International Trade Patterns and Labour Markets – An Empirical Analysis for EU Member States

Abstract
During the last decades, international trade flows of the industrialized countries became more and more intra-industry. At the same time, employment perspectives particularly of the low-skilled by tendency deteriorated in these countries. This phenomenon is often traced back to the fact that intra-industry trade (IIT), which should theoretically involve low labour market adjustment, became increasingly vertical in nature. Against this background, the present paper investigates the relationship between international trade patterns and selected labour market indicators in European countries. As the results show, neither inter- nor vertical intra-industry trade (VIIT) do have a verifiable effect on wage spread in EU member states. As far as structural unemployment is concerned, the latter increases only with the degree of countries’ specialization on capital intensively manufactured products in inter-industry trade relations. Only for unemployment of the less-skilled, a slightly significant impact of superior VIIT seems to exist.

Optimum Currency Areas in Emerging Market Regions: Evidence Based on the Symmetry of Economic Shocks

Abstract
This paper examines which emerging market regions form optimum currency areas (OCAs) by assessing the symmetry of macroeconomic shocks. We extend the output-prices-VAR framework by adding net exports and the real effective exchange rate as endogenous variables. Based on theoretical considerations, we derive which shocks affect these variables in the long run: shocks to labor productivity, foreign trade, labor supply, and money supply. The considered economies of Central and Eastern Europe, the Commonwealth of Independent States, East and Southeast Asia, and South Asia, exhibit large enough shock symmetry to form a currency union; the economies of Africa, Latin America, and the Middle East do not.

Labor Demand During the Crisis: What Happened in Germany?

Abstract
In Germany, the employment response to the post-2007 crisis has been muted compared to other industrialized countries. Despite a large drop in output, employment has hardly changed. In this paper, we analyze the determinants of German firms’ labor demand during the crisis using a firm-level panel dataset. Our analysis proceeds in two steps. First, we estimate a dynamic labor demand function for the years 2000-2009 accounting for the degree of working time flexibility and the presence of works councils. Second, on the basis of these
estimates, we use the difference between predicted and actual employment as a measure of labor hoarding as the dependent variable in a cross-sectional regression for 2009. Apart from total labor hoarding, we also look at the determinants of subsidized labor hoarding through short-time work. The structural characteristics of firms using these channels of adjustment differ. Product market competition has a negative impact on total labor hoarding but a positive effect on the use of short-time work. Firm covered by collective agreements hoard less labor overall; firms without financial frictions use short-time work less intensively.

Mergers, Spinoffs, and Employee Incentives

Abstract
This article studies mergers between competing firms and shows that while such mergers reduce the level of product market competition, they may have an adverse effect on employee incentives to innovate. In industries where value creation depends on innovation and development of new products, mergers are likely to be inefficient even though they increase the market power of the post-merger firm. In such industries, a stand-alone structure where independent firms compete both in the product market and in the market for employee human capital leads to a greater profitability. Furthermore, our analysis shows that multidivisional firms can improve employee incentives and increase firm value by reducing firm size through a spinoff transaction, although doing so eliminates the economies of scale advantage of being a larger firm and the benefits of operating an internal capital market within the firm. Finally, our article suggests that established firms can benefit from creating their own competition in the product and labor markets by accommodating new firm entry, and the desire to do so is greater at the intermediate stages of industry/product development.

Barriers to Internationalization: Firm-Level Evidence from Germany

Abstract
Exporters and multinationals are larger and more productive than their domestic
counterparts. In addition to productivity, financial constraints and labor market
constraints might constitute barriers to entry into foreign markets. We present new
empirical evidence on the extensive and intensive margin of exports and FDI based on detailed micro-level data of German firms. Our paper has three main findings. First, in line with earlier literature, we find a positive impact of firm size and productivity on firms’ international activities. Second, small firms suffer more frequently from financial constraints than bigger firms, but financial conditions have no strong effect on internationalization. Third, labor market constraints constitute a more severe barrier to foreign activities than financial constraints. Being covered by collective bargaining particularly impedes international activities.

Abstract
Vor dem Hintergrund der sich abzeichnenden Alterung der Erwerbsfähigen in Deutschland und der unzureichenden Arbeitsmarktchancen Älterer geht der vorliegende Beitrag anhand eines neuen Linked-Employer-Employee-Datensatzes der Frage nach, ob sich verschiedene Altersgruppen in ihrem Produktivitätsniveau unterscheiden. Für das Verarbeitende Gewerbe zeigen die realisierten Querschnittsschätzungen für die Jahre 2000 und 2003 klare Belege einer höheren Produktivität der Beschäftigten im mittleren Alter. Die Resultate für den Dienstleistungssektor erweisen sich hingegen als wenig aussagekräftig.

Eastern Germany in the process of catching-up: the role of foreign and Western German investors in technological renewal

Abstract
Foreign direct investment as a means to support system transformation and the ongoing process of catching-up development has caught researcher’s attention for a number of Central and Eastern European countries. Not much research, however, has been carried out for East Germany in this respect although FDI plays an important role in East Germany too. Descriptive analysis by the use of unique survey data shows that foreign and West German affiliates perform much better with respect to technological capability and labor productivity than domestic companies in East Germany. The results of the regression analysis, however, show that it is not the status of ownership as such that forms a significant determinant of innovativeness in East Germany but rather general firms specific characteristics attached to it such as firm size, export-intensity, technical state of the equipment, and R&D activities. Due to the fact that foreign and West German affiliates perform better with respect to exactly all of these characteristics, they can be considered as a means to support the process of technological renewal and economic development.

Die wirtschaftliche Entwicklung in Ostdeutschland hängt neben der Gründung neuer Unternehmen und der Attraktion auswärtiger Investitionen vor allem davon ab, wie es den bestehenden Unternehmen gelingt, ihre Wettbewerbsfähigkeit zu steigern bzw. auf einem hohen Niveau zu halten. Wettbewerbsfähige Betriebe sind auch immer rentable Betriebe. Sie sind in der Lage Eigenkapital aufzubauen, was eine wichtige Voraussetzung fur die Finanzierung von Innovationen und Investitionen, aber auch für eine gewisse Krisenfestigkeit ist. Damit tragen sie erheblich zum gesamtwirtschaftlichen Wachstum und zu höherer Beschäftigung bei.
