Abstract
Seit Anfang 1999 veröffentlicht das IWH im vierteljährlichen Abstand einen Frühindikator der Konjunkturentwicklung des Euroraums. Der Indikator, der neben den Auftragseingängen sowie Unternehmer- und Verbraucherumfragen auch die Zinsstruktur berücksichtigt, läuft der tatsächlichen Entwicklung (gegenwärtig approximiert mit Hilfe des Index der Industrieproduktion) um ungefähr ein Quartal voraus und ermöglicht eine Trendprognose der wirtschaftlichen Aktivität.

Abstract
Nach raschen Stabilisierungserfolgen zu Beginn der Transformation, offenbarte die Währungskrise vom Mai 1997 gravierende Schwächen der Tschechischen Reformpolitik. Zu lange wurden Strukturreformen auf Unternehmensebene und im Bankensektor verschleppt. Auch in Hinblick auf eine spätere EU Mitgliedschaft sind konsequente Reformschritte unausweichlich geworden.

Abstract
Kritiker bemängeln an der EU-Strukturpolitik, dass sie zu zentralistisch sei und die verschiedenen Fonds zu wenig integriere. Im Ergebnis der Reform durch die Agenda 2000 hat sich jedoch kaum etwas an der extensiven Beteiligung der Kommission an der Programmierung geändert, abgesehen vom Verzicht auf die Beeinflussung der Feinplanung. Die bessere Integration der Fonds verlangt, die künstlichen administrativen Barrieren zwischen ihnen zu beseitigen und die Förderangebote projektkonkret zu bündeln.

Abstract
Das Ernährungsgewerbe hat sich schneller als die meisten Industriebranchen von den Schocks erholt, die durch die Einführung der Marktwirtschaft in Ostdeutschland ausgelöst worden sind. Umfangreiche Investitionen führten zum Ausbau und zur Modernisierung der Kapazitäten. Weitere angebotsfördernde Einflüsse und die relativ hohe Nachfrage aus der Einkommensentwicklung der privaten Haushalte bewirkten überdurchschnittliche Wachstumsraten bei Produktion und Absatz. Das Ernährungsgewerbe hat sich so zum produktions- und umsatzstärksten Industriezweig in den neuen Ländern entwickelt.

Abstract
In der kurzfristigen Bevölkerungsprojektion bis zum Jahr 2010 werden zuerst die Annahmen zu Geburten, Lebenserwartung und etwas ausführlicher zu den Migrationsströmen in Ost- und Westdeutschland erläutert. Trotz konstanter Bevölkerung in den nächsten Jahren sinkt die Bevölkerung im erwerbsfähigen Alter ab. Speziell in Ostdeutschland wird etwa 2007 die Zahl der Lehrstellensuchenden drastisch zurück gehen.

Fast ein Viertel der gesamtdeutschen Emissionen des Klimaschadstoffs Kohlendioxid wird vom Raumwärmeverbrauch verursacht. Doch bestehen gerade hier große Minderungspotentiale, deren Nutzung oft allein wegen der damit verbundene Energiekostensenkung lohnenswert ist. Obgleich dies insbesondere für den Mietwohnungsbestand der neuen Bundesländer gilt, wird immer noch ein großer Teil der ostdeutschen Mietwohnungen modernen wärme- und heizungstechnischen Standards nicht gerecht. Nach wie vor sorgen Finanzierungsprobleme ostdeutscher Vermieter dafür, daß der Instandsetzungsstau nur langsam abnimmt und Energiesparmaßnahmen unterbleiben. Aber auch dort, wo bereits modernisiert wird, sind die Anreize, Investitionen an einer optimalen Nutzung der Energiesparpotentiale auszurichten, nicht ausreichend. Das nunmehr auch in Ostdeutschland geltende Vergleichsmietensystem kann dieses Defizit – dem das Auseinanderfallen der Adressaten von Kosten und Nutzen energiesparender Maßnahmen
zugrunde liegt – nicht kompensieren. Ordnungsrechtliche Vorgaben und förderpolitische Maßnahmen allein sind kaum geeignet, dieses Dilemma zu entschärfen. Sollen die Energiepreissteigerungen im Zuge der Ökosteuerreform wirksame Investitionsanreize auslösen, ist eine Verbesserung der Anreizkompatibilität des Vergleichsmietensystems, ergänzt um eine Anpassung der relevanten technischen Verordnungen und Förderrichtlinien, notwendig.
