*** Steuerfreie „Inflationsausgleichsprämie“ bringt Beschäftigten bei Bund und Kommunen kräftiges Gehalts-Plus *** Die Tarifvertragsparteien des öffentlichen Dienstes von Bund und Kommunen haben sich am vergangenen Wochenende auf einen neuen Tariflohnabschluss mit einer Laufzeit von 24 Monaten geeinigt: Im Juni 2023 erfolgt die Zahlung einer steuer- und sozialversicherungsfreien Inflationsausgleichsprämie in Höhe von 1240 Euro. Von Juli 2023 bis Februar 2024 gibt es dann nochmals für alle Entgeltgruppen weitere monatliche Zahlungen über 220 Euro im Rahmen der Inflationsausgleichsprämie. Im März 2024 fällt die temporäre Sonderzahlung wieder weg, und ein Sockelbetrag über 200 Euro erhöht die Tarifentgelte. Zusätzlich gibt es dann eine reguläre Gehaltserhöhung über 5,5%. Die Gesamtlohnsteigerung soll mindestens 340 Euro monatlich betragen.

Uncovered Workers in Plants Covered by Collective Bargaining: Who Are They and How Do They Fare?

Abstract
Abstract In Germany, employers used to pay union members and non-members in a plant the same union wage in order to prevent workers from joining unions. Using recent administrative data, we investigate which workers in firms covered by collective bargaining agreements still individually benefit from these union agreements, which workers are not covered anymore and what this means for their wages. We show that about 9 per cent of workers in plants with collective agreements do not enjoy individual coverage (and thus the union wage) anymore. Econometric analyses with unconditional quantile regressions and firm-fixed-effects estimations demonstrate that not being individually covered by a collective agreement has serious wage implications for most workers. Low-wage non-union workers and those at low hierarchy levels particularly suffer since employers abstain from extending union wages to them in order to pay lower wages. This jeopardizes unions' goal of protecting all disadvantaged workers.

Nach mehrjähriger pandemiebedingter Pause wieder reguläre Tariflohnerhöhungen für die Beschäftigten in der Metall- und Elektroindustrie
Die Tarifvertragsparteien in der Metall- und Elektroindustrie haben sich erstmalig seit der Corona-Pandemie auf eine Stufenerhöhung der Tariflöhne in Höhe von 5,2% ab Juni 2023 und von 3,3% ab Mai 2024 geeinigt. Zusätzlich wurden zwei lohnsteuer- und sozialversicherungsabgabenfreie Inflationsausgleichsprämien von jeweils 1 500 Euro vereinbart, die zu Beginn des Jahres 2023 und 2024 gezahlt werden. Der Tarifvertrag läuft bis Ende September 2024. Auch gibt es ab dem Jahr 2023 einen Anstieg des bereits früher vereinbarten jährlich gezahlten Zusatzentgelts.

The German Model of Industrial Relations: Balancing Flexibility and Collective Action

Abstract
We give an overview of the "German model" of industrial relations. We organize our review by focusing on the two pillars of the model: sectoral collective bargaining and firm-level codetermination. Relative to the United States, Germany outsources collective bargaining to the sectoral level, resulting in higher coverage and the avoidance of firm-level distributional conflict. Relative to other European countries, Germany makes it easy for employers to avoid coverage or use flexibility provisions to deviate downwards from collective agreements. The greater flexibility of the German system may reduce unemployment, but may also erode bargaining coverage and increase inequality. Meanwhile, firm-level codetermination through worker board representation and works councils creates cooperative dialogue between employers and workers. Board representation has few direct impacts owing to worker representatives' minority vote share, but works councils, which hold a range of substantive powers, may be more impactful. Overall, the German model highlights tensions between efficiency-enhancing flexibility and equity-enhancing collective action.

Abstract
This paper examines how collective bargaining through unions and workplace co-determination through works councils relate to labour market imperfections and how labour market imperfections relate to employer wage premia. Based on representative German plant data for the years 1999–2016, we document that 70% of employers pay wages below the marginal revenue product of labour and 30% pay wages above. We further find that the prevalence of wage mark-downs is significantly smaller when organised labour is present and that the ratio of wages to the marginal revenue product of labour is significantly bigger. Finally, we document a close link between labour market imperfections and mean employer wage premia, that is wage differences between employers corrected for worker sorting.

What Does Codetermination Do?

Abstract
The authors provide a comprehensive overview of codetermination, that is, worker representation in firms’ governance and management. The available micro evidence points to zero or small positive effects of codetermination on worker and firm outcomes and leaves room for moderate positive effects on productivity, wages, and job stability. The authors also present new country-level, general-equilibrium event studies of codetermination reforms between the 1960s and 2010s, finding no effects on aggregate economic outcomes or the quality of industrial relations. They offer three explanations for the institution’s limited impact. First, existing codetermination laws convey little authority to workers. Second, countries with codetermination laws have high baseline levels of informal worker voice. Third, codetermination laws may interact with other labor market institutions, such as union representation and collective bargaining. The article closes with a discussion of the implications for recent codetermination proposals in the United States.

Decentralisation of Collective Bargaining: A Path to Productivity?

Abstract
Productivity developments have been rather divergent across EU countries and particularly between Central Eastern Europe (CEE) and elsewhere in the continent (non-CEE). How is such phenomenon related to wage bargaining institutions? Starting from the Great Financial Crisis (GFC) shock, we analyse whether the specific set-up of wage bargaining prevailing in non-CEE may have helped their respective firms to sustain productivity in the aftermath of the crisis. To tackle the issue, we merge the CompNet dataset – of firm-level based productivity indicators – with the Wage Dynamics Network (WDN) survey on wage bargaining institutions. We show that there is a substantial difference in the institutional set-up between the two above groups of countries. First, in CEE countries the bulk of the wage bargaining (some 60%) takes place outside collective bargaining schemes. Second, when a collective bargaining system is adopted in CEE countries, it is prevalently in the form of firm-level bargaining (i. e. the strongest form of decentralisation), while in non-CEE countries is mostly subject to multi-level bargaining (i. e. an intermediate regime, only moderately decentralised). On productivity impacts, we show that firms’ TFP in the non-CEE region appears to have benefitted from the chosen form of decentralisation, while no such effects are detectable in CEE countries. On the channels of transmission, we show that decentralisation in non-CEE countries is also negatively correlated with dismissals and with unit labour costs, suggesting that such collective bargaining structure may have helped to better match workers with firms’ needs.
