International Banking and Cross-border Effects of Regulation: Lessons from Germany

Abstract
We analyze the inward and outward transmission of regulatory changes through German banks’ (international) loan portfolio. Overall, our results provide evidence for international spillovers of prudential instruments, these spillovers are however quite heterogeneous between types of banks and can only be observed for some instruments. For instance, foreign banks located in Germany reduce their loan growth to the German economy in response to a tightening of sector-specific capital buffers, local reserve requirements and loan to value ratios in their home country. Furthermore, from the point of view of foreign countries, tightening reserve requirements was effective in reducing lending inflows from German banks. Finally, we find that business and financial cycles matter for lending decisions.

IWH-Konjunkturbarometer Ostdeutschland: Konjunktur zieht nach schwachem Start in das Jahr 2016 an
Das Bruttoinlandsprodukt der ostdeutschen Flächenländer ist von April bis Juni 2016 – saisonbereinigt nach dem Berliner Verfahren – um 0,5% gegenüber dem schwachen ersten Quartal gestiegen. Damit expandierte die Produktion in den Neuen Bundesländern fast so stark wie in den Alten (0,6%). Der Zuwachs stand auf breiter Basis. Sowohl das Produzierende Gewerbe als auch der Dienst-leistungssektor trugen dazu bei. Trotz der zuletzt eingetretenen konjunkturellen Beschleunigung blieb der Produktionsanstieg in den ostdeutschen Flächenländern allerdings mit 1,5% im ersten Halbjahr gegenüber dem Westen um reichlich einen halben Prozentpunkt zurück.

The German Economy: Still Robust Despite Sliding Sentiment
The prospects for the German economy are still quite favorable. While sentiment indicators suggest that growth will slow at the end of the year, domestic demand will continue on an upward trend. The German GDP should increase by 1.9% in 2016. For 2017 we expect a lower growth rate of 1.2%“Weaker export volumes and higher growth of imports are the relevant factors for the slowdown”, says Prof Oliver Holtemöller, IWH Vice president. Unemployment will rise a bit as more refugees enter the labor market. Consumer price inflation remains moderate. The general government balance (cyclically ad¬justed as well as unadjusted) will be in surplus in both 2016 and 2017.

Abstract
How do private equity firms affect their portfolio companies? We document operational changes in restaurant chain buyouts using comprehensive health inspection records. Store-level operational practices improve after private equity buyout, as restaurants become cleaner, safer, and better maintained. Supporting a causal interpretation, this effect is stronger in chain-owned stores than in franchised locations—“twin” restaurants over which private equity owners have limited control. These changes are particularly apparent when private equity partners have prior industry experience. The results suggest that by bringing in industry expertise, private equity firms improve firm operations.

Abstract
Bank instability may induce borrowers to use crowdfunding as a source of external finance. A range of stress indicators help identify banks with potential credit supply constraints, which then can be linked to a unique, manually constructed sample of 157 new ventures seeking equity crowdfunding, for comparison with 200 ventures that do not use crowdfunding. The sample comprises projects from all major German equity crowdfunding platforms since 2011, augmented with controls for venture, manager, and bank characteristics. Crowdfunding is significantly more likely for new ventures that interact with stressed banks. Innovative funding sources are thus particularly relevant in times of stress among conventional financiers. But crowdfunded ventures are generally also more opaque and risky than new ventures that do not use crowdfunding.

Das Bruttoinlandsprodukt der ostdeutschen Flächenländer ist von Januar bis März dieses Jahres – saisonbereinigt nach dem Berliner Verfahren – um 0,1% gegenüber dem starken Schlussquartal 2015 gestiegen. Damit expandierte die Produktion in den Neuen Bundesländern deutlich langsamer als in den Alten (0,5%). Zwar hat auch hier das Baugewerbe von der günstigen Investitionskonjunktur und dem milden Winter profitiert, die Industrie ist jedoch zurückgeblieben, und die gewerblichen Dienstleister expandierten nur moderat. Gegenüber dem Start im Vorjahr erhöhte sich die wirtschaftliche Leistung um 0,7%.

Abstract
In a proposed model of a multinational bank, interest margins determine local lending by foreign affiliates and the internal funding by parent banks. We exploit detailed parent-affiliate-level data of all German banks to empirically test our theoretical predictions in pre-crisis times. Local lending by affiliates depends negatively on price margins, the difference between lending and deposit rates in foreign markets. The effect of funding cost margins, the gap between local deposit rates faced by affiliates abroad and the funding costs of their parents, on internal capital market funding is positive but statistically weak. Interest margins are central to explain the interaction between internal capital markets and foreign affiliates lending.

Banks and Sovereign Risk: A Granular View

Abstract
We investigate the determinants of sovereign bond holdings of German banks and the implications of such holdings for bank risk. We use granular information on all German banks and all sovereign debt exposures in the years 2005–2013. As regards the determinants of sovereign bond holdings of banks, we find that these are larger for weakly capitalized banks, banks that are active on capital markets, and for large banks. Yet, only around two thirds of all German banks hold sovereign bonds. Macroeconomic fundamentals were significant drivers of sovereign bond holdings only after the collapse of Lehman Brothers. With the outbreak of the sovereign debt crisis, German banks reallocated their portfolios toward sovereigns with lower debt ratios and bonds with lower yields. With regard to the implications for bank risk, we find that low-risk government bonds decreased the risk of German banks, especially for savings and cooperative banks. Holdings of high-risk government bonds, in turn, increased the risk of commercial banks during the sovereign debt crisis.

Abstract
Der Metallurgiestandort Eisenhüttenstadt gehörte zu den industriellen Kernen, um deren Erhalt nach Herstellung der Einheit Deutschlands gerungen wurde. Der Beitrag untersucht, wie der Kern nach mehr als 25 Jahren Deutscher Einheit dasteht und welche Entwicklung sich vollzogen hat. Das Eisenhüttenstädter Unternehmen bildet weiterhin den prägenden industriellen Kern für die Region, bei starkem Beschäftigungsrückgang. Nach der Übernahme durch den privaten Investor Ende 1994 wurde die bis dahin existierende produktivitätsmindernde Lücke in der Wertschöpfungskette durch Errichtung eines Warmwalzwerks geschlossen. Auch ein neuer Hochofen wurde errichtet. Das Eisenhüttenstädter Werk gehört heute zu ArcelorMittal, dem weltweit größten Stahlkonzern, und ist einer von vier Stahlproduktionsstandorten des Konzerns in Deutschland. Geforscht wird an anderen Standorten außerhalb Deutschlands. Hergestellt werden qualitativ hochwertige Flachstähle für die zentral- und osteuropäischen Märkte. Die Produktion ist hochmodern und wettbewerbsfähig, sieht sich aber insbesondere durch Importwettbewerb und Pläne der EU-Kommission für den Emissionsrechtehandel herausgefordert. Weiterer Strukturwandel und wirtschaftliche Diversifizierung sind in Eisenhüttenstadt vonnöten.
