Abstract
Russland: Die russische Wirtschaft hat im vergangenen Jahr die Folgen der Finanz- und Währungskrise vom August 1998 weitgehend überwunden. Dazu trugen bessere äußere Bedingungen bei, wie insbesondere die Beseitigung der Überbewertung des Rubels, der Anstieg des Rohölpreises und die Belebung der Weltkonjunktur. Aber auch die binnenwirtschaftlichen Rahmenbedingungen haben sich verbessert; die meisten makroökonomischen Indikatoren signalisieren ein deutlich abnehmendes Krisenpotential der Volkswirtschaft. Das Bruttoinlandsprodukt (BIP) wuchs im vergangenen Jahr um 3,2 vH, nachdem es im Krisenjahr 1998 um nahezu 5 vH gefallen war. Dabei beschleunigte sich das Wachstum von Quartal zu Quartal. Die zwischenzeitlich gestiegene Inflationsrate nahm von Monat zu Monat ab und betrug im März 2000 nur noch 0,6 vH gegenüber dem Februar. Im Jahresdurchschnitt betrug die Inflationsrate gut 86 vH.
Belarus: Das vergangene Jahr war durch eine beträchtliche Abschwächung des Wirtschaftswachstums, eine Krise der Handelsbeziehungen mit Russland und weitere ordnungspolitische Rückschritte in Richtung administrativer Eingriffe des Staates in nahezu alle Bereiche der Wirtschaft gekennzeichnet. Das reale Bruttoinlandsprodukt (BIP) wuchs 1999 nur noch um 3,4 vH nach 8,3 vH im Jahr davor. Zwar handelt es sich vordergründig nur um einen Wachstumsrückgang. Aber selbst dieses, verglichen mit den Vorjahren niedrige Wachstum, wurde mit einer eskalierenden Inflation (auf nahezu 300 vH) und einem weiteren Verfall des Wertes des weißrussischen Rubel erkauft. Die belarussische Wirtschaft zahlte damit den Preis für die fortgesetzte Finanzierung präferierter Bereiche der Wirtschaft durch verbilligte Zentralbankkredite. Diese Praxis musste 1999 bereits eingeschränkt werden, um einen noch höheren Inflationsdruck zu verhindern; dafür sanken aber die Investitionen (um 5 vH). Der belarussische „Weg“ einer Kombination kommandowirtschaftlicher Elemente mit einer finanziellen Alimentierung unrentabler Strukturen könnte sich damit seinem Ende nähern.

Abstract
Zehn Jahre nach der politischen Wende in Ostdeutschland erscheint die Frage von zunehmendem Interesse, ob und in welchem Ausmaß sich im einst zentral verwalteten ostdeutschen Wirtschaftsraum regionale Differenzierungen herausgebildet haben. Der Beitrag versucht, diese Frage mit Hilfe eines Systems ausgewählter Indikatoren und statistischer Daten für die Jahre 1991 bis 1998 zu beantworten.
Die Studie zeigt, dass jedes Land sein spezifisches ökonomisches Profil aufweist. Brandenburg nimmt aufgrund seiner Verflechtungen mit der Bundeshauptstadt eine Sonderposition ein, die in Wanderungsüberschüssen, einer relativ niedrigen Arbeitslosigkeit und besonders hohen Werten beim Bruttoinlandsprodukt je Einwohner zum Ausdruck kommt. Sachsen erreichte bei der Ausstattung mit Humankapital, den wirtschaftsnahen Infrastrukturinvestitionen, dem technischen Fortschritt, der unternehmerischen Initiative, der Modernität der Produktionsstruktur sowie der industriellen Basis eine gute Position. Thüringen fällt u. a. durch besonders hohe Patentanmeldungen und eine relativ stabile industrielle Basis auf. Mecklenburg-Vorpommerns Schattenseiten zeigen sich in einer hohen Arbeitslosigkeit, bei der besonders starken Abwanderung von Einwohnern und den besonders niedrigen Industrieinvestitionen; letzterem stehen allerdings recht hohe Investitionen in der Tourismusbranche gegenüber. Sachsen-Anhalt schließlich weist über den Gesamtzeitraum die niedrigste Erwerbstätigenquote, den größten Rückgang der Industriebeschäftigung, die höchste Arbeitslosenquote sowie den zweitniedrigsten Wert beim Bruttoinlandsprodukt je Einwohner auf. Demgegenüber zeichnet sich Sachsen-Anhalt durch die höchsten Investitionen alle anderen Länder aus.
Auf der Kreisebene wurden mit dem Verfahren der Clusteranalyse vier, relativ deutlich voneinander unterscheidbare Cluster ermittelt: Ein „Cluster mit erheblichen Schwächen der wirtschaftlichen Situation“, ein „Cluster mit hohem Humankapitalbestand und Suburbanisierungsverlusten“, ein „Cluster mit einem guten wirtschaftlichen Ergebnis“ und ein viertes und letztes „Cluster mit Wachstumspotentialen durch mittelständische Unternehmen“.
Vergleicht man die Länder, die Landkreise und die Städte in Ost und West dahingehend, wie stark die Indikatorwerte streuen, so zeigt sich, dass die ökonomischen Unterschiede in Ostdeutschland nach wie vor geringer sind als in Westdeutschland.

Abstract
Mit der Überwindung der konjunkturellen Schwäche im Euroraum entfällt der Grund, der die Europäische Zentralbank (EZB) Anfang April dieses Jahres veranlaßte, den Hauptrefinanzierungssatz um einen halben Prozentpunkt zu senken. Die EZB hat daher die Zinsen wieder angehoben. Dieser Schritt war insofern gerechtfertigt, als die Gefahr einer deutlichen Unterschreitung des Inflationsziels im Zuge der konjunkturellen Abschwächung nunmehr gebannt ist. Bereits durch die zuvor merklich gestiegenen Kapitalmarktzinsen war das monetäre Umfeld weniger expansiv geworden, eine Entwicklung, die durch die zu erwartende Aufwertung des Euro verstärkt werden dürfte. Weitere Zinserhöhungen sind daher vorerst nicht zu erwarten. Gesamtwirtschaftlich sind weder auf der Nachfrageseite noch auf der Angebotsseite Anzeichen für einen verstärkten Preisauftrieb zu erkennen; der Anstieg der Verbraucherpreise wird auf absehbare Zeit unterhalb der von der EZB festgelegten Obergrenze bleiben. Eine wichtige Rolle für die Beurteilung der monetären Lage und bei der Identifizierung eines möglichen Handlungsbedarfs der Zentralbank spielt das Produktionspotential und seine Veränderung. Gegenwärtig ist im Euroraum von einem Anstieg des Produktionspotentials in Höhe von knapp 2½ vH und einer leicht negativen Produktionslücke auszugehen. Das Einschwenken der Geldpolitik auf einen neutralen Kurs war somit vor dem Hintergrund eines zu erwartenden Anstiegs des Bruttoinlandsprodukts im Euroraum in Höhe von knapp 3 vH im Jahre 2000 angemessen. Aus heutiger Sicht erscheint zudem ein Referenzwert für das Geldmengenwachstum von 5 vH für das kommende Jahr angebracht. Angesichts der hohen Arbeitslosenquote im Euroraum liegt jedoch ein erhebliches Wachstumspotential brach, dessen Mobilisierung einen kräftigeren Zuwachs des Bruttoinlandsproduktes und des Produktionspotentials ermöglichen würde.

Abstract
In diesem Beitrag wird dargelegt, wie sich die im April 1999 vom Statistischen Bundesamt vorgestellten Änderungen der Daten der Volkswirtschaftlichen Gesamtrechnungen im Rah-men der Umstellung auf das Europäische System Volkswirtschaftlicher Gesamtrechnungen (ESVG) 1995 auf den bisher bekannten Konjunkturverlauf des Bruttoinlandsprodukts und seiner Bestandteile ausgewirkt haben. Für diesen Vergleich wurden die alten VGR-Daten auf die Preisbasis 1995 umgerechnet und der Konjunkturverlauf saisonbereinigt.

Abstract
In der Studie werden zwei Probleme thematisiert: Die Frage der konjunkturellen Konvergenz in der Europäischen Währungsunion und der Zusammenhang zwischen der Exportentwicklung und der gesamtwirtschaftlichen Aktivität. Dabei wird gezeigt, daß eine Annäherung der nationalen Konjunkturen durch ähnliche monetäre Rahmenbedingungen begünstigt wird, so daß für die Länder des Euroraums zumindest im Hinblick auf die Richtung der Konjunkturentwicklung eine größere Konvergenz erwartet werden kann. Gestützt wird diese Tendenz dadurch, daß die Integration der Märkte bereits heute weit fortgeschritten ist, was sich nicht zuletzt in einer Intensivierung der Handelsbeziehungen widerspiegelt. Die gegenseitige konjunkturelle Abhängigkeit der Volkswirtschaften hat dadurch zugenommen. Die durchgeführten ökonometrischen Tests zeigen hier, daß zwischen der Entwicklung des realen Bruttoinlandsprodukts und den Ausfuhren in den vierteljährlichen Daten keine signifikanten time-lags mehr nachzuweisen sind. Das weist darauf hin, daß die Multiplikatoreffekte einer autonomen Veränderung der Auslandsnachfrage relativ schnell auf die Binnenkonjunktur überspringen. Empirisch lassen sich diese Ergebnisse durch eine wachsende Bedeutung von intrafirmen Transaktionen erklären, hinter denen die grenzüberschreitende Struktur der Liefer- und Leistungsverflechtungen steht.

Abstract
Im vergangenen Jahr setzte sich das hohe Wirtschaftswachstum in Polen fort: Das reale Bruttoinlandsprodukt stieg um 7 vH. Gleichzeitig konnte die Inflationsrate auf das anvisierte Niveau von etwa 15 vH reduziert werden. Dem hohen Wachstum und den Fortschritten bei der Preisstabilisierung stand allerdings eine erhebliche Verschlechterung in der Zahlungsbilanz gegenüber: Das Leistungsbilanzdefizit verdreifachte sich im Vergleich zum Vorjahr, vor allem durch den weiteren Anstieg der Investitions- und Konsumgüterimporte, zugleich nahmen die spekulativen Kapitalzuflüsse zu.Die Geld- und Wechselkurspolitik konnte sowohl die starke Expansion der Importnachfrage als auch die gestiegenen Devisenzuflüsse nicht wirksam eindämmen. Im Ergebnis setzte sich die reale Aufwertung des Zloty gegenüber den Währungen
der Haupthandelspartner fort. 1998 werden die notwendig gewordenen Stabilisierungsbemühungen der Fiskal- und der Wechselkurspolitik das Wirtschaftswachstum etwas abschwächen. Die außenwirtschaftlichen Risiken bleiben bestehen, sofern
die Wirksamkeit der Geld- und Wechselkurspolitik auch 1998 beschränkt bleibt.

Abstract
Der elfte Bericht in der Reihe der Rußland-Analysen, die das IWH zusammen mit dem DIW, Berlin, und dem IfW, Kiel, seit 1992 regelmäßig veröffentlicht, enthält wie in den Vorjahren eine Prognose der laufenden wirtschaftlichen Entwicklung 1997 und 1998 sowie tiefergehende Untersuchungen von Teilaspekten. Die Institute erwarten für 1997 keinen weiteren Rückgang des Bruttoinlandsprodukts und für 1998 ein Wirtschaftswachstum von 2 vH. Damit würde Rußland das erste Mal seit 1992 keine weitere Schrumpfung seiner Wirtschaftsleistung aufweisen. Aber auch diese Prognose ist konditioniert. Die Institute haben bereits in ihren früheren Veröffentlichungen auf die zentrale Rolle institutioneller Reformen für die wirtschaftliche Entwicklung hingewiesen. Zwar sind im Jahre 1997 Fortschritte auf diesem Gebiete gemacht worden. Allerdings bleiben nach wie vor erhebliche institutionelle Defizite. Der elfte Rußland-Bericht untersucht eines der traditionell besonders schwierigen Bereiche: die Mängel des Insolvenzrechts und den fehlenden politischen Willen in der Anwendung bestehender Regelungen. Mit den institutionellen Reformen im Bereich der Kapitalmarktliberalisierung sind sogar neue Herausforderungen auf die russische Wirtschaftspolitik hinzugekommen. Die erstmals temporär positiven Kapitalzuflüsse und die sich gegen Ende des Jahres wieder abzeichnende Umkehr der Kapitalströme war Anlaß, die Gefahr einer Zahlungsbilanzkrise und die Notwendigkeit einer geeigneten Bankenreform zu analysieren. Schließlich werden die Beziehungen Rußlands zur Europäischen Union einer weitergehenden Analyse unterzogen, wobei vor allem die institutionelle und rechtliche Anpassung an EU-Normen und Gemeinschaftsrecht im Vordergrund stehen.

Abstract
Die wirtschaftliche Entwicklung in Mittel- und Osteuropa wurde auch 1997 von einer Reihe schwerwiegender Probleme belastet. Wie in den Vorjahren entstanden in vielen Ländern durch den sich verstärkenden Importsog hohe Defizite in den Handels- und Zahlungsbilanzen. Die schnell wachsende Inlandsnachfrage vor allem nach Investitionsgütern und die anhaltende reale Aufwertung der Währungen gegenüber dem ECU und der DM hatten darauf wesentlichen Einfluß. Gleichzeitig verschlechterte sich die Wettbewerbsfähigkeit des Exportangebots, auch weil die Lohnstückkosten erheblich anstiegen. Sollte sich diese Entwicklung fortsetzen, könnte es nach der Zahlungsbilanzkrise in Tschechien auch in den baltischen Ländern und in der Slowakei zur Aufgabe der bisher weitgehend starren Wechselkursbindung der Währungen und zur spürbaren Drosselung der Inlandsnachfrage kommen. Ungeachtet der Probleme wird in diesem Jahr erstmals seit dem Beginn der Systemtransformation das zusammengefaßte Bruttoinlandsprodukt der Transformationsländer Mittel- und Osteuropas den Vorjahreswert leicht – um voraussichtlich ein Prozent – übertreffen. In Mitteleuropa fällt der Aufwärtstrend allerdings schwächer als in den Vorjahren aus. Der Anstieg der Verbraucherpreise wurde trotz des starken Inflationsschubs in Bulgarien und Rumänien um mehr als zehn Prozentpunkte zurückgeführt. Die deutschen Exporte nach Mittel- und Osteuropa nahmen im Vergleich zu 1996 um mehr als ein Fünftel zu. Für das kommende Jahr ist insgesamt in Mittel- und Osteuropa mit einer Beschleunigung des Produktionswachstums auf 2,5 vH und der weiteren Stabilisierung des Preisniveaus zu rechnen. Rückschläge in einzelnen Ländern sind allerdings nicht auszuschließen.

Abstract
Mit dem Jahresausblick für 1997 wird die Konjunkturprognose von Mitte 1996 für das Jahr 1997 aktualisiert. Die gesamtwirtschaftliche Produktion erhält im Jahr 1997 infolge der anziehenden Weltkonjunktur und der Normalisierung des Außenwerts der D-Mark Impulse vom Export. Die Selbstverstärkung des Aufschwungs wird schwach bleiben, da die verfügbaren Einkommen der privaten Haushalte nur geringen Spielraum für zusätzlichen Konsum bieten. Das Bruttoinlandsprodukt wird 1997 mit 2,1 % expandieren. Der Aufschwung bleibt jedoch zu schwach, um einen Abbau der Arbeitslosigkeit zu ermöglichen.
