Reformvorschläge für die Gesetzliche Rentenversicherung in Deutschland

Abstract
Politik und Gesellschaft verknüpfen mehrere verschiedene Ziele mit der gesetzlichen Rentenversicherung, nämlich die Sicherung des Existenzminimums im Alter, die Erbringung von Leistungen bei (teilweiser) Erwerbsunfähigkeit und die Sicherung des während des Erwerbslebens erreichten Lebensstandards im Alter. Aus ökonomischer Perspektive wäre es besser, für verschiedene Ziele auch verschiedene Instrumente einzusetzen. Sonst besteht die Gefahr von Zielkonflikten, insbesondere im Zusammenhang mit der effizienten Finanzierung der Leistungen. Im System der Sozialen Marktwirtschaften ist staatliches Handeln vor allem dann angezeigt, wenn Marktversagen besteht, der Markt ohne staatliche Eingriffe also nicht zu effizienten Lösungen führt. Dies ist im Bereich der Alters- und Invaliditätsvorsorge in unterschiedlichem Umfang gegeben. Eine gesetzliche Pflichtversicherung ist zur Absicherung des Existenzminimums im Alter sinnvoll, um Trittbrettfahrerverhalten und kurzsichtigem Handeln entgegenzuwirken. Dem Versicherungsprinzip folgend, sollte in diesem Fall eine Äquivalenz zwischen Beiträgen während der Erwerbsphase und Rentenzahlungen im Alter bestehen. Reichen die eigenen Beiträge zum Beispiel aufgrund von Krankheit nicht aus, um das Existenzminimum im Alter oder bei Erwerbsunfähigkeit zu gewährleisten, kommt das Fürsorgeprinzip zum Tragen; entsprechende staatliche Ausgaben sollten nach dem Leistungsfähigkeitsprinzip über Steuern finanziert werden. Bei der Sicherung des Lebensstandards im Alter liegt eine mildere Form des Marktversagens vor. Eine individuelle, private Vorsorge wäre hier grundsätzlich möglich und zielführend; allerdings wären finanzielle Anreize etwa durch Steuervergünstigungen oder staatliche Zuschüsse sinnvoll, um eine etwaige zu geringe Sparneigung auszugleichen. Die individuelle Vorsorge ließe sich grundsätzlich über freiwillige zusätzliche Beiträge zur gesetzlichen Rentenversicherung oder über privates Sparen realisieren. Hier könnte den Menschen ein eigenverantwortlicher Entscheidungsspielraum überlassen werden, um unterschiedlichen Lebensentwürfen Rechnung zu tragen. Die Vermischung der verschiedenen Aufgaben in der gesetzlichen Rentenversicherung trägt dazu bei, dass die Finanzierungslasten im Zuge des demografischen Wandels deutlich zunehmen werden. Das gegenwärtige System – auch zusammen mit den Vorschlägen aus dem Rentenpaket II der Bundesregierung – dürfte zu erheblich steigenden Rentenversicherungsbeiträgen und Zuschüssen aus dem Bundeshaushalt führen. Somit ist eine Dämpfung der Zunahme von gesetzlichen Leistungen nicht nur aus den oben genannten rentenspezifischen Effizienzgründen zu empfehlen, sondern auch um die Abgabenlast des Produktionsfaktors Arbeit nicht weiter steigen zu lassen und damit die Wettbewerbsfähigkeit der Unternehmen in Deutschland zu stärken sowie die Tragfähigkeit der öffentlichen Finanzen zu gewährleisten. Ansatzpunkte hierfür können das Renteneintrittsalter und der Umfang der jährlichen Rentenanpassungen sein. Im Gegenzug könnte die Förderung individueller Vorsorge verbessert werden, u. a. indem die Riester-Rente grundlegend reformiert wird. Ein Kapitalstock in staatlicher Hand ohne individuelle Ansprüche der Rentenversicherten birgt hingegen die Gefahr, dass er nicht hinreichend vor einer Zweckentfremdung durch zukünftige Regierungen geschützt ist, wenngleich die Schuldenbremse in ihrer gegenwärtigen Form dem in gewissem Umfang entgegenwirkt.

Economists – and the others
People with a background in economics react more strongly to financial incentives – both positively and negatively, as Dmitri Bershadskyy of the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association – found out. At the beginning of his laboratory experiment, economists were prepared to spend more money on a public good and keep to this social behaviour for a longer period than non-economists. However, towards the end of the experiment they were also the greatest free-riders.

Hochkultur auf dem Prüfstand? Eine Konkretisierung der allgemeinen Problematik am Beispiel ostdeutscher Orchester

Abstract
Die Hochkultur in Deutschland, insbesondere in Ostdeutschland, steht gegenwärtig auf dem finanziellen Prüfstand: Als größtenteils öffentlich finanzierte aber freiwillige kommunale Aufgabe gerät sie unter dem Einfluss der Steuerrückgänge als Folge der Finanzkrise unter erheblichen Druck, müssen doch Pflichtaufgaben, vor allem im sozialen Sektor, prioritär erfüllt werden. Die hohe Kulturdichte als Teil einer sozialistischen Bildungsstrategie konnte unter marktwirtschaftlichen Bedingungen nicht aufrechterhalten werden. Weiterer Druck auf die Gemeinden entsteht durch eine sich ändernde Altersstruktur der Bevölkerung, die die Selbstfinanzierungsmöglichkeiten weiter einschränkt. Steigende Budgetanforderungen der Hochkultur bei gegebener Angebotskapazität können nur durch zusätzliche Einnahmen an den Märkten, ein verbessertes Sponsoring oder ein Aufstocken der Förderung gedeckt werden, wenn Kosteneinsparungen
schwer möglich erscheinen und an die Substanz, insbesondere die Qualität, gehen können. Es ist daher zu fragen, welche Organisationsformen sich anbieten, das Kulturangebot zu stabilisieren. Dies erscheint aus institutionenökonomischer Sicht insbesondere dann als erforderlich, wenn durch Kultur möglicherweise die Transaktionskosten der Gesellschaft verringert werden. Im Rahmen einer Untersuchung der ostdeutschen Orchesterlandschaft werden grundlegende Probleme des öffentlich finanzierten Kulturangebots aufgezeigt und eine Reihe von Maßnahmen empfohlen, die der Systemstabilisierung der Kulturlandschaft dienen können. Denn ohne Zweifel ist das Kulturangebot als weicher Standortfaktor nicht nur von Bedeutung für hochwertige Unternehmensfunktionen, es stellt ebenso einen Beitrag zur gesellschaftlichen Identität dar.

Municipal Enterprises as Shadow Budgets – How do they Affect the Actual Budgetary Situation of Germany´s Local Governments?

Abstract
Die Verlagerung kommunaler Aufgaben aus dem Kernhaushalt auf kommunale Unternehmen verzerrt immer mehr die Wahrnehmung der tatsächlichen Vermögens-, Finanz- und Ertragslage der Kommunen in Deutschland. Überangebot- und -nachfrage bei öffentlichen Leistungen als Folge dieser „Fiskalillusion“ sind eine mögliche Gefahr jener Entwicklung. Der Beitrag versucht daher, am Beispiel der kreisfreien Städte durch die simultane Analyse ausgewählter Kennzahlen für Kernhaushalt und kommunale Unternehmen eine differenziertere Darstellung der Haushaltssituation zu leisten. Außerdem werden die methodischen Probleme derartiger Berechnungen verdeutlicht. Unter Berücksichtigung dieser Nebenhaushalte erhöhen sich z. B. die Pro-Kopf-Einnahmen, -Investitionen und -Schulden im gesamtdeutschen Durchschnitt um ein Drittel bis 50%. Dagegen entfallen 75% der kommunalen Beschäftigten weiterhin auf den Kernhaushalt. Der Auslagerungsgrad der Ausgaben für bestimmte freiwillige Selbstverwaltungsaufgaben ist mit durchschnittlich 22% zwar noch relativ gering, doch zeichnet sich auch hier eine steigende Tendenz ab. Die Untersuchung liefert zudem Hinweise auf signifikante Unterschiede zwischen ost- und westdeutschen Städten. Dazu zählen die größere Ertragskraft kommunaler Unternehmen sowie die höhere Pro-Kopf-Verschuldung und die höheren Ausgaben in den Bereichen Kultur, Sport, Freizeit und Wissenschaft in Ostdeutschland. Bei der Ergebnisinterpretation sind allerdings gewisse Unzulänglichkeiten der amtlichen Statistik zu beachten. So ist beispielsweise keine vollständige Bereinigung um interne Zahlungsströme möglich. Außerdem können indirekte kommunale Mehrheitsbeteiligungen sowie die kommunalen Sparkassen nicht berücksichtigt werden. Insgesamt bleibt abzuwarten, ob die eingeleiteten Reformen zur Einführung der Doppik im kommunalen Haushaltswesen helfen, dem Idealziel eines aussagefähigen „Konzernabschlusses“ für den „Konzern Stadt“ näherzukommen.

Abstract
Standards stellen einen wichtigen Teil des kodifizierten Wissens einer Gesellschaft dar. Normen sind jene Standards, die in einem allgemein zugänglichen Konsensverfahren geschaffen werden. Nur wenn ein ökonomisches Anwendungsinteresse besteht, werden Normen erstellt. Die dann zusammentretenden „interessierten Kreise“ müssen die Partizipationskosten weitgehend selbst finanzieren. Gelegentlich stößt der Staat den Normungsprozeß an, um durch entsprechende freiwillige Regeln die Staatstätigkeit zu entlasten, die er nun innerhalb vereinbarter Rahmenbedingungen an Private übergeben kann. In der Wertschöpfungskette der Wissensproduktion stehen Standards am Ende der formalisierten intellektuellen Eigentumsrechte. Eine wichtige Eigenschaft der im öffentlichen Konsens entwickelten Normen liegt darin, daß sie allgemein zugänglich sind und neben dem Nutzungsentgelt insbesondere die für sie grundlegenden Patente zu angemessenen Preisen verfügbar sind. Konsortien hingegen können Dritte von der Nutzung des durch sie geschaffenen Standards ausschließen. Insbesondere führt das Verweigern der Vergabe der erforderlichen Lizenzen, die in diesen Standards enthalten sind, zum Blockieren des Markteintritts von Konkurrenten, was gelegentlich zu Kartellproblemen infolge dann entstehender Marktmacht führt. Durch Normung sinken Kosten durch Verbund-, Netzwerk- und Kostendegressionseffekte. Genormte Güter oder Prozesse signalisieren Qualität, Stand der Technik sowie dauerhafte Präsenz am Markt und beschleunigen die Marktdurchdringung. Das Durchsetzen eines Industriestandards oder eines Konsortialstandards bietet zwar hohe Gewinnchancen, aber auch enorme Risiken des Scheiterns, insbesondere dann, wenn die Nachfrager zögern, weil sie nicht wissen, welche Technologie sich letztlich durchsetzt. Oft ist die zügige Marktpenetration mit einer Norm die bessere Strategie – trotz scheinbar erhöhter Konkurrenz. Von dieser Erfahrung profitiert die deutsche Wirtschaft. Ein geflügeltes Wort sagt daher: Wer die Norm hat, hat auch den Markt. Infolge der Globalisierung ist diese Aussage zunehmend international zu interpretieren. Für Europa, das sich im internationalen Wissenswettbewerb bewähren muß, ist daher das Vorhalten eines institutionell effizienten Normungswesens entscheidend für den künftigen Wohlstand. Die Globalisierung setzt das vorhandene System unter Druck. Der vorliegende Beitrag befaßt sich mit Überlegungen zur künftigen europäischen Normung, die im Rahmen einer Arbeitsgruppe der europäischen Normungsorganisationen zur „Future Landscape of European Standardization (FLES)“ entwickelt wurden.
