Abstract
Wenn große Unternehmen vor der Insolvenz stehen, ist das öffentliche Interesse am Schicksal der Firma wie auch am Verbleib der Mitarbeiter meist beträchtlich. Dennoch liegen bisher nur wenige Informationen zu den Folgen einer Insolvenz für die Beschäftigten vor. Insbesondere die Insolvenzen kleiner Betriebe bleiben oft unbeachtet. Dieser Kurzbericht informiert nicht nur über das generelle Risiko der Beschäftigten, von einer Insolvenz betroffen zu sein. Er zeigt auch, mit welchen kurz- und mittelfristigen Auswirkungen die betroffenen Beschäftigten rechnen müssen. Dabei werden insbesondere die Effekte einer Insolvenz auf die Erwerbseinkommen und auf die Beschäftigungschancen der Betroffenen untersucht.

TV boosts entrepreneurial identity

Abstract
Die Investitionszuschüsse im Rahmen der Gemeinschaftsaufgabe „Verbesserung der regionalen Wirtschaftsstruktur“ (GRW) stellen nach wie vor das quantitativ bedeutendste Förderinstrument mit explizit regionaler Zielsetzung in Deutschland dar. Das Oberziel dieses Programms besteht in der Reduzierung regionaler Disparitäten. Es soll damit einen Beitrag zu dem im Grundgesetz Artikel 72(2) verankerten Ziel der Herstellung gleichwertiger Lebensverhältnisse im Bundesgebiet leisten. Auf der Mikroebene, d. h. der Ebene der Betriebe, zielt die GRW auf die Schaffung und Sicherung dauerhafter und hochwertiger Arbeitsplätze. Dadurch sollen – so das Ziel auf der Makroebene – strukturschwache Gebiete Anschluss an die allgemeine Wirtschaftsentwicklung in Deutschland halten und nicht dauerhaft zurückfallen.
Die Eckpunkte für den Einsatz dieses Programms legen der Bund und die Länder im GRW-Koordinierungsrahmen fest. Jedoch können die Länder weitere Eingrenzungen gegenüber diesen allgemeinen Regelungen vornehmen, um auf die regionalspezifischen Bedingungen vor Ort Rücksicht zu nehmen.
Mit dem Koalitionsvertrag für die 18. Legislaturperiode auf der Bundesebene wurde die Aufgabe einer Weiterentwicklung eines Systems der Förderung strukturschwacher Regionen festgelegt (vgl. CDU, CSU und SPD 2013). Die Weiterentwicklung des Fördersystems wird vor allem deshalb notwendig, weil sich die finanzpolitischen und beihilferechtlichen Rahmenbedingungen – insbesondere in den neuen Ländern – in naher Zukunft weiter verändern werden (Auslaufen der Sonderbedarfs-Bundesergänzungszuweisungen, Greifen der Schuldenbremse, Einschränkung der Fördermöglichkeiten durch das EU-Beihilferecht). Erste Überlegungen zur Anpassung des Fördersystems sehen im Kern eine reformierte GRW vor, die im Zusammenspiel mit wirtschaftsnahen Förderprogrammen (vornehmlich FuE- sowie KMU-Programme des Bundes) sowie nicht unmittelbar wirtschaftsnahen Förderprogrammen (bspw. Städtebauförderung) zum Einsatz kommen soll. Eine Empfehlung für die reformierte GRW lautet, die bisherigen Fördervoraussetzungen (insbesondere Primäreffekt, besondere Anstrengung, Begrenzung der Förderung pro Arbeitsplatz) auf den Prüfstand zu stellen und verstärkt Augenmerk auf Netzwerkbildung, Forschungs- und Innovationsförderung zu richten (vgl. GEFRA, RUFIS 2016).
In der jüngeren Vergangenheit ist das Bewusstsein bei den wirtschaftspolitischen Verantwortungsträgern dafür gewachsen, dass staatliche Eingriffe umfassenden Evaluationen unterzogen werden sollten (vgl. Brachert et al. 2015). Gegenstand ist die Beantwortung der Frage, ob ein Programm eine (kausale) Wirkung auf ex ante bestimmte ökonomische Zielvariablen entfaltet (Effektivität) und ob die Fördermittel tatsächlich in die beste Verwendung fließen (Effizienz). Das Programmmanagement der GRW nimmt diesbezüglich zweifelsohne eine Vorreiterrolle in Deutschland, ein, auch wenn viele Fragen noch nicht abschließend beantwortet sind (vgl. WissBeirat BMWi 2013 und 2015).
Von 1991-2016 setzte der Freistaat Thüringen GRW-Mittel im Umfang von ungefähr 9,5 Mrd. Euro ein. In den 1990er Jahren betrug das jährliche GRW-Volumen noch zwischen rund 300 und knapp 900 Mio. Euro. Seit Ende der 1990er Jahre – mit Ausnahme der Zeit der Wirtschafts- und Finanzkrise zwischen 2008 und 2013 – ist der Umfang der GRW-Mittel kontinuierlich abgeschmolzen. Im Jahr 2016 wurden „nur“ noch 157 Mio. Euro an GRW-Mitteln im Freistaat Thüringen eingesetzt. Dies bedeutet, dass die Höhe der Anreize, die heute mit der GRW gesetzt werden können, geringer ist.
Nach einem bedeutenden Anstieg der wirtschaftlichen Leistungsfähigkeit im Gefolge der Wiederherstellung der Deutschen Einheit ist der Aufholprozess Ostdeutschlands seit Mitte der 1990er Jahre ins Stocken geraten. Neuere Untersuchungen zur wirtschaftlichen Entwicklung in den neuen Ländern weisen darauf hin, dass der Aufbau eines modernen Kapitalstocks (welcher im Fokus der GRW steht) und die Reallokation von Ressourcen von weniger produktiven Bereichen in Bereiche mit höherer Produktivität – die den Aufholprozess in der ersten Phase maßgeblich getrieben haben – für den weiteren Angleichungsprozess nur wenig zusätzliche Impulse setzen können. Dagegen spielen in der nächsten Phase des Aufholprozesses Humankapital und Innovationen die entscheidende Rolle (vgl. Brautzsch et al. 2016).
Vor diesem Hintergrund ist die ausgeschriebene Studie angelegt. Sie zielt darauf ab, den Einsatz der GRW-Mittel ex post vor dem Hintergrund der wirtschaftlichen Entwicklung und der Zielsetzungen der GRW und der Förderpolitik des Thüringer Ministeriums für Wirtschaft, Wissenschaft und Digitale Gesellschaft (TMWWDG) zu analysieren, und konkrete Empfehlungen für die Weiterentwicklung und künftige Ausrichtung der Thüringer GRW-Förderung und der sie begleitenden Programme Thüringen-Invest sowie Thüringen-Dynamik zu geben. Die nächste bedeutende Änderung wird die Anpassung der Förderhöchstsätze der prä-definierten C-Fördergebiete an diejenigen der nicht prä-definierten (vornehmlich in Westdeutschland beheimateten) C-Fördergebiete sein (Absenkung der Förderhöchstsätze um 5 Prozentpunkte; vgl. Leitlinien für staatliche Beihilfen mit regionaler Zielsetzung 2014 – 2020 – Regionalleitlinien [RLL] [ABl. C 209 vom 23.7.2013, S. 1]).

Internationale Konjunkturprognose und konjunkturelle Szenarien für die Jahre 2016 bis 2021

Abstract
In der vorliegenden Studie werden zunächst die weltweiten konjunkturellen Aussichten für das Ende des Jahres 2016 und für die Jahre 2017 bis 2021 dargestellt. Dabei wird folgender Länderkreis betrachtet: Deutschland, Österreich, Frankreich, Italien, Spanien, die Niederlande, Belgien, Griechenland, Portugal, Irland, Großbritannien, Schweden, Polen, Tschechien, Russland, USA, Kanada, Mexiko, Brasilien, Türkei, Japan, Südkorea, China, Indien und Australien. Die Weltkonjunktur dürfte im dritten Quartal 2016 deutlich angezogen haben. Im weiteren Prognoseverlauf dürfte sich die Expansion mit etwas geringerem Tempo fortsetzen. In den Schwellenländern wird die Konjunktur im Allgemeinen an Fahrt gewinnen, allerdings dürften die Stimulierungsmaßnahmen in China den dortigen Trend zu niedrigeren Wachstumsraten nur vorübergehend überlagern. Getragen wird die weltwirtschaftliche Expansion voraussichtlich weiterhin vom privaten Konsum. Die Beschäftigung in den USA, im Euroraum und in Japan dürfte weiter spürbar steigen. Allerdings fallen die Kaufkraftgewinne durch die zuvor gefallenen Ölpreise allmählich weg.
Die Entscheidung der britischen Bevölkerung, aus der EU auszutreten, ist auch Zeichen für die in vielen Ländern der Welt zunehmend negative Wahrnehmung von Globalisierungsprozessen. Setzt sich diese Tendenz politisch durch, könnte es zu weiteren Desintegrationsschritten in der Weltwirtschaft kommen, die ein geringeres Wirtschaftswachstum zur Folge hätten.
Die wahrscheinlichste wirtschaftliche Entwicklung in dem betrachteten Länderkreis (Basisszenario) wird anhand grundlegender volkswirtschaftlicher Kennzahlen, etwa der Zuwachsrate des Bruttoinlandsprodukts, beschrieben. Es wird auch die Entwicklung für den Fall skizziert, dass die Weltwirtschaft eine ungünstige, eine sehr ungünstige Wendung (mittelschweres und schweres Negativszenario), oder auch eine günstigeWendung nimmt (Positivszenario). Das mittelschwere Negativszenario ist so gewählt, dass die gesamtwirtschaftliche Produktion in der betrachteten Ländergruppe im Jahr 2016 gemäß der aus dem Modell resultierenden Wahrscheinlichkeitsverteilung nur mit einer Wahrscheinlichkeit von 10% noch geringer ausfällt; das schwere Negativszenario ist so gewählt, dass sich mit einerWahrscheinlichkeit von nur 1% eine noch geringere Produktion realisieren dürfte. Das Positivszenario wird schließlich so gewählt, dass es mit einer Wahrscheinlichkeit von nur 10% zu einer noch höheren Produktion in der genannten Ländergruppe kommen dürfte.
Im Basisszenario liegt der weltwirtschaftliche Produktionszuwachs im Jahr 2016 bei 2,5%. Im Jahr 2017 liegt er mit 2,9% etwas höher, vor allem, weil mit einer kräftigeren Konjunktur in den USA und einem Auslaufen der Rezessionen in Russland und in Brasilien gerechnet wird. Im Fall eines mittelschweren Einbruchs bleibt die Zuwachsrate der Weltproduktion im Jahr 2017 mit 1,2% um 1,7 Prozentpunkte unter der Rate im Basisszenario, im Fall eines schweren Einbruchs mit -0,2% um 3,1 Prozentpunkte. Relativ gering betroffen wäre entsprechend den Stressszenarien China. Besonders stark sind dagegen mit Russland, Brasilien, Mexiko und der Türkei andere wichtige Schwellenländer betroffen. Deutschland ist mit einem Verlust an Zuwachs von 1,8% im Fall eines schweren Einbruchs etwas stärker betroffen als der Durchschnitt aller Länder. Hier schlägt wohl zu Buche, dass die deutsche Wirtschaft stark von der Nachfrage nach Investitionsgütern abhängt, welche besonders konjunkturreagibel ist.
Die länderspezifischen Szenarien erlauben auch die Antwort auf die Frage, wie stark die deutsche Wirtschaft von dem Wirtschaftseinbruch eines bestimmten Landes betroffen ist. Der über die Jahre ab 2017 kumulierte Produktionsverlust in Deutschland ist bei einem schweren Einbruch der Konjunktur in den USA und in Großbritannien am höchsten; es folgen China und die Niederlande. Auffallend ist ein relativ geringer Effekt einer Konjunkturkrise im großen Nachbarland Frankreich.
Ein Hauptrisiko für die Konjunktur in Europa ist gegenwärtig die Möglichkeit, dass es zu einem Wirtschaftseinbruch in Italien kommt. Deshalb wird der Frage nachgegangen, welche Auswirkungen einWirtschaftseinbruch in Italien auf andere Länder insbesondere in Europa hätte. Die Produktionsverluste wären für Griechenland, Spanien und Österreich besonders hoch. Für die Produktion in Deutschland sind keine negativen Folgen zu sehen. Dafür gibt es zwei Ursachen: Zunächst ist der Anteil nach Italien exportierter Güter an den deutschen Ausfuhren deutlich geringer als im Fall der oben genannten Länder. Zum anderen dämpft die EZB durch zusätzliche expansive Maßnahmen die negativen Effekte des italienischen Wirtschaftseinbruchs für den Euroraum.
Zuletzt wird ein Szenario betrachtet, in dem ein mehrjähriger weltwirtschaftlicher Wirtschaftseinbruch mit einer deutlichen Erhöhung der Zinsen einhergeht. Ein solches Szenario könnte sich etwa aus einem Verlust an Vertrauen von Unternehmen und Haushalten in die Stabilitätsorientierung der Geldpolitik entwickeln. In einem solchen Fall können die Zentralbanken gezwungen sein, ihre Reputation durch eine Hochzinspolitik wieder herzustellen auch unter Inkaufnahme einer längeren Phase gesamtwirtschaftlicher Unterauslastung. Besonders stark würde im Vergleich mit dem schweren Negativszenario die Produktion in Griechenland und Irland getroffen werden, also in Volkswirtschaften, die sich in der Großen Rezession als labil gezeigt haben. Aber auch Deutschland und Großbritannien wären überdurchschnittlich stark betroffen. Die britische Wirtschaft reagiert typischerweise besonders stark auf Schwankungen des heimischen Zinsniveaus, und die deutsche Konjunktur dürfte auf Schwankungen des Weltzinsniveaus stärker reagieren als die meisten anderen Volkswirtschaften, denn weltweit höhere Zinsen dürften besonders stark die Nachfrage nach Investitionsgütern dämpfen, für die Deutschland ein wichtiger Anbieter ist.

Abstract
Große Banken profitieren in der Regel von einem „Toobig- to-fail“-Status: Sie sind „zu groß, um zu scheitern“. Vor der letzten Finanzkrise, die im Jahr 2007 begann, haben die Vermögenswerte der großen Banken in Deutschland durchschnittlich zugenommen. Je größer der Marktanteil und die Vernetzung großer Banken, desto größer sind die systemischen Auswirkungen, falls eine Bank in Schieflage gerät. Aus Angst vor einem systemischen Zusammenbruch werden deshalb oft staatliche Garantien ausgesprochen oder Eigenkapital bereitgestellt. Wenn große Banken die Rettung durch den Staat antizipieren, kann das dazu führen, dass sie riskantere Geschäfte eingehen. Diese Problematik kam in der letzten Krise zum Tragen, sodass zahlreiche regulatorische Änderungen beschlossen wurden, um das systemische Risiko großer Banken zu reduzieren.

Abstract
Weiterhin gilt in Deutschland: Für den Bildungserfolg ist es nicht entscheidend, was ein Kind kann, sondern woher es kommt. Die soziale Herkunft eines Kindes bestimmt in hohem Maße dessen Bildungsniveau, beruflichen Erfolg und Einkommen. Eine Untersuchung des Statistischen Bundesamts vom letzten Jahr zeigt, dass 61% der unter 15-Jährigen, deren Eltern selbst einen hohen Bildungsabschluss haben, 2015 ein Gymnasium besuchten, während dies nur für 14% der Jugendlichen aus Familien mit niedrigem Bildungsabschluss gilt. Empirische Studien belegen: Kinder mit einem bildungsfernen Familienhintergrund können in Deutschland nur mit einer deutlich niedrigeren Wahrscheinlichkeit als etwa in skandinavischen Ländern (Dänemark, Norwegen, Finnland und Schweden) und einer ähnlich hohen Wahrscheinlichkeit wie in den USA sozial aufsteigen.

Abstract
Nach der Mittelfristprojektion des IWH wird das Bruttoinlandsprodukt in Deutschland in den Jahren von 2017 bis 2022 um durchschnittlich 1½% wachsen; das nominale Bruttoinlandsprodukt wird um durchschnittlich 3½% zunehmen. Aufgrund der starken konjunkturellen Dynamik wird der Staat hohe Haushaltsüberschüsse erzielen. Die gute Finanzlage des Staates bietet einer neuen Bundesregierung große finanzpolitische Handlungsspielräume. Aufbauend auf der Mittelfristprojektion des IWH und mit Hilfe eines makroökonometrischen Modells werden die Wirkungen verschiedener finanzpolitischer Maßnahmen auf diverse makroökonomische Größen analysiert. Im Ergebnis zeigt sich, dass der Multiplikator bei ausgabeseitigen expansiven finanzpolitischen Maßnahmen im Simulationszeitraum größer wäre als bei einnahmeseitigen. In der derzeitigen konjunkturellen Lage und aufgrund der im internationalen Vergleich immer noch hohen Abgabenbelastung des Faktors Arbeit wären einnahmeseitige Maßnahmen insgesamt besser geeignet, die Haushaltsüberschüsse abzubauen.

Abstract
Zur Jahreswende ist die deutsche Konjunktur nach wie vor kräftig. Das Bruttoinlandsprodukt dürfte im Jahr 2017 um 2,2% zunehmen, und weil in diesem Jahr deutlich weniger Arbeitstage anfallen als zuvor, beträgt die Zuwachsrate kalenderbereinigt sogar 2,5%. Der Aufschwung ist breit aufgestellt. Schon länger treibt die deutliche Zunahme der Beschäftigung die privaten Einkommen, den Konsum und den Wohnungsbau, der außerdem von den sehr nied-rigen Zinsen Rückenwind erhält. Zudem profitieren die deutschen Exporte zurzeit von der schwungvollen internationalen Konjunktur. Auch weil die Geldpolitik im Euroraum vorerst expansiv bleibt, ist damit zu rechnen, dass sich der Aufschwung im Jahr 2018 fortsetzt; die Produktion dürfte dann erneut um 2,2% zunehmen (auch kalenderbereinigt). Die Verbraucherpreisinflation ist in den Jahren 2017 und 2018 mit 1,7% moderat. Zwar nimmt der binnenwirtschaftliche Preisdruck zu, aber die die Effekte des Energiepreisanstiegs vom Jahr 2017 laufen im Jahr 2018 aus, und die Aufwertung des Euro im Sommer 2017 wirkt preissenkend. Die schon gegenwärtig niedrige Arbeitslosenquote geht im kommenden Jahr weiter zurück. Der Finanzierungssaldo des Staates fällt im Jahr 2018 mit 1,3% in Relation zum Bruttoinlandsprodukt fast so hoch wie im Vorjahr aus, wenn man keine neuen finanzpolitischen Maßnahmen unterstellt. Die ostdeutsche Wirtschaft dürfte in den Jahren 2017 und 2018 mit 2,1% bzw. 2,0% etwas langsamer expandieren als die gesamtdeutsche. Weil das Verarbeitende Gewerbe in Ostdeutschland nicht so exportorientiert ist wie das im Westen, profitiert es auch nicht ganz so stark von der gegenwärtig sehr kräftigen internationalen Konjunktur.

The medium-term economic development in Germany from 2017 to 2022 and opportunities for fiscal policies of a new federal government
Due to the cyclical upswing in Germany, in case of unaltered legislation, the general government would achieve considerable budget surpluses in the years ahead. As a consequence, there is large fiscal scope for a new federal government. With the fiscal policy simulation model of the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association, the macroeconomic effects of various fiscal policy measures are analysed. The results show that additional government expenditures, like the expansion of social benefits, do have a stronger effect on GDP than revenue cuts, like for instance tax reliefs. „Due to the already high capacity utilisation, revenue cuts seem to be advantageous from a business cycle perspective. Moreover, a reduction of the high taxes and charges on labour would, in contrast to an expansion of social benefits, have a positive effect on potential output“, says Oliver Holtemöller, head of the Department of Macroeconomics and IWH vice president.
