Abstract
Es wird die Situation im ostdeutschen Baugewerbe im Jahr 1994 analysiert. Zentraler Untersuchungsgegenstand ist dabei der Selektionsprozess, der sowohl als Folge der Abflachung des Bauaufschwungs in dem angegebenen Zeitraum als auch als Ausdruck des noch bestehenden Anpassungsbedarfs im ostdeutschen Baugewerbe betrachtet wird. Dabei werden Einblicke in die amtliche Insolvenz-, Gründungs- und Stillegungsstatistik gegeben sowie Ergebnisse der IWH-Umfragen zur Eigenkapitalausstattung und zur Finanzierungsstruktur der betrieblichen Investitionen vorgestellt.

Abstract
Deutschland verpflichtete sich auf der Vertragsstaatenkonferenz zur Klima-Rahmen-Konvention im April 1995 in Berlin mit einem eigenen CO2-Reduktionsprogramm zur Verminderung des CO2-Ausstoßes um 25 bis 30 % bis 2005 gegenüber 1990. Dieses Ziel soll vor allem durch die Senkung des spezifischen Energieverbrauchs erreicht werden. Die dazu eingegangenen Selbstverpflichtungen der deutschen Wirtschaft lassen allerdings notwendige zusätzliche Anstrengungen vermissen und befürchten, dass das gesteckte Ziel verfehlt wird.

Abstract
Es werden die Veränderungen des Produktionsanteile der einzelnen Industriebranchen in den Jahren 1990 bis 1994 in den neuen Ländern nachgezeichnet. Wichtigstes Ergebnis ist, dass der Strukturwandel in den neuen Ländern in diesem Zeitraum zu einer stark regional orientierten, baulastigen und wenig technologieintensiven Wirtschaftsstruktur geführt hat. Dies wiederum dürfte zu einer Beeinträchtigung der künftigen Regionalentwicklung führen.

Abstract
Schwerpunkt des 13. Berichtes ist eine Zwischenbilanz der Transformation der ostdeutschen Wirtschaft von der Planwirtschaft zur sozialen Marktwirtschaft nach fünf Jahren. Dazu werden die Untersuchungsergebnisse zur Erneuerung der Wirtschaftsstruktur und zur Entwicklung in ausgewählten Wirtschaftsbereichen (u. a. Industrie, Baugewerbe, Handel und Verkehr sowie Wohnungswirtschaft) präsentiert. Entwicklungshemmnisse werden benannt und Vorschläge für die Wirtschaftspolitik unterbreitet.
