Abstract
We analyse the impact that political business cycles and party preferences have on smuggling illegal goods across the US–Mexico border during the years 1980–2004. We find that smuggling is significantly reduced prior to Congressional elections – but only if the incumbent President is Republican.

Abstract
This article focuses on the impact of agglomeration and labour market factors on the location choice of MNEs in post-transition economies. We compare data from 33 regions in East Germany, the Czech Republic and Poland using a mixed logit model on a sample of 4,343 subsidiaries for the time period between 2000 and 2010. The results show that agglomeration advantages, such as sectoral specialization as well as a region’s economic and technological performance prove to be some of the most important pull factors for FDI in post-transition regions.

The Determinants of Inward Foreign Direct Investment in Business Services Across European Regions

Abstract
The paper accounts for the determinants of inward foreign direct investment in business services across the EU-27 regions. Together with the traditional variables considered in the literature (market size, market quality, agglomeration economies, labour cost, technology, human capital), we focus on the role of forward linkages with manufacturing sectors and other service sectors as
attractors of business services FDI at the regional level. This hypothesis is based on the evidence that the growth of business services is mostly due to increasing intermediate demand by other services industries and by manufacturing industries and on the importance of geographical proximity for forward linkages in services.
To our knowledge, there are no studies investigating the role of forward linkages for the location of FDI. This paper aims therefore to fill this gap and add to the FDI literature by providing a picture of the specificities of the determinants of FDI in business services at the regional level. The empirical analysis draws upon the database fDi Markets, from which we selected projects having as a destination NUTS 2 European regions in the sectors of Business services over the period 2003-2008. Data on FDI have been matched with data drawn from the Eurostat Regio
database. Forward linkages have been constructed using the OECD Input/Output database. By estimating a negative binomial model, we find that regions specialised in those (manufacturing) sectors that are high potential users of business services attract more FDI than other regions. This confirms the role of forward linkages for the localisation of business service FDI, particularly in the case of manufacturing.

Abstract
Das Bruttoinlandsprodukt in Sachsen-Anhalt hat im ersten und zweiten Quartal dieses Jahres deutlich nachgegeben. Erhebliche Rückgänge im Verlauf haben die Industrie und auch das Baugewerbe hinnehmen müssen, während die Verluste im Dienstleistungsbereich eher gering gewesen sein dürften. Sachsen-Anhalt bleibt damit im ersten Halbjahr 2012 deutlich hinter der Entwicklung in Deutschland zurück. Ein wesentlicher Teil der Eintrübung beruht auf der Ausrichtung der Produktion in Sachsen-Anhalt auf Standardprodukte und auf Regionen in Westeuropa sowie dem demographischen Faktor. So profitiert Sachsen-Anhalt aufgrund seiner Produktstruktur nur wenig von den Wachstumstreibern Deutschlands, die zuletzt vor allem aus dem Ausland und hier besonders von Ländern außerhalb Westeuropas sowie von der gestiegenen Nachfrage der privaten Haushalte nach höherwertigen Konsumgütern kamen.

Abstract
Das Bruttoinlandsprodukt in Sachsen-Anhalt hat im Schlussquartal des vergangenen Jahres nach dem starken Anstieg im dritten Quartal in etwa stagniert. Die Industrie erlitt vor dem Hintergrund der konjunkturellen Eintrübung in der Welt und der Risiken im Zusammenhang mit der Schuldenkrise Umsatzverluste. So haben rückläufige Ausfuhren, zum Teil aber auch eingeschränkte private Konsumausgaben und zurückhaltende Investitionen der Unternehmen zu einer Kontraktion der Industrieproduktion geführt. Im Dienstleistungsbereich blieb die Bruttowertschöpfung unter diesem Einfluss nur etwa auf dem Niveau des Vorquartals. Das Baugewerbe legte dagegen aufgrund der milden Witterung und anhaltender Baunachfrage am Jahresende zu; sein deutlicher Zuwachs reichte, um die Rückgänge in der Industrie in etwa auszugleichen. Sachsen-Anhalt bleibt damit im vierten Quartal 2011 hinter der Entwicklung in Deutschland (0,4%) zurück. Allerdings war die konjunkturelle Grundtendenz in Sachsen-Anhalt im Vorquartal wegen der Aufholeffekte nach dem technisch bedingten Ausfall in der Mineralölverarbeitung im zweiten Quartal überzeichnet. Eine schwächere Entwicklung war somit in der Industrie zu erwarten gewesen.

Abstract
Nach der konjunkturellen Delle im zweiten Quartal hat die wirtschaftliche Aktivität in Sachsen- Anhalt in den folgenden Monaten kräftig zugelegt. Die Industrie holte die zuvor erlittenen Verluste fast auf, auch das Baugewerbe und der Handel drehten in den Plusbereich. Das Bruttoinlandsprodukt ist im dritten Vierteljahr gegenüber dem Vorquartal um 1,1% kräftig gestiegen. Das war deutlich mehr als im Durchschnitt für Deutschland (0,4%) und für die neuen Bundesländer insgesamt (0,6%). Allerdings wird die überdurchschnittliche Stärke des Anstiegs von der niedrigen Startposition im zweiten Quartal geprägt, so dass die konjunkturelle Grundtendenz überzeichnet sein dürfte. So kam es im umsatzstärksten Industriezweig, der Mineralölverarbeitung, zu einem Aufholeffekt nach dem technisch bedingten Ausfall einer Monatsproduktion im zweiten Quartal. Dies spiegelt sich auch in den Leistungen von Handel und Verkehr wider.

Local Economic Structure and Sectoral Employment Growth in German Cities

Abstract
This study systematically examines the impact of fundamental elements of urban economic structure on sectoral employment growth in German cities (“urban growth”). We test four elements simultaneously – sectoral specialisation, diversification of economic activities, urban size and the impact of local competition. To account for the effect of varying spatial delimitations in the analysis of urban growth, we further differentiate between cities and planning regions as geographical units. Our regression results show a U-shaped relationship between localisation economies and urban growth and positive effects of local competition on urban growth. With respect to diversification, we find positive effects on urban growth on the city level, but insignificant results on the level of the planning regions. The impact of urban size also differs between free cities and planning regions; in the former, a U-shaped relationship is found, whereas the effect is inversely U-shaped for the latter.

Optimum Currency Areas in Emerging Market Regions: Evidence Based on the Symmetry of Economic Shocks

Abstract
This paper examines which emerging market regions form optimum currency areas (OCAs) by assessing the symmetry of macroeconomic shocks. We extend the output-prices-VAR framework by adding net exports and the real effective exchange rate as endogenous variables. Based on theoretical considerations, we derive which shocks affect these variables in the long run: shocks to labor productivity, foreign trade, labor supply, and money supply. The considered economies of Central and Eastern Europe, the Commonwealth of Independent States, East and Southeast Asia, and South Asia, exhibit large enough shock symmetry to form a currency union; the economies of Africa, Latin America, and the Middle East do not.

Industrial Associations as a Channel of Business-Government Interactions in an Imperfect Institutional Environment: The Russian Case

Abstract
International lessons from emerging economies suggest that business associations may provide an effective channel of communication between the government and the private sector. This function of business associations may become still more important in transition economies, where old mechanisms for coordinating enterprise activities have been destroyed, while the new ones have not been established yet. In this context, Russian experience is a matter of interest, because for a long time, Russia was regarded as a striking example of state failures and market failures. Consequently, the key point of our study was a description of the role and place of business associations in the presentday
Russian economy and their interaction with member companies and bodies of state
administration. Relying on the survey data of 957 manufacturing firms conducted in
2009, we found that business associations are more frequently joined by larger companies, firms located in regional capital cities, and firms active in investment and innovation. By contrast, business associations tend to be less frequently joined by business groups’ subsidiaries and firms that were non-responsive about their respective ownership structures. Our regression analysis has also confirmed that business associations are a component of what Frye (2002) calls an “elite exchange”– although only on regional and local levels. These “exchanges” imply that members of business associations, on the one hand, more actively assist regional and local authorities in social development of their regions, and on the other hand more often receive support from authorities. However, this effect is insignificant in terms of support from the federal government. In general, our results allow us to believe that at present, business associations (especially the
industry-wide and “leading” ones) consolidate the most active, advanced companies and act as collective representatives of their interests. For this reason, business associations can be regarded as interface units between the authorities and businesses and as a possible instrument for promotion of economic development.
