Abstract
Insgesamt haben die finanzpolitischen Maßnahmen, die in Deutschland in den Jahren 2008 und 2009 inmitten der schweren Finanz- und Wirtschaftskrise zur Stabilisierung der konjunkturellen Lage ergriffen wurden, geholfen, den Einbruch der Produktion abzudämpfen. Die wichtigsten konjunkturellen Impulse kamen im Umfeld der weltweiten Finanzkrise von der Umweltprämie, der Ausweitung der öffentlichen Investitionen und dem Wirtschaftsfonds Deutschland, dem Kredit- und Bürgschaftsprogramm für Unternehmen.
Konjunkturstützend wirkten insbesondere auch automatische Stabilisatoren, d. h. der Anstieg der Sozialausgaben und der Rückgang der Steuereinnahmen, die sich ohne Eingriffe des Staates als eine Folge der konjunkturellen Entwicklung ergeben. Ohne sie wäre das Bruttoinlandsprodukt (BIP) im Jahr 2009 um rund einen halben Prozentpunkt stärker gesunken. Der maßgebliche Stabilisierungseffekt ging dabei von der progressiven Einkommensteuer aus.
Die Ausweitung der Kurzarbeit half zwar, die Beschäftigung zu stützen, trug aber praktisch nicht zur Stabilisierung von Einkommen und Produktion bei. Nahezu alle Maßnahmen entfalteten ihre Effekte erst mit zum Teil deutlicher Verzögerung. Am schnellsten wirkte die Umweltprämie. Die Wirkungen der Infrastrukturmaßnahmen, z. B. des Zukunftsinvestitionsgesetzes, reichten hingegen bis in das Jahr 2012 hinein.
Ein Patentrezept für zukünftige Rezessionen lieferten die in den Jahren 2008 und 2009 ergriffenen Maßnahmen nicht. Die automatischen Stabilisatoren und institutionellen Regeln auf dem Arbeitsmarkt, die eine flexible Reaktion auf Konjunkturschwankungen ermöglichen – wie etwa flexible Arbeitszeiten beziehungsweise Arbeitszeitkonten –, spielen eine große Rolle bei der Stabilisierung der Konjunktur.

Abstract
Zur Analyse von Risiken im Bankensystem und möglichen Ausfallrisiken von Banken werden verschiedene Maße verwendet, die sowohl auf Bankbilanzdaten als auch auf der Gewinn- und Verlustrechnung von Banken beruhen. Diese Studie vergleicht häufig verwendete Risikomaße für Geschäftsbanken in den USA im Zeitraum von 1995 bis 2013. Es zeigt sich, dass alle getesteten Maße in der Lage sind, das während der Finanzkrise von 2007 bis 2009 stark angestiegene Risiko im US-Bankensystem abzubilden. Zur Prognose einer Bankinsolvenz erweist sich der einfach zu berechnende Anteil an notleidenden Vermögenswerten in der Bilanz als eine gute Ergänzung zu komplexeren Risikomaßen wie dem Z-score.

Abstract
Das Eigenkapital einer Bank dient aus aufsichtsrechtlicher Sicht zwei Zielen: zum einen dem Ausgleich von Verlusten aus laufenden Geschäften oder der Begleichung von Gläubigeransprüchen im Insolvenzfall, zum anderen der Begrenzung von Verlustrisiken aus bestimmten Geschäften. Ein wichtiger Bestandteil des Eigenkapitals ist dabei das Kernkapital. Das Kernkapital ist der Anteil des Eigenkapitals einer Bank, der dem Institut dauerhaft zur Verfügung steht und somit als echter Verlustpuffer dienen kann. Bestandteile sind unter anderem das Stammkapital, Kapitalrücklagen, Gewinnrücklagen oder eigene Aktien der Bank. Aus dem Kernkapital ergibt sich eine wichtige aufsichtsrechtliche Kenngröße: die Kernkapitalquote (Tier 1 Capital Ratio). Kernkapitalquoten deutscher Banken seit der Finanzkrise angestiegen
Seit der Finanzkrise haben die deutschen Banken ihre Kernkapitalquote im Zeitverlauf deutlich erhöht. Dies zeigt eine Auswertung der Geschäfts- bzw. Finanzberichte ausgewählter Finanzinstitute durch das IWH. Der Aufwärtstrend setzte sich mit wenigen Ausnahmen bis zum vierten Quartal 2013 fort. Diese Entwicklung ist vermutlich auch auf die Anforderungen der EU-Stresstests zurückzuführen. Nur jene Banken hatten den Stresstest bestanden, die nach Abzug der simulierten Verluste mindestens eine harte Kernkapitalquote von 6% (im Jahr 2010) bzw. 5% (2011) aufweisen konnten. Jüngste Daten der privaten Geschäftsbanken weisen für das erste Quartal 2014 allerdings einen Rückgang der Quoten aus. Da nicht die aktuellen Zahlen, sondern die des vierten Quartals 2013 in die aktuelle Bilanzqualitätsprüfung (Asset Quality Review) der Europäischen Zentralbank und den sich anschließenden erneuten Stresstest eingehen, scheint für die Banken aktuell kein Anreiz zu bestehen, die Kernkapitalquoten auf dem hohen Niveau zu belassen.

Ein entscheidendes Jahr für die Banken
Die akute Phase der Finanzkrise scheint überwunden. Doch viele Banken sind noch durch Altkredite belastet, deren tatsächlicher Wert unsicher ist. Für Claudia Buch, Präsidentin des Instituts für Wirtschaftsforschung Halle (IWH), besteht die entscheidende Aufgabe des kommenden Jahres darin, Umfang und Abschreibungsbedarf dieser notleidenden Kredite umfassend zu erheben und dabei offenbarte Kapitallücken zu schließen. Gelingt den Banken dies nicht aus eigener Kraft, sieht sie die Mitgliedstaaten in der Verantwortung. Nur wenn der Bankensektor zuvor von seinen Altlasten befreit wird, so Claudia Buch in ihrem Kommentar, kann die europäische Bankenunion im Jahr 2015 glaubwürdig starten.

Abstract
Durch die schwere Banken- und Finanzkrise der vergangenen Jahre ist die Notwendigkeit einer besseren Regulierung der Banken und einer besseren Aufsicht über die Märkte offenkundig geworden. Hierzu liegt eine Reihe von Vorschlägen zur Änderungen der Regulierung auf dem Tisch bzw. sind bereits umgesetzt worden. Mit der „Bankenunion“ sollen zentrale Kompetenzen über die Aufsicht von Banken auf die europäische Ebene gezogen werden. Damit bedeutet die Bankenunion einen Schritt weg vom Prinzip des Binnenmarktes, in dem die Aufsicht über die Banken in nationaler Verantwortung liegt.

Abstract
Mit Beginn der Finanzkrise 2008 wurde quer durch Europa die antizyklische Fiskalpolitik als Mittel zur Krisenbekämpfung wiederentdeckt. Nach dieser vielleicht wenig überraschenden Renaissance der Fiskalpolitik ist die ökonomische Mehrheitsmeinung inzwischen wieder weitaus skeptischer im Hinblick auf keynesianische Politik. Mittlerweile ist die These sehr verbreitet, es seien die aus dem Ruder gelaufenen Staatsfinanzen in den südlichen Mitgliedsländern (Griechenland, Portugal, Spanien, Italien, ergänzt um das nördlichere Irland), welche die Eurozone in die schärfste Krise seit ihrem Bestehen geführt haben. Als Gradmesser der „Schuldenkrise“ werden dabei im Allgemeinen die steigenden Finanzierungskosten (Risikoaufschläge der Staatsschuldentitel im Vergleich zu deutschen Staatsschulden) in den betroffenen Ländern angeführt. Die in diesem Beitrag vertretene Sichtweise ist hingegen, dass ein wesentlicher Grund für die erhöhten staatlichen Finanzierungskosten in der Zunahme der Unsicherheit an den Finanzmärkten zu sehen ist.

Abstract
Als zehn mittel- und osteuropäische Länder der EU beitraten, verpflichteten sie sich, auch auf einen Beitritt zur Währungsunion hinzuarbeiten. Im Allgemeinen stieß dieses Vorhaben auf breite Unterstützung in der Bevölkerung. In einigen EU-Kandidatenländern war sogar noch vor dem EU-Beitritt eine einseitige Übernahme des Euro in Erwägung gezogen worden. Die Stimmung hat sich jedoch nach dem Ausbruch der Finanzkrise und mit den Schwierigkeiten, in die die Währungsunion geraten ist, verschlechtert. Die Unterstützung der Bevölkerung für eine schnellstmögliche Euro-Einführung bröckelt, einige Regierungen haben sie von ihrer Prioritätenliste gestrichen, und in den Forschungsinstitutionen der Länder mehren sich die Studien, die die Vorteile einer eigenen Währung bei der Bekämpfung externer Schocks herausstellen.

Abstract
Nach dem Ende der Nachholphase der Produktionsausfälle in der globalen Wirtschafts- und Finanzkrise ist die ostdeutsche Wirtschaft in schwieriges Fahrwasser geraten. Ähnlich wie damals verliert in der Realwirtschaft infolge der erneut gestiegenen Unsicherheiten auf den Außenmärkten und der konjunkturellen Abschwächung in Deutschland zuerst die Industrie ihre Antriebskraft. Das Baugewerbe profitiert nur wenig von der Flucht in Immobilien. Wie lange diese Entwicklung anhält, hängt von der Entschärfung der Staatsschulden- und Vertrauenskrisen im Euroraum ab.
Ein Teil der Eintrübung wird kompensiert durch die steigende Nachfrage der privaten Haushalte nach Konsumgütern und Wohnungen. Dämpfend wirken dabei allerdings die Ausrichtung der Produktion in Ostdeutschland auf Standardprodukte und auf Regionen in Westeuropa sowie der demographische Faktor. Der Aufschwung am Arbeitsmarkt läuft im Jahr 2012 aus. Der nachfragebedingte Produktionsrückgang wird nicht durch die gestiegene Wettbewerbsfähigkeit der Unternehmen auf der Kostenseite ausgeglichen. So besteht in der gewerblichen Wirtschaft insgesamt nur ein minimaler Wettbewerbsvorsprung der ost- gegenüber den westdeutschen Anbietern.
Gemäß dieser Prognose wächst das Bruttoinlandsprodukt der ostdeutschen Flächenländer auch in diesem Jahr langsamer als in Westdeutschland. Der wirtschaftliche Aufholprozess stagniert pro Einwohner. Der Abstand in der Arbeitsproduktivität verringert sich leicht.
