Political lendings of German Savings Banks
A recent paper of the Halle Institute for Economic Research (IWH) suggests that German local politicians take advantage of their influence on the credit decisions of German savings banks. “German savings banks on average increase the supply of commercial loans by €7.6 million in the year of a local election”, says IWH president Reint E. Gropp. Loans that the savings banks generate during election years also perform worse and lead to lower interest income. The results suggest that local politicians take advantage of savings banks to further their chances of re-election.

German Households Benefit from Low Interest Environment
Calculations of the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association show that the average household in Germany has benefited from the low policy rate environment. The average return on their portfolio was higher than in the pre-crisis period while at the same time, they benefited from lower interest on new loans. Households in Germany had a total Euro benefit of more than 364 billion Euro over a five-year period relative to 2003 to 2007. Increases in stock prices and real estate prices over-compensate lower interest rates on savings accounts, despite their relatively low share in households’ portfolios. There are benefits across the income distribution. Households that do not own real estate lost though, but their losses are very small at on average about 100 Euro per year.

R&D Cooperation with Scientific Institutions: A Difference-in-difference Approach

Abstract
Economists and business managers have long been interested in the impact of research and development (R&D) cooperation with scientific institutions on the innovation performance of firms. Recent research identifies a positive correlation between these two variables. This paper aims to contribute to the identification of the relationship between R&D cooperation with scientific institutions and the product and process innovation performance of firms by using a difference-in-difference approach. In doing so, we distinguish between two different types of scientific institutions: universities and governmental research institutes. For the econometric analyses, we use data from the German Community Innovation Survey. In total, data from up to 560 German service and manufacturing firms are available for the difference-in-difference analyses. The results suggest that R&D cooperation with universities and governmental research institutes has a positive effect on both product innovation and process innovation performance of firms.

Germany Benefited Substantially from the Greek Crisis
The balanced budget in Germany is largely the result of lower interest payments due to the European debt crisis. Research from the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association shows that the debt crisis resulted in a reduction in German bund rates of about 300 basis points (BP), yielding interest savings of more than EUR 100 billion (or more than 3% of gross domestic product, GDP) during the period 2010 to 2015. A significant part of this reduction is directly attributable to the Greek crisis. When discussing the costs to the German tax payer of saving Greece, these benefits should not be overlooked, as they tend to be larger than the expenses, even in a scenario where Greece does not repay any of its debts.

Rejection of Reforms as a Chance for Reforms
The President of the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association continues to see a chance for an agreement between the European Union (EU) and Greece. On the surface, Grexit looks now more likely than ever. But the resignation of Yanis Varoufakis, Minister of Finance, and the outcome of the referendum may also provide a chance for the Greek government to agree on reforms and save face. But the window of opportunity is closing very fast.

Abstract
Restoring competitiveness is broadly acknowledged as the critical building block for achieving sustainable growth, but defining competitiveness, both in terms of tools as well as objectives, is a matter of debate. The Competitiveness Research Network (CompNet) adopts a pragmatic approach, defining “a competitive economy [as] one in which institutional and macroeconomic conditions allow productive firms to thrive… [thus supporting] the expansion of employment, investment and trade” (Draghi, 2012). This approach requires handling (i) firm-level features, most notably productivity, (ii) macroeconomic factors, and (iii) cross-border aspects related to the operation of global value chains (GVCs). While at first concentrating solely on the original mandate of explaining export competitiveness, the Network has extended the scope of its research to broader aspects related to productivity drivers.

Abstract
In zahlreichen europäischen Städten gibt es Versuche, der lokalen Wirtschaftsentwicklung eine neue Richtung zu geben, u.a. durch die Ansiedlung von Nicht-Kommunalen Öffentlichen Einrichtungen (NKOE), z.B. Bundesagenturen, Gerichte, Rechnungshöfe, Landesmuseen oder Universitäten. Allerdings liegen die Kompetenzen für solche NKOE nicht bei den Kommunen, sondern zumeist bei den höheren staatlichen Ebenen. Deshalb haben die Kommunen keinen unmittelbaren Einfluss auf die Ansiedlung von NKOE. Sobald aber eine entsprechende Entscheidung gefallen ist, können die Kommunen die weitere Entwicklung von NKOE begünstigen. Im Beitrag wird zunächst eine Kategorisierung von NKOE durchgeführt, und zwar sowohl gemäß der Bedeutung von NKOE für die lokale Wirtschaftsentwicklung als auch hinsichtlich des Einflusses lokaler Maßnahmen auf die Leistungsfähigkeit von NKOE. Es wird gezeigt, dass Universitäten zu jener Kategorie von NKOE zählen, für die eine Koordination der eigenen Aktivitäten mit jenen der Kommunen besonders wichtig sein dürfte. Die Effekte von Universitäten für die lokale Wirtschaftsentwicklung wurden bereits vielfach diskutiert. Die Fähigkeit der Universitäten, das für ihre Effektivität erforderliche Humankapital zu attrahieren, hängt von verschiedenen lokalen Faktoren ab. Folglich gibt es eine reziproke Beziehung zwischen Kommunen und Universitäten. Eine Koordinierung der jeweiligen Aktivitäten wäre deshalb für beide Seiten von Vorteil. Dies gilt z.B. für den Bereich der Informationspolitik. Eine Kommune sollte nach innen wie nach außen die Vorzüge der örtlichen Universitäten kommunizieren; umgekehrt sollte auch eine Universität die Stärken des lokalen Umfelds deutlich machen. Da für den Bereich der Informationspolitik empirische Daten leicht zugänglich sind, konzentriert sich der empirische Teil des Beitrags auf eine empirische Untersuchung der Internetpräsentationen ausgewählter Städte und Universitäten. Es zeigt sich, dass in den meisten betrachteten Städten die Koordinierung zwischen Kommunen und Universitäten zu wünschen übrig lässt. Eine Verbesserung dieser Situation ließe sich z.B. durch die Einführung
finanzieller Anreizmechanismen erreichen.

Financial Stability and Central Bank Governance

Abstract
The financial crisis has ignited a debate about the appropriate objectives and the governance structure of Central Banks. We use novel survey data to investigate the relation between these traits and banking system stability focusing in particular on their role in micro-prudential supervision. We find that the separation of powers between single and multiple bank supervisors cannot explain credit risk prior or during the financial crisis. Similarly, a large number of Central Bank governance traits do not correlate with system fragility. Only the objective of currency stability exhibits a significant relation with non-performing loan levels in the run-up to the crisis. This effect is amplified for those countries with most frequent exposure to IMF missions in the past. Our results suggest that the current policy discussion whether to centralize prudential supervision under the Central Bank and the ensuing institutional changes some countries are enacting may not produce the improvements authorities are aiming at. Whether other potential improvements in prudential supervision due to, for example, external disciplinary devices, such as IMF conditional lending schemes, are better suited to increase financial stability requires further research.

Abstract
This paper contributes to the discussion on the importance of physical distance in the emergence of cross-region collaborative Research and Development (R&D) interactions. The proximity theory, and its extensions, is used as a theoretical framework. A spatial interaction model for count data was implemented for the empirical analysis of German data from the period from 2005 to 2010. The results show that all tested proximity measurements (geographical, cognitive, social and institutional proximity) have a significant positive influence on collaboration intensity. The proximity paradox, however, cannot be confirmed for geographical, social and institutional proximity, but for cognitive proximity.

Does the Technological Content of Government Demand Matter for Private R&D? Evidence from US States

Abstract
Governments purchase everything from airplanes to zucchini. This paper investigates the role of the technological content of government procurement in innovation. We theoretically show that a shift in the composition of public purchases toward high-tech products translates into higher economy-wide returns to innovation, leading to an increase in the aggregate level of private research and development (R&D). Collecting unique panel data on federal procurement in US states, we find that reshuffling procurement toward high-tech industries has an economically and statistically significant positive effect on private R&D, even after extensively controlling for other R&D determinants. Instrumental-variable estimations support a causal interpretation of our findings.
