Anhaltend schwache Steuereinnahmen in den Neuen Ländern
Auch 20 Jahre nach der deutschen Vereinigung ist das Niveau der Steuereinnahmen in den Neuen Ländern deutlich niedriger als in den Alten. Das hohe Umverteilungsvolumen von öffentlichen Geldern über den Länderfinanzausgleich wie den Solidarpakt, die ab 2020 für die Länder verpflichtende „Schuldenbremse“ und die aktuelle Finanzkrise werden die nachhaltige Einnahmeschwäche der Neuen Länder in der politischen Diskussion halten. Eine Studie des Instituts für Wirtschaftsforschung Halle (IWH) untersucht die Ursachen genauer.

Abstract
Im Jahr 2009 rutschten die öffentlichen Haushalte in Deutschland tief in die roten Zahlen. In Relation zum nominalen Bruttoinlandsprodukt lag das Defizit bei 3,1%. In der öffentlichen Diskussion nimmt diese Entwicklung wie auch die Notwendigkeit zur Konsolidierung breiten Raum ein. Um diese Diskussion auf eine fundierte Grundlage zu stellen, ist eine über die kurzfristige Prognose hinausgehende mittelfristige Projektion der wirtschaftlichen Entwicklung und des Staatshaushalts hilfreich und notwendig. Eine Vorhersage der Wirtschaftsentwicklung in der mittleren Frist ist dabei grundsätzlich schwierig – auch wenn die Unsicherheiten nunmehr geringer sind als noch vor Jahresfrist. Dennoch sind die Folgen der Finanzkrise – insbesondere auch im Hinblick auf die Entwicklung des Produktionspotenzials – nur schwer abzuschätzen. Die Projektion der wirtschaftlichen Entwicklung in der mittleren Frist geht davon aus, dass von der Finanzkrise keine erneuten Schockwellen auf die Weltwirtschaft ausgehen werden und dass sich die deutsche Wirtschaft nach dem starken Einbruch im Jahr 2009 erholt. Die Produktionskapazitäten sind jedoch nach wie vor unterausgelastet. Zudem wird sich die Lage auf dem Arbeitsmarkt zu Beginn des Projektionszeitraums deutlich verschlechtern – mit entsprechenden Konsequenzen für die inländische Nachfrage. Erst in den Jahren 2011 bis 2014 wird die Wirtschaft wieder stärker wachsen. Bei dieser Wirtschaftsentwicklung – aber auch aufgrund der vorerst noch recht expansiven Ausrichtung der Finanzpolitik – werden die öffentlichen Haushalte in den Jahren 2010 und 2011 weiter deutlich unter Druck geraten. In Relation zum nominalen Bruttoinlandsprodukt steigt das Defizit noch einmal kräftig an – bis auf gut 5%. Unter der Annahme, dass die Finanzpolitik keine neuen expansiven Maßnahmen ergreift, werden sich die Fehlbeträge in den Jahren 2012 bis 2014 – konjunkturbedingt – zwar wieder zurückbilden; am Ende des Projektionszeitraums liegt das Defizit nach der hier vorgelegten Schätzung aber immer noch bei 2½%. Zu diesem Zeitpunkt dürfte die Produktionslücke geschlossen sein. Das im Endjahr ausgewiesene Defizit ist somit der Natur nach strukturell; in diesem Umfang liegt eine permanente Unterdeckung der Ausgaben vor. Einer nachhaltigen Finanzpolitik entspricht dies nicht.

Die Bedeutung der Besitzverflechtung von Kapitalgesellschaften für die Finanzkrise

Abstract
Im vorliegenden Papier wird die Bedeutung der Besitzverflechtungen zwischen Aktiengesellschaften (bzw. Kapitalgesellschaften im Allgemeinen) für die gegenwärtige Finanzmarktkrise herausgearbeitet. Durch den wechselseitigen Besitz von Firmen untereinander ist eine Situation entstanden, in denen bestellte Manager sich lediglich kontrollieren. Durch entstehende Abhängigkeiten und die innerhalb der verhältnismäßig kleinen Gruppe von Topmanagern mögliche implizite Koordination konnten Vorstände über die Entlohnungs- und damit auch über die Anreizsysteme, denen sie ausgesetzt sind, wesentlich mitentscheiden. Dies hat, wie gezeigt wird, erheblich zur Entstehung von Anreizsystemen beigetragen, die sich im Kern an kurzfristigen Erfolgen orientieren. Da insbesondere in der Finanzintermediation kurz- und langfristige Gewinnoptimierung durch die starke Korrelation von Risiko und Gewinnmöglichkeiten einem starken Trade- off unterliegen, haben diese Anreizsysteme wiederum eine erhebliche Rolle in der verfehlten Risikopolitik der Banken gespielt, die ein wesentliche Ursache der Krise war.

Finanzielle Instabilität und Krise in den Post-Transformations-Ländern

Abstract
Die Ansteckung durch die globale Finanzkrise war nur ein Auslöser für die schwere Krise in den europäischen Post-Transformations-Ländern. Ursache war die seit 2001 zunehmende finanzielle Instabilität der Länder in Zusammenhang mit der Übernahme ihres Banken- und Finanzsektors durch internationale Finanzinstitutionen. Allgemeine euphorische Renditeerwartungen bildeten den Auftakt für Vermögenspreisblasen und die steigende Verschuldung des privaten Sektors, die durch ausländische Kapitalzuflüsse genährt wurde. Die Studie argumentiert daher, dass simple Konzepte einer Beschränkung inländischer Nachfrage keinen Ausweg aus der Krise weisen. Vielmehr wird eine zweite Transformation notwendig, die ein Wachstumsmodell etabliert, das den Einfluss spekulativer Kapitalzuflüsse reduziert und weiterhin hohe Wachstumsraten ermöglicht.

Schwere der Finanzkrise in Russland vor allem der Transformation geschuldet
Die Schwächen der russischen Wirtschaftsstruktur, die momentan durch die Weltfinanzkrise offenbart werden, sind zum größten Teil dem spezifischen Transformationsweg des Landes zuzuschreiben – die Schwere der Krise hängt mit den Folgen der Transformation eines rohstoffreichen Landes, aber eines mit niedrigem Pro-Kopf-Einkommen, von der Plan- hin zu einer Marktwirtschaft zusammen. Allzu schnell lassen sich diese Schwächen auch nicht beheben. Das zeigt eine Studie von Marina Gruševaja vom Institut für Wirtschaftsforschung Halle (IWH), die am Mittwoch veröffentlicht wird.

Abstract
Bis in das Jahr 2008 hinein hat sich die einsetzende Verringerung der Liquidität im Bankensektor auf die Realwirtschaft nicht spürbar ausgewirkt. Mit dem Nachfrageeinbruch an den Rohstoffmärkten, dem rapiden Absturz des Ölpreises und der Zuspitzung der internationalen Finanzkrise im vorigen Sommer haben sich fallende Exporteinnahmen und massive Kapitalabflüsse jedoch unmittelbar ausgewirkt. Der Rubel geriet unter Druck, und mit dem Einbruch am russischen Finanzmarkt setzte auch ein wirtschaftlicher Abschwung ein, der sich zu Beginn dieses Jahres verstärkte. Das Ausmaß des wirtschaftlichen Einbruchs und des Vertrauensverlustes in die Währung ließ Vergleiche mit der Krise von 1998 aufkommen.
Die russische Regierung hat mit massiven Interventionen den Finanzmarkt und den Wechselkurs zu stabilisieren versucht. In Reaktion auf die Verschlechterung der Wirtschaftslage wurde zusätzlich ein Paket von konjunkturstimulierenden Maßnahmen verabschiedet, das zu Beginn dieses Jahres in Kraft trat. Es sieht neben Steuervergünstigungen für Unternehmen Kreditgarantien des Staates sowie Maßnahmen zur sozialen Abfederung der Krisenfolgen vor. Dank enormer Mittel, die in den letzten Jahren im Stabilisierungsfonds aufgrund der hohen Rohstoffpreise akkumuliert worden sind, kann die Regierung zunächst eine stabilisierende Finanzpolitik betreiben. Die Aussichten für die wirtschaftliche Entwicklung sind insgesamt jedoch durch die hohe Abhängigkeit der Wirtschaft vom Ölpreis mit großen Risiken behaftet. Vor diesem Hintergrund wird das Bruttoinlandsprodukt in diesem Jahr deutlich zurückgehen und sich dann 2010 leicht erholen.

Abstract
Laien ist die Ratio wirtschaftspolitischer Maßnahmen zur Eindämmung der Finanzkrise oft nur schwer zu vermitteln. Ein Beispiel dafür sind die Mitte Mai von der Bundesregierung beschlossenen Eckpunkte für das geplante Konsolidierungs- oder „Bad“-Bank-Modell. Kaum geringere Verständnisschwierigkeiten haben damit freilich auch geschulte Ökonomen. Welches Problem angegangen werden soll, ist immerhin klar: Die Finanzmarktkrise droht nach wie vor, die Kreditversorgung der Wirtschaft zu drosseln. Denn die Banken müssen damit rechnen, weiterhin in erheblichem Umfang Abschreibungen auf ihr Portfolio aus strukturierten Wertpapieren vornehmen zu müssen. Das zur Absicherung dieser Risiken zu hinterlegende Eigenkapital steht den Banken dann nicht mehr für die Kreditvergabe zur Verfügung. Die Eckpunkte des Bad-Bank-Modells sehen nun vor, dass den Finanzinstituten die Möglichkeit gegeben wird, die Problem-Papiere aus ihren Bankbilanzen in institutsspezifische Zweckgesellschaften (bad banks) auszulagern. Im Gegenzug erhalten sie von den Zweckgesellschaften herausgegebene Schuldverschreibungen. Durch die staatliche Garantie dieser Titel erledigt sich der Abschreibungsbedarf.

Interest Rate Convergence in Euro Candidate Countries: A Dynamic Analysis

Abstract
Die vorliegende Studie schlägt einen neuen analytischen Ansatz zur Beurteilung nominaler Konvergenzprozesse in der EU vor. Dieser Ansatz wird auf eines der Maastricht-Kriterien für die Aufnahme eines neuen EU-Mitglieds in die Eurozone angewendet, nämlich die Zinssätze auf langfristige Staatspapiere, gemessen hier als deren Renditen. Das Argument lautet, dass die Dynamik der Renditen Informationen über versteckte Risiken der Zinskonvergenz enthält, die sich durch angemessene ökonometrische Methoden aufdecken lassen. Diese Risiken können selbst dann zutage treten, wenn ein Land das eigentliche Konvergenzkriterium erfüllt hat und dem Euroraum beigetreten ist. Die Risiken der Zinsentwicklung werden von Schwächen der Finanzsysteme der Länder und ihrer makroökonomischen Fundamentaldaten bestimmt. Daraus ist zu schließen, dass eine Betrachtung lediglich der politisch gesetzten Konvergenzkriterien das Risiko von Fehleinschätzungen beinhaltet. Schließlich erlaubt die hier verwendete Methode auch eine Beurteilung der potenziellen Ansteckungseffekte für die Finanz- und Fiskalsysteme durch die gegenwärtige globale Finanzkrise. Die Analyse verdeutlicht, dass bis auf die Slowakei alle untersuchten Länder auf dem Weg zur Euro-Übernahme keine wichtigen Fortschritte hinsichtlich der Reduzierung systemischer Risiken gezeigt haben, sodass nach einer Übernahme des Euro (Slowenien und die Slowakei haben ihn bereits übernommen) eine große Instabilität der Risikoaufschläge zu erwarten ist.

Abstract
Die globale Finanzkrise der Jahre 2007 und 2008 unterscheidet sich von den Finanzkrisenepisoden vergangener Jahre durch ihre systemische Komplexität und die Übertragung von Effekten auf andere Kreditfelder sowie in die globalen Finanz- und Gütermärkte. Als Resultate erscheinen eine dramatische Verschlechterung der Qualität der Vermögenswerte des internationalen Bankensys-tems und seiner Kreditvergabemöglichkeiten sowie letztendlich eine Beeinträchtigung des Wirtschaftswachstums. Das Ausmaß der Krise übertrifft bei Weitem die temporäre Schrumpfung des amerikanischen Hypothekenmarkts und den drastischen Rückgang der so genannten strukturierten Finanzprodukte, die auf risikoreichen Hypotheken beruhten und zu denen insbesondere die Collateralized Debt Obligations (CDOs) zählten.
