Do Banks Benefit from Internationalization? Revisiting the Market Power-Risk Nexus

Abstract
Recent developments on international financial markets have called the benefits of
bank globalization into question. Large, internationally active banks have
acquired substantial market power, and international activities have not
necessarily made banks less risky. Yet, surprisingly little is known about the
actual link between bank internationalization, bank risk, and market power.
Analyzing this link is the purpose of this paper. We jointly estimate the
determinants of risk and market power of banks, and we analyze the effects of
changes in terms of the number of foreign countries (the extensive margin) and
the volume of foreign assets (the intensive margin). Our paper has four main
findings. First, there is a strong negative feedback effect between risk and market
power. Second, banks with higher shares of foreign assets, in particular those held
through foreign branches, have higher market power at home. Third, holding
assets in a large number of foreign countries tends to increase bank risk. Fourth,
the impact of internationalization differs across banks from different banking
groups and of different size.

Abstract
In Städten mit sinkender Bevölkerung steigt die Besorgnis hinsichtlich der künftigen Kosten der technischen Infrastruktur. Eine immer kleinere Anzahl von Einwohnern wird die Kosten der kommunalen Leistungen zu tragen haben. Über die reine Kostenberechnung hinaus lautete die zentrale Forschungsfrage unseres Projekts, inwiefern die Stadtplanung einen Beitrag zur Verringerung der steigenden Durchschnittskosten pro Leistungseinheit (m3, m2) leisten kann. Die Studie wurde für drei ostdeutsche Mittelstädte durchgeführt, mit einem Zeithorizont bis 2030. Der Fokus liegt auf den Bereichen Wasser, Abwasser und Gemeindestraßen.
Das ziemlich überaschende Ergebnis war, dass die Maßnahmen der Stadtplanung (insbesondere Versuche zur Verdichtung, Entwicklung der Innenstädte anstelle der Extensivierung des Stadtgefüges) kaum Auswirkungen auf die langfristigen Kosten haben - verglichen mit dem unvermeidlichen Erneuerungsbedarf der technischen Infrastruktur. Aufgrund des dominierenden Fixkostenblocks bei technischen Infrastruktursystemen erweist sich die demographische Entwicklung als der Hauptkostenfaktor. Daher wird in Zukunft mit massiven Finanzierungsproblemen zur Aufrechterhaltung des heutigen Niveaus bei öffentlichen Leistungen zu rechnen sein.

The Identification of Regional Industrial Clusters Using Qualitative Input-Output Analysis

Abstract
The ‘cluster theory’ has become one of the main concepts promoting regional competitiveness, innovation, and growth. As most studies focus on measures of concentration of one industrial branch in order to identify regional clusters, the appropriate analysis of specific vertical relations within a value-adding chain is developing in this discussion. This paper tries to identify interrelated sectors via national input-output tables with the help of Minimal Flow Analysis by Schnabl (1994). The regionalization of these national industry templates is carried out with the allocation of branch-specific production values on regional employment. As a result, the paper shows concentrations of vertical clusters in only 27 of 439 German NUTS-3 regions.

Abstract
Diese Arbeit beschreibt das makroökonometrische Modell des IWH: ein auf Quartalsdaten gestütztes, strukturelles Modell für die deutsche Volkswirtschaft. Der Beitrag konzentriert sich auf die Spezifikation und Schätzungen der angebotsseitigen Aspekte des Modells. Dieser Ansatz gewährleistet ein theoretisch fundiertes langfristiges Modellgleichgewicht. Somit verbindet das Modell kurzfristig gewünschte Prognoseeigenschaften mit langfristigen theoretischen Anforderungen. Für einige makroökonomische Aggregate werden kurz- bis langfristige Auswirkungen von Angebots- und Nachfrageschocks dargestellt. Zudem werden durch Modellsimulationen die Auswirkungen außenwirtschaftlicher Schocks auf das Gesamtmodell illustriert.

Spillover Effects of Spatial Growth Poles - a Reconciliation of Conflicting Policy Targets?

Abstract
Regional economic policy faces the challenge of two competing policy goals - reducing regional economic disparities vs. promoting economic growth. The allocation of public funds has to weigh these goals particularly under the restriction of scarce financial re- sources. If, however, some region turns out to be a regional growth pole with positive spillovers to its disadvantaged periphery, regional policies could be designed to recon- cile the conflicting targets. In this case, peripheral regions could indirectly participate in the economic development of their growing cores. We start our investigation by defining and identifying such growth poles among German regions on the NUTS 3 administrative level based on spatial and sectoral effects. Using cluster analysis, we determine significant characteristics for the general identification of growth poles. Patterns in the sectoral change are identified by means of the change in the employment. Finally, we analyze whether and to what extent these growth poles ex- ert spatial spillover effects on neighbouring regions and thus mitigate contradictory in- terests in regional public policy. For this purpose, we apply a Spatial-Cross-Regressive- Model (SCR-Model) including the change in the secondary sector which allows to con- sider functional economic relations on the administrative level chosen (NUTS 3).

A macroeconometric model for the Euro economy

Abstract
In this paper a structural macroeconometric model for the Eurozone is presented. In opposite to the multi country modelling approach, the model relies on aggregate data on the supra-national level. Due to nonstationarity, all equations are estimated in an error correction form. The cointegrating relations are derived jointly with the short-run dynamics, avoiding the finite sample bias of the two step Engle Granger procedure. The validity of the aggregated approach is confirmed by out-of-sample forecasts and two simulation exercises. In particular the implications of a lower economic recovery in the US and a shock in the nominal Euro area interest rate are discussed.
