechselt. Etwa 337 000 Wohnungen wurden von Kommunen verkauft.1 Das sind immerhin etwa 13,6% des ehemals kommunalen Bestands.

Abstract
Eine moderne Volkswirtschaft zeichnet sich durch eine riesige Anzahl und außerordentliche Komplexität von Abhängigkeiten zwischen den Wirtschaftssubjekten aus. Wollte man sie alle auf der Mikroebene erfassen, ergäbe sich ein unübersehbares Gebilde. Die Subjekte und die Transaktionen zwischen ihnen müssen deshalb zu Sektoren aggregiert werden. Steht dabei die Abbildung der Produktionsverflechtungen im Vordergrund, so sollte im Idealfall jeder Sektor nur ein einziges Produkt erzeugen, in jedem Sektor nur eine einzige Produktionstechnologie angewandt werden und jedes Produkt nur in einem einzigen Sektor erzeugt werden. Vor allem die erste Bedingung ist so weitgehend, dass sie praktisch nicht umgesetzt werden kann. Sie würde zu Riesenmatrizen führen, die weder mit Zahlen aufgefüllt, noch analytisch bearbeitet werden könnten

Abstract
Im Tagungsband zum Input-Output-Workshop 2008 stellten die Autoren Mirko Titze, Matthias Brachert und Alexander Kubis (2009) mit der Forschung zur internen Struktur industrieller Cluster ein neues Anwendungsfeld der Qualitativen Input-Output-Analyse vor. Industrielle Cluster wurden in diesem Zusammenhang als die regionale Ballung von Akteuren (beispielsweise Betriebe/Beschäftigung einer oder mehrerer Branchen) und den Verflechtungen zwischen ihnen (beispielsweise Lieferbeziehungen oder gemeinsame Forschungsprojekte) (vgl. hierzu Porter 1990; Kiese 2008) definiert. Ausgangspunkt der Analyse waren empirische Belege der regionalökonomischen Literatur, welche verdeutlichen, dass die Existenz derartiger Wirtschaftsstrukturen eine dynamische Entwicklung in den betreffenden Regionen fördert (Porter 1990; Baptista, Swann 1998).

Abstract
Input-Output-Tabellen bilden eine wichtige Datengrundlage für die empirische Wirtschaftsforschung. Auf nationaler Ebene werden diese Rechenwerke in Deutschland seit 1960 regelmäßig vom Statistischen Bundesamt erstellt. Auf regionaler Ebene hatten sich in der Vergangenheit auch Wirtschaftsforscher dieser Aufgabe angenommen. Nach einer Blütezeit in den 1970er Jahren, als regionale Tabellen für eine ganze Reihe von westdeutschen Bundesländern und Großräumen aufgestellt worden waren (Stäglin 1980), haben jedoch die Aktivitäten deutlich nachgelassen (Pfähler 2001). In neuerer Zeit gibt es eine Machbarkeitsstudie für die Freie und Hansestadt Hamburg (Münzenmeier, Stäglin 1995) und liegt eine Tabelle für Mecklenburg-Vorpommern vor (Kronenberg 2010).
