German Economy: Strong domestic demand compensates for weak exports
The upturn of the German economy is expected to gain further momentum as a consequence of strong domestic demand. Real gross domestic product is expected to increase by 1.6% in 2016. Consumer prices are expected to rise by 0.9%. Unemployment is expected to rise slightly because it will take time to integrate refugees into the labour market.

Abstract
Waren die Peripherieländer im Euroraum am Vorabend der Eurokrise nicht mehr wettbewerbsfähig? Oder war die preisliche Wettbewerbsfähigkeit in den Kernländern wie Deutschland ungewöhnlich hoch? Antworten auf diese Fragen sind nicht einfach. Das gängige Maß für die preisliche Wettbewerbsfähigkeit sind die realen effektiven Wechselkurse. Deren Bestimmungsfaktoren waren jedoch kurz vor der Krise selbst möglicherweise nicht im Gleichgewicht und lassen daher kaum Rückschlüsse auf gleichgewichtige Wechselkurse zu. Um dieses Messproblem zu umgehen, wird ein Matching-Ansatz zur Schätzung realer effektiver Wechselkurse verwendet. Dazu wird für jedes Mitgliedsland des Euroraums ein synthetisches Vergleichsland als Kombination mehrerer anderer Länder konstruiert, die den Euro nicht eingeführt haben. Es zeigt sich, dass die Peripherieländer des Euroraums am besten durch eine Mischung von Schwellenländern und entwickelten Volkswirtschaften beschrieben werden, während für ein Matching der Kernländer keine Schwellenländer notwendig sind. Die hier angewendete Methode zeigt, dass die realen effektiven Wechselkurse in den Peripherieländern zwischen Oktober 2007 und September 2008 teilweise deutlich zu hoch waren, während sie in den Kernländern mehr oder weniger nah bei ihrem Gleichgewichtsniveau lagen.

Abstract
Am 1.5.2004 sind zehn neue Mitgliedstaaten, vor allem Transformationsländer, in die EU aufgenommen worden. Drei Jahre später, am 1.1.2007, kamen Bulgarien und Rumänien hinzu. Während deutsche Unternehmer zunächst die zusätzliche Konkurrenz fürchteten, bewerten sie die Auswirkungen der Osterweiterung inzwischen positiv. Die neuen Mitgliedstaaten haben von ihrem Beitritt grundsätzlich profitiert, sogar in Hinblick auf die Beihilferegelungen konnten sie den strengen Anforderungen der EU entsprechen. Allerdings haben sich flexible Wechselkurse in der Krise für die Länder außerhalb des Euroraums als Vorteil erwiesen. Zudem leiden Rumänien und Bulgarien unter der Instabilität ihrer politischen Systeme.

Abstract
Trotz anfänglicher Skepsis hat sich der Euro in den ersten zehn Jahren nach seiner Einführung an den Devisenmärkten behauptet und gegenüber wichtigen Fremdwährungen deutlich an Wert gewonnen. Obgleich ein Großteil des Außenhandels der EWU-Mitgliedstaaten seit der Euro-Einführung keinem Wechselkursrisiko mehr unterliegt, birgt ein starker Euro für exportorientierte Länder wie Deutschland dennoch Gefahren.
Der vorliegende Beitrag untersucht die Auswirkungen von Wechselkursveränderungen auf die deutschen Exporte im Zeitverlauf. Die Analysen bestätigen, dass insbesondere die nominalen Wechselkurse an Einfluss verloren haben. Allerdings gilt dies nicht nur in Bezug auf den Gesamtexport, der allein durch die Verwirklichung der Währungsunion weniger anfällig gegenüber Wechselkursschwankungen geworden sein dürfte, sondern auch für die Warenlieferungen in Länder außerhalb des Euroraums. Ein zunehmender Ausgleich nominaler Wechselkursveränderungen durch Preisanpassungen findet zwar statt, kann aber sicherlich nicht als alleiniger Erklärungsansatz für die schwindende Wechselkursreagibilität der Ausfuhren dienen, sodass weitere Faktoren in Betracht zu ziehen sind.
So zeigt sich etwa, dass die Exporte auch auf Veränderungen der realen Wechselkurse und damit der internationalen Preisrelationen immer weniger reagieren. Stattdessen werden die Ausfuhren zunehmend durch die konjunkturelle Entwicklung in den Handelspartnerländern determiniert. In diesem Zusammenhang konnte Deutschland aufgrund seiner geographischen Lage sicherlich stärker als andere Länder von der kräftigen Nachfrageausweitung der mittel- und osteuropäischen Staaten profitieren, die die Euro-Aufwertung überlagert hat. Zudem haben die Kursgewinne des Euro den deutschen Exportgüterproduzenten auch wegen des auf Investitions- und qualitativ hochwertige Industriegüter ausgerichteten Warenangebots kaum geschadet.

Ein starker Euro wird häufig als Gefahr für die exportierenden Unternehmen gesehen, weil er deren preisliche Wettbewerbsfähigkeit schwächt. Jedoch werden die deutschen Ausfuhren zunehmend durch die konjunkturelle Entwicklung in den Handelspartnerländern bestimmt: So legten die deutschen Exporte in der Aufschwungphase der vergangenen Jahre – trotz starker Euro-Aufwertung – kräftig zu.

Abstract
Am 01.01.2009 feiert der Euro seinen zehnten Geburtstag. Mit der Einführung der Gemeinschaftswährung verlor der Fremdwährungsaußenhandel in Europa an Bedeutung. Dennoch stellt der Außenhandel mit Ländern außerhalb der Eurozone weiterhin einen wichtigen Teil der wirtschaftlichen Aktivität dar und beläuft sich auf über ein Viertel des deutschen Bruttoinlandprodukts. Deshalb bleibt der Außenwert des Euro von wesentlicher Bedeutung für die deutsche Wirtschaft. Der Verlauf der Wechselkursentwicklung zeigt eine Phase der Abwertung des Euro, die unmittelbar nach Einführung der neuen Währung einsetzte und ihren Tiefpunkt Ende 2000 erreichte. Seit dieser Zeit wertet der Euro, abgesehen von einer Delle im Jahr 2005, nahezu stetig auf. Erst die aktuelle Finanzkrise stoppte seinen Aufwärtstrend.
In diesem Beitrag wird untersucht, ob die Schwankungen des Euro-Wechselkurses durch zwei zentrale theoretische Konzepte zur Wechselkursbestimmung erklärt werden können. Die empirische Analyse zeigt, dass weder die Gültigkeit der Kaufkraftparitätentheorie noch die Gültigkeit der Zinsparitätentheorie für den Euroraum bestätigt werden kann. Für die Prognosetätigkeit lässt sich daraus schlussfolgern, dass die Verwendung von Zufallsprozessen für die Beschreibung des Wechselkursverlaufs gerechtfertigt ist. Bezüglich der Währungspolitik bliebe zu fragen, welche Alternativen zum ungesteuerten Wechselkurs möglich wären, um der Bedeutung des Wechselkurses für die Geldpolitik gerecht zu werden.

Abstract
Hinter dem Erfolg der Einführung des Euro verbergen sich erste Zeichen für zunehmende Asymmetrien und Ungleichgewichte in der Euro-Zone, die langfristig die Stabilität der gemeinsamen Währung unterminieren können. Spannungen zeichnen sich angesichts der Lähmung der Fiskalpolitik, der Divergenz der Pro-Kopf-Einkommen, extremer Schwankungen der Immobilienpreise und divergierender Lohnstückkostenentwicklungen ab. Die bestehenden Formen der makroökonomischen Koordination sind offensichtlich nicht ausreichend, diese zu verhindern. Offenbar können Länder nach dem Wegfall der Wechselkurse und der Einschränkung der fiskalpolitischen Instrumente nur noch über die Lohnpolitik in Wettbewerb miteinander treten. Insbesondere Deutschland und Österreich waren hier erfolgreich, im Gegensatz zu Ländern wie Spanien, Griechenland, Portugal, Italien und mittlerweile auch Frankreich. Für Deutschland kann auch konstatiert werden, daß die Wirtschaftspolitik erfolgreich war, durch Arbeitsmarktreformen und durch indirekte Steuern die Arbeitskosten stärker als andere Länder zu senken. Der erworbene Vorteil ist jedoch trügerisch, denn Länder mit hohen Lohnstückkosten und steigenden Handelsdefiziten sind früher oder später gezwungen, im Lohnwettbewerb nachzuziehen. Bei einer Euro-Inflationsrate von ca. 2% kann Lohnkostenwettbewerb Deflation und Arbeitslosigkeit zur Folge haben. Soll die Stabilität des Euro nicht auf längere Frist gefährdet werden, ist auch über neue und effektivere Formen der Koordination nachzudenken. Zu diesen gehören nicht nur die Einführung eines anti-zyklisch wirkenden zentralen EU-Haushalts, sondern auch Formen der direkten und indirekten Koordination der Lohnpolitik. Wie die Fiskalpolitik sollte die nationale Lohnpolitik an das gemeinschaftliche Interesse gebunden werden.

Abstract
Mit dem EU-Beitritt der neuen Mitgliedsländer wird die Zusammensetzung der im Euroraum vertretenen Länder heterogener werden. Dies könnte den Außenwert des Euro schwächen. Inflations-differenzen zwischen den Länder als eine Ursache für dieses Phänomen werden allerdings im Zuge des fortschreitenden Konvergenzprozesses innerhalb der Wirtschafts- und Währungsunion (WWU) verschwinden. Auch von einer Vergrößerung des EZB-Rats, dem maßgeblichen Gremium für die Ausrichtung der europäischen Geldpolitik, ist keine Beeinträchtigung der stabilitätsorientierten Politik zu erwarten. Gleichwohl bestehen für die neuen EU-Mitglieder vor der Aufnahme in die Eurozone weiterhin Wechselkursrisiken fort, die auch die Stabilität des Euro berühren würden. Diese Risiken, obgleich eher gering einzuschätzen, bestehen insbesondere in volatilen Kapitalströmen. Eine durch starke Kapitalabflüsse ausgelöste Abwertung der Wechselkursparitäten während der Heranführungsphase zur Eurozone würde den Marktteilnehmern die fehlende Beitrittsreife der Eurozonen-Kandidaten signalisieren und auch die Stabilität des Euro-Wechselkurses berühren.

Abstract
Seit Beginn der 1990er Jahre haben mehrere der Beitrittskandidatenländer für eine Mitgliedschaft in der Europäischen Union (EU) sowie Russland und die Ukraine Finanzkrisen durchlaufen. Das jüngst betroffene Land ist die Türkei, wo im November 2000 eine schwerwiegende Finanzkrise ausbrach und deren Folgen immer noch nicht gänzlich absehbar sind. Die Finanzkrisen umfassten dabei sowohl Währungskrisen als auch Bankenkrisen. Eine wichtige Rolle für den Ausbruch von Währungskrisen spielte die oftmalige Fixierung des Wechselkurses mit dem Ziel, das Preisniveau zu stabilisieren. Bei allerdings anhaltend hohen Inflationsraten mündete diese Politik in einer realen Aufwertung der inländischen Währungen und in einem Anstieg der Leistungsbilanzdefizite.

Abstract
Politik und Wirtschaft sind in Belarus seit Jahren von Re-Sowjetisierungstendenzen gekennzeichnet. In der Wirtschaft kommen diese in Preiskontrollen, Fünfjahrplänen, fehlender Privatisierung, Versorgungsmängeln und zurückgestauter Inflation zum Ausdruck. Erfahrungsgemäß wird unter diesen Umständen Wirtschaftswachstum mit zunehmenden binnen- und außenwirtschaftlichen Ungleichgewichten erkauft. Im Gesamtjahr 1999 hatte sich das Wirtschaftswachstum spürbar abgeschwächt, die Inflation deutlich beschleunigt, und der Außenhandel war sowohl auf der Export- wie auch Importseite geschrumpft. Die wirtschaftliche Situation war im ersten Halbjahr (bzw. in den ersten sieben Monaten) 2000 von keiner wesentlichen Besserung gekennzeichnet. Zwar war in den ersten sechs Monaten 2000 die Zuwachsrate des Bruttoinlandsprodukts mit 4 % doppelt so hoch wie im ersten Halbjahr 1999, doch drastisch gestiegene Preise für importierte Energieträger waren für eine krasse Verschlechterung der Handelsbilanz verantwortlich. Auf monetärem Gebiet ist keine Stabilisierung abzusehen. Zwar schwächte sich die Inflation ab, dies ging aber zu einem großen Teil auf administrative Preiskontrollen zurück. Zudem lag die Inflationsrate im Juli 2000 noch bei 190 % (auf Jahresbasis). Hohe Nominallohnsteigerungen, die auch im Zusammenhang mit den Parlamentswahlen im Oktober 2000 gestanden haben dürften, trugen gemeinsam mit dem Rückgang der Inflationsrate zu einem Anstieg der Reallöhne von 13 % bei. Damit zeigt sich, dass die Wirtschaftspolitik von einer kurzfristigen politischen Zielen verpflichteten administrativen Steuerung und Kontrolle der Wirtschaftsprozesse geleitet ist. Dies alles lässt sich schlecht mit der seit Jahren angestrebten Wirtschafts- und Währungsunion mit Russland vereinbaren. Gleichwohl wurde mit der lange überfälligen Einführung eines einheitlichen Wechselkurses im September 2000 eine wichtige Weiche für die Währungsunion gestellt. Für das gesamte Jahr 2000 ist mit einem Wirtschaftswachstum von 4 % zu rechnen. Mit dieser Rate dürfte das Bruttoinlandsprodukt auch im nächsten Jahr wachsen. Die Inflationsrate wird im laufenden Jahr knapp unter der 200 %-Grenze liegen und auch 2001 im dreistelligen Bereich verbleiben (160 bis 170 %).
