The Impact of Firm and Industry Characteristics on Small Firms’ Capital Structure

Abstract
We study the impact of firm and industry characteristics on small firms’ capital structure, employing a proprietary database containing financial statements of Dutch small and medium-sized enterprises (SMEs) from 2003 to 2005. The firm characteristics suggest that the capital structure decision is consistent with the pecking-order theory: Dutch SMEs use profits to reduce their debt level, and growing firms increase their debt position since they need more funds. We further document that profits reduce in particular short-term debt, whereas growth increases long-term debt. We also find that inter- and intra-industry effects are important in explaining small firms’ capital structure. Industries exhibit different average debt levels, which is in line with the trade-off theory. Furthermore, there is substantial intra-industry heterogeneity, showing that the degree of industry competition, the degree of agency conflicts, and the heterogeneity in employed technology are also important drivers of capital structure.

Abstract
In the early phase of transition that started with the 1990s, Central and Eastern European Countries (CEECs) pursued economic restructuring that involved massive injections of state support. With reference to the history of state aids in centrally planned economies we display state aid practices of CEECs since full EU membership and analyse whether their industrial policies during and after transition challenged the European state aid legislation and whether these fit into the EUs strategy of ‘less but better targeted aid’. Therefore, qualitative analysis in case studies is used to supplement a quantitative description of state aid levels in East and West. Findings suggest that in recent years a level playing field across the EU has indeed emerged. In fact, the most pronounced differences in this respect are not observed between CEECs and the EU-15 but rather between Northern and Southern member states.

Abstract
In this paper we develop an open economy model explaining the joint determination of output, inflation, interest rates, unemployment and the exchange rate in a multi-country framework. Our model -- the Halle Economic Projection Model (HEPM) -- is closely related to studies published by Carabenciov et al. Our main contribution is that we model the Euro area countries separately. In doing so, we consider Germany, France, and Italy which represent together about 70 percent of Euro area GDP. The model combines core equations of the New-Keynesian standard DSGE model with empirically useful ad-hoc equations. We estimate this model using Bayesian techniques and evaluate the forecasting properties. Additionally, we provide an impulse response analysis and a historical shock decomposition.

The Impact of Psychic Distance on Subsidiary Autonomy - Theory and Evidence from Central and Eastern European Countries

Abstract
The key objective of this study is to determine whether or not psychic distance between home and host countries influences the decision-making autonomy of subsidiaries. Theoretical arguments for the relationship between psychic distance and subsidiary autonomy go in both directions with some predicting a negative relationship and others predicting a positive one. We test these conflicting hypotheses with a unique multi-country and multi-industry database reporting survey evidence of 809 subsidiaries located in five Central and Eastern European countries that serve headquarters in 44 different nation states. Psychic distance is a multidimensional construct and measured in terms of linguistic, religious, economic, institutional and geographic distance. The empirical results of 103 country pairs suggest that psychic distance – in terms of religious and economic distance – is positively related to autonomy.

The Financial Crisis from a Forecaster's Perspective

Abstract
This paper analyses the recession in 2008/2009 in Germany. This recession is very different from previous recessions in particular regarding their causes and magnitude. We show to what extent forecasters and forecasts based on leading indicators fail to detect the timing and the magnitude of the recession. This study shows that large forecast errors for both expert forecasts and forecasts based on leading indicators resulted during this recession which implies that the recession was very difficult to forecast. However, some leading indicators (survey data, risk spreads, stock prices) have indicated an economic downturn and hence, beat univariate time series models. Although the combination of individual forecasts provides an improvement compared to the benchmark model, the combined forecasts are worse than several individual models. A comparison of expert forecasts withthe best forecasts based on leading indicators shows only minor deviations. Overall, the range for an improvement of expert forecasts in the crisis compared to indicator forecasts is small.

Abstract
Using a new dataset on capital market regulation, we analyze whether capital controls helped protect emerging markets from the real economic consequences of the 2009 financial and economic crisis. The impact of the crisis is measured by the 2009 forecast error of a panel state space model, which analyzes the business cycle dynamics of 63 middle-income countries. We find that neither capital controls in general nor controls that were specifically targeted to derivatives (that played a crucial role during the crisis) helped shield economies. However, banking regulation that limits the exposure of banks to global risks has been highly successful.

Towards Unrestricted Public Use Business Microdata: The Synthetic Longitudinal Business Database

Abstract
In most countries, national statistical agencies do not release establishment-level business microdata, because doing so represents too large a risk to establishments’ confidentiality. One approach with the potential for overcoming these risks is to release synthetic data; that is, the released establishment data are simulated from statistical models designed to mimic the distributions of the underlying real microdata. In this article, we describe an application of this strategy to create a public use file for the Longitudinal Business Database, an annual economic census of establishments in the United States comprising more than 20 million records dating back to 1976. The U.S. Bureau of the Census and the Internal Revenue Service recently approved the release of these synthetic microdata for public use, making the synthetic Longitudinal Business Database the first-ever business microdata set publicly released in the United States. We describe how we created the synthetic data, evaluated analytical validity, and assessed disclosure risk.

Mit der Bildung von Metropolregionen versuchen Städte und Kreise auf Anforderungen des globalen Standortwettbewerbes zu reagieren. Damit zeichnen sich neue Formen großflächiger interkommunaler Kooperation ab. In Deutschland sind in raumentwicklungspolitischer Absicht elf solcher Metropolregionen definiert und Anstöße zu ihrer Konstituierung gegeben worden. Um ihre politische Institutionalisierung bemühen sich die regionalen Akteure mit unterschiedlichem Erfolg, schlagen dabei aber zum Teil ähnliche Wege ein. In der vorliegenden
Studie werden die deutschen Metropolregionen mit Hilfe eines Stufenmodells der politischen Institutionalisierung diesbezüglich miteinander verglichen. Dabei wird auch der Einfluss intervenierender Faktoren wie der poly- bzw. monozentrischen Siedlungsstruktur sowie der Existenz von Ländergrenzen in diesen Regionen untersucht. Die Untersuchung kommt zum Ergebnis, dass bisher nur wenige Metropolregionen das Stadium fortgeschrittener Institutionalisierung und damit auch Kooperation erreicht haben. Eine Best-Practice-Empfehlung lässt sich
den eingeschlagenen Institutionalisierungspfaden bisher nicht entnehmen. Der Konstituierungsprozess zeichnet sich derzeit noch durch hohe Dynamik aus, sodass eine Wiederholung der Studie in den nächsten Jahren angezeigt erscheint.

Local Economic Structure and Sectoral Employment Growth in German Cities

Abstract
This study systematically examines the impact of fundamental elements of urban economic structure on sectoral employment growth in German cities (“urban growth”). We test four elements simultaneously – sectoral specialisation, diversification of economic activities, urban size and the impact of local competition. To account for the effect of varying spatial delimitations in the analysis of urban growth, we further differentiate between cities and planning regions as geographical units. Our regression results show a U-shaped relationship between localisation economies and urban growth and positive effects of local competition on urban growth. With respect to diversification, we find positive effects on urban growth on the city level, but insignificant results on the level of the planning regions. The impact of urban size also differs between free cities and planning regions; in the former, a U-shaped relationship is found, whereas the effect is inversely U-shaped for the latter.

Abstract
Similarly to western Germany in the 1960s and 1970s, the eastern part of Germany has experienced a still ongoing process of numerous amalgamations among counties, towns and municipalities since the mid-1990s. The evidence in the economic literature is mixed with regard to the claimed expenditure reductions and efficiency gains from municipal mergers. We therefore analyze the global efficiency of the municipalities in Saxony-Anhalt, for the first time in this context, using a double-bootstrap procedure combining DEA and truncated regression. This allows including environmental variables to control for exogenous determinants of municipal efficiency. Our focus thereby is on institutional and fiscal variables. Moreover, the scale efficiency is estimated to find out whether large units are necessary to benefit from scale economies. In contrast to previous studies, we chose the aggregate budget of municipal associations (“Verwaltungsgemeinschaften”) as the object of our analysis since important competences of the member municipalities are settled on a joint administrative level. Furthermore, we use a data set that has been carefully adjusted for bookkeeping items and transfers within the communal level. On the “eve” of a mayor municipal reform the majority of the municipalities were found to have an approximately scale-efficient size and centralized organizational forms (“Einheitsgemeinden”) showed no efficiency advantage over municipal associations.
