Supranational Rules, National Discretion: Increasing versus Inflating Regulatory Bank Capital?

Abstract
We study how banks use “regulatory adjustments” to inflate their regulatory capital ratios and whether this depends on forbearance on the part of national authorities. Using the 2011 EBA capital exercise as a quasi-natural experiment, we find that banks substantially inflated their levels of regulatory capital via a reduction in regulatory adjustments — without a commensurate increase in book equity and without a reduction in bank risk. We document substantial heterogeneity in regulatory capital inflation across countries, suggesting that national authorities forbear their domestic banks to meet supranational requirements, with a focus on short-term economic considerations.

Flight to Safety: How Economic Downturns Affect Talent Flows to Startups

Abstract

Using proprietary data from AngelList Talent, we study how startup job seekers’ search and application behavior changed during the COVID-19 downturn. We find that workers shifted their searches and applications away from less-established startups and toward more-established ones, even within the same individual over time. At the firm level, this shift was not offset by an influx of new job seekers. Less-established startups experienced a relative decline in the quantity and quality of applications, ultimately affecting their hiring. Our findings uncover a flight-to-safety channel in the labor market that may amplify the procyclical nature of entrepreneurial activities.

Are Rural Firms Left Behind? Firm Location and Perceived Job Attractiveness of High-skilled Workers

Abstract
We conduct a discrete choice experiment to investigate how the location of a firm in a rural or urban region affects the perceived job attractiveness for university students and graduates and, therewith, contributes to the rural–urban divide. We characterize the attractiveness of a location based on several dimensions (social life, public infrastructure and connectivity) and vary job design and contractual characteristics of the job. We find that job offers from companies in rural areas are generally considered less attractive, regardless of the attractiveness of the region. The negative perception is particularly pronounced among persons of urban origin and singles. In contrast, for individuals with partners and kids this preference is less pronounced. High-skilled individuals who originate from rural areas have no specific regional preference at all.

Abstract
In dieser Studie wird geprüft, ob die Genauigkeit der ersten Schätzung der Bruttowertschöpfung und des Bruttoinlandsprodukts für die Bundesländer erhöht und damit das Ausmaß der nachfolgenden Revisionen reduziert werden kann. Dazu werden alternative ökonometrische Methoden und zusätzliche Daten herangezogen. Zunächst wird untersucht, in welchen Bereichen die Revisionen stärker ausfallen als in anderen. Dabei werden das BIP und die Bruttowertschöpfung (BWS) auf der Wirtschaftszweig-Gliederungsebene A*10 mit Zusammenfassungen in die Untersuchung einbezogen. Anschließend werden die amtlichen Ergebnisse mit denen der alternativen Ansätze verglichen. Insgesamt ist das Ausmaß, in dem der Revisionsbedarf mit alternativen Methoden verringert werden konnte, relativ gering.

The Effects of the Iberian Exception Mechanism on Wholesale Electricity Prices and Consumer Inflation: A Synthetic-controls Approach

Abstract
This study employs synthetic control methods to estimate the effect of the Iberian exception mechanism on wholesale electricity prices and consumer inflation, for both Spain and Portugal. We find that the intervention led to an average reduction of approximately 40% in the spot price of electricity between July 2022 and June 2023 in both Spain and Portugal. Regarding overall inflation, we observe notable differences between the two countries. In Spain, the intervention has an immediate effect, and results in an average decrease of 3.5 percentage points over the twelve months under consideration. In Portugal, however, the impact is small and generally close to zero. Different electricity market structures in each country are a plausible explanation.

Is Risk the Fuel of the Business Cycle? Financial Frictions and Oil Market Disturbances

Abstract
I estimate a dynamic stochastic general equilibrium (DSGE) model for the United States that incorporates oil market shocks and risk shocks working through credit market frictions. The findings of this analysis indicate that risk shocks play a crucial role during the Great Recession and the Dot-Com bubble but not during other economic downturns. Credit market frictions do not amplify persistent oil market shocks. This result holds as long as entry and exit rates of entrepreneurs are independent of the business cycle.

Abstract
Im Jahr 2023 ging das deutsche Bruttoinlandsprodukt um 0,3% gegenüber dem Vorjahr zurück. Während im zweiten und dritten Quartal eine Stagnation der gesamtwirtschaftlichen Produktion zu beobachten war, sank die Wirtschaftsleistung in Deutschland im vierten Quartal 2023 um 0,3%. Insbesondere dürften die gestiegenen Verbraucherpreise dazu beigetragen haben, dass die preisbereinigten Konsumausgaben der privaten Haushalte deutlich zurückgingen. Zusätzlich belastete politische und wirtschaftliche Unsicherheit den Konsum. Der Anstieg der Zinsen wirkte im vergangenen Jahr ebenfalls dämpfend auf die Konjunktur. Die Verunsicherung wird auch in der ersten Jahreshälfte andauern, so dass das Bruttoinlandsprodukt (BIP) laut IWH-Flash-Indikator im ersten Quartal 2024 stagnieren und im zweiten Quartal 2024 lediglich um knapp 0,2% steigen dürfte (vgl. Abbildung 1).

Poison Bonds

Abstract
This paper documents the rise of “poison bonds”, which are corporate bonds that allow bondholders to demand immediate repayment in a change-of-control event. The share of poison bonds among new issues has grown substantially in recent years, from below 20% in the 90s to over 60% since mid-2000s. This increase is predominantly driven by investment-grade issues. We provide causal evidence that the pressure to eliminate poison pills has led firms to issue poison bonds as an alternative. Our analysis suggests that this practice entrenches incumbent managers and destroys shareholder value. Holding a portfolio of firms that remove poison pills but promptly issue poison bonds results in negative abnormal returns of −7.3% per year. Our findings have important implications for the agency theory of debt: (i) more debt may not discipline the management; and (ii) even without financial distress, managerial entrenchment can lead to agency conflicts between shareholders and creditors.

Global Banks and Synthetic Funding: The Benefits of Foreign Relatives

Abstract
Abstract This paper examines the effect of dislocations in foreign currency (FX) swap markets ("CIP deviations") on bank lending. Using data from UK banks we show that when the cost of obtaining swap-based funds in a particular foreign currency increases, banks reduce the supply of cross-border credit in that currency. This effect is increasing in the degree of banks' reliance on swap-based FX funding. Access to foreign relatives matters as banks employ internal capital markets to shield their cross-border FX lending supply from the described channel. Partial substitution occurs from banks outside the UK not affected by changes in synthetic funding costs.

Information about Inequality in Early Child Care Reduces Polarization in Policy Preferences

Abstract

We investigate public preferences for equity-enhancing policies in access to early child care, using a survey experiment with a representative sample of the German population (n ≈ 4, 800). We observe strong misperceptions about migrant-native inequalities in early child care that vary by respondents’ age and right-wing voting preferences. Randomly providing information about the actual extent of inequalities has a nuanced impact on the support for equity-enhancing policy reforms: it increases support for respondents who initially underestimated these inequalities, and tends to decrease support for those who initially overestimated them. This asymmetric effect leads to a more consensual policy view, substantially decreasing the polarization in policy support between under- and overestimators. Our results suggest that correcting misperceptions can align public policy preferences, potentially leading to less polarized debates about how to address inequalities and discrimination.
