What Determines the Innovative Success of Subsidized Collaborative R&D Projects? – Project-Level Evidence from Germany –

Abstract
Systemic innovation theory emphasizes that innovations are the result of an interdependent exchange process between different organizations. This is reflected in the current paradigm in European innovation policy, which aims at the support of collaborative R&D and innovation projects bringing together science and industry. Building on a large data set using project-level evidence on 406 subsidized R&D cooperation projects, the present paper provides detailed insights on the relationship between the innovative success of R&D cooperation projects and project characteristics. Patent applications and publications are used as measures for direct outcomes of R&D projects. We also differentiate between academic-industry projects and pure inter-firm projects. Main results of negative binomial regressions are that large-firm involvement is positively related to pa-tent applications, but not to publications. Conversely, university involvement has positive effects on project outcomes in terms of publications but not in terms of patent applications. In general, projects’ funding is an important predictor of innovative success of R&D cooperation projects. No significant results are found for spatial proximity among cooperation partners and for the engagement of an applied research institute. Results are discussed with respect to the design of R&D cooperation support schemes.

Abstract
The Volume XIV analyses the “New Growth and Poverty Alleviation Strategies for Africa“. Institutional issues and perspectives in designing new growth and poverty alleviation strategies are considered in various case studies (Cote d'Ivoire, Nigeria, Botswana and Tanzania). Other studies deal with institutional problems of resource-rich countries after conflict (Sudan) and with the institutions to enhance environmental protection parallel to economic growth and poverty reduction (Niger). Further studies deal with institutions to bridge the gap between formal and informal entrepreneurial sectors in Kenya and Tanzania. Local issues and perspectives for designing new growth and poverty alleviation strategies are considered in case studies on rural-urban development gaps in Tanzania and on microfinance as an instrument for new growth and poverty alleviation strategies (Tanzania and Eritrea). A study on small farmers in Ghana provides information on the role they can play in value chains. Two studies on Nigeria highlight the local and the sub-regional health and poverty alleviation programmes and the relation to growth. Book reviews and book notes on the theme are part of the volume. This volume builds the foundation for a comprehensive strategy of policy reforms in Africa so as to integrate new growth and poverty alleviation strategies. Complementary to Volume XIV is Volume XIII on “New Growth and Poverty Alleviation Strategies for Africa - Interational and Regional Perspectives“. Both volumes are of importance for all those who work in African countries as officials, executives, managers, researchers, and policy-makers, but also for all those who actively support Africa's development concerns at the international, regional, country, local, and project levels. They will experience this Volume XIV and also the complementary Volume XIII as indispensable sources of insight, reference, and inspiration.

Abstract
Am 11. November 2008 fand am Institut für Wirtschaftsforschung Halle (IWH) zum zweiten Mal ein innovationspolitischer Workshop statt, diesmal zum Thema „Globalisierung von Forschung und Entwicklung – der Technologiestandort Deutschland“. Die Veranstaltung bildete zugleich einen Bestandteil des vom IWH koordinierten EU-Projekts U-Know („Understanding the Relationship between Knowledge and Competitiveness in the Enlarging EU“), das sich mit einer Reihe innovationsökonomischer Forschungsthemen beschäftigt. Der Workshop hatte zum Ziel, das Thema Globalisierung von Forschung und Entwicklung aus wissenschaftlicher, unternehmerischer und innovationspolitischer Perspektive zu beleuchten und die Position Deutschlands im internationalen Technologiewettbewerb zu diskutieren.

In which Ways do Universities React to New Technologies? The Case of Photovoltaics

Abstract
Hochschulen kommt als Akteuren in regionalen Innovationssystemen die Aufgabe zu, neues Wissen für eine Region verfügbar zu machen, durch Lehre zur Humankapitalbildung und durch Forschung zur Erweiterung des Wissens beizutragen. Diese Funktionen sind insbesondere wichtig bei der Adaption neuer Technologien, wie dies bei der Photovoltaik der Fall ist. 89 deutsche Hochschulen – darunter 65 Fachhochschulen – bieten mittlerweile 171 Vollzeitstudiengänge mit Ausrichtung auf die Photovoltaik an. Jedes Bundesland verfügt über mindestens einen Hochschulstandort mit entsprechendem Studienangebot. Ansätze für eine räumliche Ballung von Studiengängen lassen sich für Sachsen, für das Ruhrgebiet und für die Rhein-Main-Region erkennen. Nahezu 90% des Studienangebots werden von ingenieurwissenschaftlichen Fakultäten und Fachbereichen bestritten. Weniger als die Hälfte der Hochschulen mit Photovoltaik-Studiengängen hat Drittmittel aus der Forschungsförderung des Bundes eingeworben. Die meisten
Projekte und die höchste Fördersumme verzeichnet der Hochschulstandort Stuttgart, gefolgt von Darmstadt, Konstanz und München. Damit zeichnet sich eine relativ starke Ballung der Photovoltaik-Forschung im Süden der Republik ab. Auffällig ist weiterhin, dass sich mehrere kleinere ostdeutsche Hochschulstädte (Freiberg, Ilmenau, Stralsund, Cottbus) als relativ forschungsstark darstellen. Unter Berücksichtigung des Tatbestands, dass sich in Ostdeutschland viele größere Produktionsstätten für Solarzellen und die Sitze einiger wichtiger Photovoltaik-Unternehmen befinden, lässt sich feststellen, dass das mit der Weiterentwick-
lung der Photovoltaik verbundene Potenzial zu Kooperationen mit Unternehmen der Branche und zur Fokussierung der Hochschulstrukturen auf diese
Technologie von den dort gelegenen Hochschulen noch nicht ausgeschöpft wird.

Abstract
Based on theoretical considerations about the ‘third mission’ of
universities and the discussion of different types of university-industry relations, we conclude that the entrepreneurial university is a manifold institution with direct
mechanisms to support the transfer of technology from academia to industry
as well as indirect mechanisms in support of new business activities via
entrepreneurship education. While existing literature usually deals with one or
another linking mechanism separately, our central hypothesis is that direct and
indirect mechanisms should be interrelated and mutually complementary. We
emphasise the importance of a more holistic view of the entrepreneurial university
and empirically investigate the scope and interrelatedness of direct technology
transfer mechanisms and indirect mechanisms, such as entrepreneurship education
at German universities. We find a variety of activities in both fields and most
universities’ technology transfer facilities and the providers of entrepreneurship
education co-operate in support of innovative start-ups.

Globalisation and the Competitiveness of the Euro Area

Abstract
Against the background of increasing competition and other significant structural changes implied by globalisation, maintaining and enhancing competitiveness has evolved into one of the prime concerns in most countries. Following up on previous work (see in particular ECB Occasional Papers No. 30 and No. 55), this Occasional Paper examines the latest developments and prospects for the competitiveness and trade performance of the euro area and the euro area countries. Starting from an analysis of most commonly used, traditional competitiveness indicators, the paper largely confirms the findings of previous studies that there have been substantial adjustments in euro area trade. Euro area firms have taken advantage of the new opportunities offered by globalisation, and have at the same time been increasingly challenged by emerging economies. This is primarily reflected in the loss of export market shares which have been recorded over the last decade. While these can partly be related to the losses in the euro area's price competitiveness, further adjustment also seems warranted with regard to the export specialisation. Compared with other advanced competitors, the euro area remains relatively more specialised in labour intensive categories of goods and has shown only a few signs of a stronger specialisation in research-intensive goods. Nevertheless, the paper generally calls for a more cautious approach when assessing the prospects for euro area competitiveness, as globalisation has made it increasingly difficult to define and measure competitiveness. Stressing the need to take a broader view on competitiveness, specifically with a stronger emphasis on productivity performance, the paper also introduces a more elaborate framework that takes into account the interactions between country-specific factors and firm-level productivity. It thus makes it possible to construct more broadly defined competitiveness measures. Pointing to four key factors determining the global competitiveness of euro area countries - market accessibility, market size, technological leadership of firms and institutional set-up - the analysis provides further arguments for continuing efforts to increase market integration and strengthen the competitive environment within Europe as a mean of enhancing resource allocation and coping with the challenges globalisation creates.

Abstract
Die öffentlich finanzierte Forschungsinfrastruktur Deutschlands besteht u. a. aus den Hochschulen, den im Rahmen von Bund und Ländern als Gemeinschaftsaufgabe geförderten Forschungsinstituten der Leibniz-Gemeinschaft, der Fraunhofer-Gesellschaft, der Max-Planck-Gesellschaft und der Helmholtz-Gemeinschaft sowie einer Reihe von Ressortforschungsinstituten, die dem Bund und den Ländern für die Erfüllung spezifischer Aufgaben zuzuordnen sind. Sie erfüllen zunächst ihre originären Aufgaben, die sich aus der Art der Institution, beispielsweise einer Universität, die für Forschung und Lehre zuständig ist, aus dem Gründungsauftrag oder dem im Statut definierten Profil ergibt. Neben diesen institutionell gegebenen Leistungen stehen aber oft auch bedeutende Effekte der Stabilisierung regionaler Wirtschaftsstrukturen. Es war insbesondere die schwedische Schule der Regionalökonomik, die darauf aufmerksam machte, dass nachhaltige Verbesserungen in benachteiligten Regionen oft einen stabilen Kern
– eine Behörde, eine Hochschule oder eine Forschungseinrichtung – benötigten, um durch die damit bedingten erhöhten Gehälter und die sich entwickelnden Kooperationsstrukturen eine darauf aufbauende nachhaltige Wirtschaftsstruktur zu erzeugen.
In Ostdeutschland spielen die öffentlichen Forschungseinrichtungen angesichts der ungenügenden industriellen Forschungsdichte eine besonders wichtige Rolle für die langfristige Entwicklung von Wirtschaft und Gesellschaft. Üblicherweise stehen die Forschungsleistung und ihre Relevanz im Zentrum der Betrachtung. Diese Untersuchung fokussiert auf ökonomische Effekte, durch die die Nachfrage des Instituts nach Personal sowie sonstige Leistungen ausgelöst werden. Beispielhaft wird dies anhand des Instituts für Wirtschaftsforschung Halle ausgeführt. Es wird gezeigt, dass das Institut einen wesentlichen regionalökonomischen Stabilisierungsbeitrag leistet.

How Does Industry Specialization Affect the Efficiency of Regional Innovation Systems?

Abstract
This study analyzes the relationship between the specialization of a region in certain industries and the efficiency of the region in generating new knowledge. The efficiency measure is constructed by relating regional R&D input and output. An inversely u-shaped relationship is found between regional specialization and R&D efficiency, indicating the presence of externalities of both Marshall and Jacobs’ type. Further factors influencing efficiency are spillovers within the private sector as well as from public research institutions. The impact of both the specialization and the additional factors is, however, different for regions at different efficiency levels.

Abstract
We assess the efficiency of regional innovation systems (RIS) in Germany by means of a knowledge production function. This function relates private sector research and development (R&D) activity in a region to the number of inventions that have been registered by residents of that region. Different measures and estimation approaches lead to rather similar assessments. We find that both spillovers within the private sector as well as from universities and other public research institutions have a positive effect on the efficiency of private sector R&D in the respective region. It is not the mere presence and size of public research institutions, but rather the intensity of interactions between private and public sector R&D that leads to high RIS efficiency. We find that relationship between the diversity of a regions’ industry structure and the efficiency of its innovation system is inversely u-shaped. Regions dominated by large establishments tend to be less efficient than regions with a lower average establishment size.

Abstract
We investigate the role of universities as a knowledge source for regional innovation processes. The contribution of universities is tested on the level of German NUTS‐3 regions (Kreise) by using a variety of indicators. We find that the intensity and quality of the research conducted by the universities have a significant effect on regional innovative output while pure size is unimportant. Therefore, a policy that wants to promote regional innovation processes by building up universities should place substantial emphasis on the intensity and quality of the research conducted there. We also find the effects of universities to be concentrated in space. Obviously, the geographical proximity to particular knowledge sources is important for regional innovative activities.
