Abstract
In volume XV of the African Development Perspectives Yearbook, the Research Group on African Development Perspectives investigates the impact of the GFC on economic reform processes in Africa. The analysis is structured in such a way so as to reflect the opportunities and dangers of policy reversals in the face of the GFC. The impact of the crisis on different types and forms of governance in the region is considered. The first question is therefore which macro-economic policy instruments have to be applied in order to overcome the crisis and to continue with sustainable development. The second question is how the GFC has affected Africa's external economic relations and if the path of opening up to the world markets is continued. The third question raised is how the crisis has affected social cohesion, impacted on poverty alleviation strategies and the achievement of Millennium Development Goals (MDGs). All these questions are discussed in the various contributions which comprise general studies and country case studies. The authors also looked into the role of international financial institutions during and after the crisis. The volume XV of the African Development Perspectives Yearbook is structured into three Units. Unit 1 addresses general issues regarding the impact of the GFC on reform processes in Africa. Unit 2 presents case studies from countries and sub-regions. Unit 3 presents reviews and book notes of current literature focusing on issues of African development perspectives.

Abstract
Nach einer deutlichen Verlangsamung der gesamtwirtschaftlichen Expansion in Polen im Jahr 2009 hat sich die wirtschaftliche Lage in diesem Jahr wieder erholt, vor allem durch die günstige Entwicklung der außenwirtschaftlichen Konjunktur,
namentlich in Deutschland als wichtigstem Handelspartner.
Mit der Zunahme der ausländischen Nachfrage ist die Auslastung der Produktionskapazitäten merklich angestiegen; sie hat das hohe Vorkrisenniveau in den Hauptexportbranchen bereits wieder erreicht. Die sich belebende Binnenkonjunktur wird vom privaten Konsum und den
öffentlichen Investitionen getragen. Infrastrukturmaßnahmen wurden, auch durch die breitere Nutzung von EU-Strukturfondsmitteln, umfangreicher
gefördert. Die Unternehmensinvestitionen blieben 2010 noch schwach, sie werden sich aber allmählich mit einer Festigung der Konjunktur wieder
kräftiger beleben. Im Prognosezeitraum bis Ende2011 werden daher die Impulse für eine Beschleunigung der wirtschaftlichen Expansion zunehmend
von der Binnennachfrage kommen. Die Lage der öffentlichen Haushalte hat sich
hingegen in diesem Jahr nicht entspannt. Durch die erhebliche Ausweitung der Neuverschuldung im Jahr 2009 wurde die gesetzlich sanktionierte Größenordnung
der Schuldenstandsquote bereits überschritten; dies hat sich 2010 fortgesetzt. Eine mittelfristige Konsolidierung der Finanzen ist nur über
eine Gegensteuerung durch zielgerichtete Anpassungen in der Finanzpolitik möglich. Dies erscheint auch notwendig, da eine Reform der wichtigsten
Ausgabenbereiche bislang nicht erfolgreich in Angriff genommen wurde. Das Verschuldungsproblem bildet jedoch für ein längerfristig stabiles wirtschaftliches
Wachstum in Polen ein zunehmendes Risiko.

Governmental Learning as a Determinant of Economic Growth

Abstract
Systemic economic transition is a process of determined radical institutional change, a process of building new institutions required by a market economy. Nowadays, the experience of transition countries with the implementation of new institutions could be reviewed as a method of economic development that despite similar singular steps has different effects on the domestic economic performance. The process of institutional change towards a market economy is determined by political will, thus the government plays an important role in carrying out the economic reforms. Among the variety of outcomes and effects the attention is drawn especially to economic growth that diverges significantly in different post-transition countries. The paper attempts to shed light upon the problem on the basis of institutional economics, of economics of innovation and partially of political economy of growth using an evolutionary, process-oriented perspective. In this context the issue central to the promotion of economic growth is the successful implementation of new institutions through governmental activities. The paper shows that under the conditions of bounded rationality and radical uncertainty economic growth is determined, inter alia, by the capacity for governmental learning.

Preventing Innovative Cooperations: The Legal Exemptions Unintended Side Effect

Abstract
In 2004, European competition law had been considerable changed by the introduction of the new Council Regulation No. 1/2003. One of the major renewals was the replacement of the centralized notification system for inter-company cooperations in favor of a so-called legal exemption system. We analyze the implications of this reform and its arising uncertainty on the agreements firms implement, especially on innovative agreements like vertical R&D agreements. By means of a decision theoretic approach, we show that the law’s intention to reduce the incentive to establish illegal cartels will be reached but innovating cooperations might be prevented. To avoid this unintended side effect, fines but not the monitoring activities should be increased.

A Cost Efficient International Lender of Last Resort

Abstract
The current reform of the International Monetary Fund’s (IMF) lending instruments has transformed the Fund towards an international lender of last resort (ILOLR). Current research discusses various general frameworks for installing an ILOLR. However, it remains unclear how the ILOLR should actually operate. This paper discusses six different options for the construction of an ILOLR that supports central banks during currency crises. The paper concludes that the most cost efficient version of the ILOLR would be direct intervention by the IMF using IMF resources, with the option of using additional reserves from central banks. The paper considers measures of cost efficiency, such as cost of borrowing, intervention, and sterilization and moral hazard problems.

Abstract
Nicht nur die Regulatoren, sondern auch die große Mehrheit der Bankpraktiker gibt den Aufsichts- und Verwaltungsräten der Institute eine Mitschuld an der Finanzkrise und befürwortet Strukturänderungen in den Kontrollgremien. Der als sinnvoll erachtete Maßnahmenkatalog reicht von einer Begrenzung der Mandate über eine erfolgsabhängige Entlohnung bis hin zu verstärkten Informationsrechten gegenüber dem Vorstand. Nach Ansicht der Autoren setzen diese Vorschläge ebenso wie die Initiativen der Aufseher an den richtigen Stellen an. In Bezug auf die Abhängigkeit des Aufsichtsrats von den Aktionären und seiner stärkeren Ausrichtung auf die Nachhaltigkeit der Geschäftsstrategie sehen sie aber noch Nachbesserungsbedarf.

Reform of IMF Lending Facilities Increases Stability in Emerging Market Economies

Abstract
Im Zuge der aktuellen Finanz- und Konjunkturkrise gewann der Internationale Währungsfonds (IWF) stark an Bedeutung. Dies zeigte sich vor allem in der erheblichen Ausweitung der verfügbaren Mittel des Fonds. Im Zuge der Krise wurden auch die Kreditlinien des IWF überarbeitet. Zwei neue Instrumente sind dabei von besonderem Interesse, die Flexible Credit Line (FCL) und die High
Access Precautionary Arrangements (HAPA). Nachdem bereits früher mit präventiven Kreditlinien experimentiert wurde, ist die FCL das erste Kreditinstrument mit vorgelagertem Qualifikationsprozess, das auch auf Nachfrage stieß. Dabei ersetzt die Ex-ante-Qualifikation die bisher bei allen IWF-Krediten übliche Ex-post-Konditionalität. Dies bedeutet, dass qualifizierte Länder im Falle einer Krise direkt auf die IWFMittel zurückgreifen können. Ein langwieriger Verhandlungsprozess ist damit ebenso obsolet wie die häufig kritisierten begleitenden Reformprogramme. Damit erfüllt der IWF nunmehr wesentliche Voraussetzungen für eine präventive Kreditvergabe. Auch die befürchtete Stigmatisierung der Länder, die Interesse an den neuen Krediten zeigten, blieb
bislang aus. Die Indikatoren für Polen, Mexiko und Kolumbien, also jener Länder, die bisher FCLVereinbarungen geschlossen haben, sind positiv. Die neuen Instrumente dürften deshalb die Stabilität in Schwellenländern erhöhen.
Kritisch zu betrachten bleibt jedoch die Gefahr erhöhter Risikobereitschaft durch die Finanzmarktakteure, solange die Kreditinstrumente nicht von einem effektiven regulatorischen Rahmen begleitet werden. Die systemische Bedeutung der neuen
Kreditinstrumente wird zudem durch die bislang geringe Nachfrage geschmälert.

Abstract
The Volume XIV analyses the “New Growth and Poverty Alleviation Strategies for Africa“. Institutional issues and perspectives in designing new growth and poverty alleviation strategies are considered in various case studies (Cote d'Ivoire, Nigeria, Botswana and Tanzania). Other studies deal with institutional problems of resource-rich countries after conflict (Sudan) and with the institutions to enhance environmental protection parallel to economic growth and poverty reduction (Niger). Further studies deal with institutions to bridge the gap between formal and informal entrepreneurial sectors in Kenya and Tanzania. Local issues and perspectives for designing new growth and poverty alleviation strategies are considered in case studies on rural-urban development gaps in Tanzania and on microfinance as an instrument for new growth and poverty alleviation strategies (Tanzania and Eritrea). A study on small farmers in Ghana provides information on the role they can play in value chains. Two studies on Nigeria highlight the local and the sub-regional health and poverty alleviation programmes and the relation to growth. Book reviews and book notes on the theme are part of the volume. This volume builds the foundation for a comprehensive strategy of policy reforms in Africa so as to integrate new growth and poverty alleviation strategies. Complementary to Volume XIV is Volume XIII on “New Growth and Poverty Alleviation Strategies for Africa - Interational and Regional Perspectives“. Both volumes are of importance for all those who work in African countries as officials, executives, managers, researchers, and policy-makers, but also for all those who actively support Africa's development concerns at the international, regional, country, local, and project levels. They will experience this Volume XIV and also the complementary Volume XIII as indispensable sources of insight, reference, and inspiration.

Abstract
Ein zentrales Ziel der Hartz-IV-Reform war es, die Förderung der Langzeitarbeitslosen durch arbeitsmarktpolitische Leistungen um eine Komponente verstärkten Forderns zu erweitern. In diesem Sinne sind die im Gesetz vorgesehenen und 2007 verschärften Sanktionsmöglichkeiten als ein Kernelement der Arbeitsmarktreform anzusehen. Angesichts der bei Hartz IV nur geringen Hinzuverdienstmöglichkeiten fungieren die Sanktionen auch als Ersatz für fehlende finanzielle Arbeitsanreize. Inzwischen wird die Verhängung von Sanktionen bei der Bundesagentur für Arbeit (BA) umfangreich statistisch erfasst.
