Föderalismusreform – eine historische Chance
Mit dem Außerkrafttreten des Finanzausgleichsgesetzes und des Solidarpaktes II zum Ende des Jahres 2019 ergibt sich die historische Chance, die Reibungsverluste im deutschen Finanzföderalismus zu verringern. Eine umfassende Neuordnung der Bund-Länder-Finanzbeziehung braucht allerdings einen gewissen zeitlichen Vorlauf, sodass entscheidende Verhandlungen wohl in den kommenden Monaten geführt werden.

Flexible Ländersteuer könnte Anreizprobleme im Finanzausgleich abmildern
Ende des Jahres 2019 tritt das Finanzausgleichsgesetz außer Kraft. Dann ergibt sich eine historische Chance, die Reibungsverluste im gegenwärtigen Ausgleichssystem durch eine Neuordnung der Bund-Länder-Finanzbeziehungen zu verringern. Ein aktuell viel diskutierter Vorschlag sieht vor, die Steuerautonomie der Länder durch die Einführung einer flexiblen Ländersteuer zu erweitern. IWH-Finanzwissenschaftler Martin Altemeyer-Bartscher hat die Auswirkungen einer solchen Ländersteuer analysiert. Sein Fazit: Durch eine flexible Ländersteuer könnten schwerwiegende Fehlanreize im Länderfinanzausgleich kompensiert werden, selbst dann, wenn der Finanzausgleich mit hoher Ausgleichsintensität weitergeführt würde.

Finanzierungsprobleme der Betriebe des ostdeutschen Produzierenden Gewerbes – auch Ausdruck ihrer wirtschaftlichen Lage
Die an Unternehmen und wirtschaftlich selbstständige Privatpersonen ausgereichten Kreditvolumina waren in den Neuen Bundesländern in den Jahren 2003 bis 2007 rückläufig. Im Jahr 2008 blieben sie in etwa stabil, während sie in den Alten Ländern bereits zwei Jahr in Folge konjunkturbedingt stark gestiegen waren.

Exportweltmeister trotz Euro-Höhenflug – Zum Einfluss der Wechselkurse auf die deutschen Ausfuhren –
Ein starker Euro wird häufig als Gefahr für die exportierenden Unternehmen gesehen, weil er deren preisliche Wettbewerbsfähigkeit schwächt. Jedoch werden die deutschen Ausfuhren zunehmend durch die konjunkturelle Entwicklung in den Handelspartnerländern bestimmt: So legten die deutschen Exporte in der Aufschwungphase der vergangenen Jahre – trotz starker Euro-Aufwertung – kräftig zu.

Evaluierung der Konjunkturpakete aus der Finanzkrise: wirksam, aber auch prozyklisch
Das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) und Kiel Economics haben im Auftrag des Bundesministeriums der Finanzen (BMF) die ökonomische Wirksamkeit der konjunkturstützenden finanzpolitischen Maßnahmen der Jahre 2008 und 2009 untersucht. Die Ergebnisse des Forschungsvorhabens belegen, dass die finanzpolitischen Maßnahmen, die in Deutschland in diesen Jahren zur Stabilisierung der konjunkturellen Lage ergriffen wurden, insgesamt geholfen haben, den Einbruch der Produktion abzudämpfen, aber in erheblichem Umfang auch prozyklisch wirkten.

Evaluation der Forschungsförderung des Sächsischen Staatsministeriums für Wissenschaft und Kunst (SMWK)
Eine heute veröffentlichte Studie des Instituts für Wirtschaftsforschung Halle (IWH) im Auftrag des Sächsischen Staatsministeriums für Wissenschaft und Kunst (SMWK) evaluiert das Programm „Förderung von Projekten im Forschungsbereich“ des Ministeriums. Das Programm richtet sich an Wissenschaftseinrichtungen in Sachsen. Es zielt auf die Stärkung der Spitzenforschung, der Profilbildung, der Drittmittelfähigkeit, der Internationalisierung sowie der Vernetzung der Wissenschaftseinrichtungen untereinander und mit der Wirtschaft. Gefördert werden grundlagenorientierte Projekte, Geräteausstattungen, Aufenthalte von Gastwissenschaftlern sowie wissenschaftliche Tagungen. Die Finanzierung des Programms erfolgt ausschließlich aus Landesmitteln.

Entscheidung des Wirtschaftsministeriums: Gemeinschaftsdiagnose - IWH, IMK und WIFO sind beteiligt
Das Institut für Wirtschaftsforschung Halle (IWH) wird in den kommenden drei Jahren zusammen mit seinen beiden Partnern, dem Institut für Makroökonomie und Konjunkturforschung in der Hans Böckler-Stiftung (IMK) und dem Österreichischen Institut für Wirtschaftsforschung (WIFO) Wien an der Gemeinschaftsdiagnose zur Konjunkturentwicklung mitwirken. Am Montagabend fiel die Entscheidung des Bundeswirtschaftsministeriums (BMWi) zugunsten des international ausgerichteten Bieterkonsortiums, das über langjährige Erfahrungen mit Konjunkturprognosen verfügt.

Energieeffizienz in Wohngebäuden: Osten vorn, Westen holt auf
Die politischen Bemühungen um mehr Energieeffizienz im Gebäudebestand scheinen sich auszuzahlen. Der Heizenergiebedarf deutscher Mehrfamilienhäuser ist von durchschnittlich 157 kWh je Quadratmeter Wohnfläche im Jahr 2003 auf 141 kWh im Jahr 2008 gesunken. Dabei konnten die westdeutschen Länder einen Rückgang um 11,1% verzeichnen, die ostdeutschen um 7,1%. Damit hat Westdeutschland bei der Energieeffizienz von Wohngebäuden etwas aufgeholt. Nach wie vor jedoch sind ostdeutsche Wohnungen mit durchschnittlich 131 kWh je Quadratmeter deutlich energieeffizienter als westdeutsche (144 kWh). Zu diesen Ergebnissen kommt eine Untersuchung von Claus Michelsen vom Institut für Wirtschaftsforschung Halle (IWH) in Kooperation mit dem Energiedienstleistungsunternehmen ista.
