Abstract
Die Investitionstätigkeit der Kommunen in Deutschland hängt im Wesentlichen von der örtlichen Finanzkraft ab und weist daher eine erhebliche räumliche Streuung auf. Doch gewisse regionale Unterschiede bei den Investitionen sind durchaus angemessen, wenn man die zukünftigen Nutzungsintensitäten der überwiegend langfristig angelegten Infrastrukturausstattung berücksichtigt. Da vor allem dort mehr investiert wird, wo die Nutzungsintensität in den kommenden Jahren wächst, fallen die regionalen Unterschiede bei den kommunalen Investitionsausgaben nicht so stark ins Gewicht. Die Gefahr, dass Kommunen mit geringer Ertragskraft in einen Teufelskreis geraten, in dem ausbleibende Investitionen primär einen Verlust an Standortattraktivität verursachen, scheint – wenn überhaupt – nur in Einzelfällen gegeben. Hingegen ist vielerorts eine Trägheit bei der Anpassung der Investitionen an eine neue demographische Situation zu beobachten. So investieren einige finanzstarke, schrumpfende Kommunen im Hinblick auf die abnehmenden Nutzungsintensitäten relativ viel in ihre Infrastruktur, währenddessen zahlreiche wachsende Orte ihre Kapazitäten unzureichend erweitern. Investitionszuschüsse sollten weniger an die gegenwärtige Bevölkerung, sondern vielmehr an die erwartete zukünftige Bevölkerungsentwicklung gekoppelt werden. Damit könnte die Effizienz der kommunalen Investitionen deutlich erhöht werden.

Abstract
Die deutsche Wirtschaft konnte ihr hohes Expansionstempo weiter beibehalten. Das Bruttoinlandsprodukt (BIP) stieg im zweiten Quartal 2017 mit 0,6% nur geringfügig weniger als im Vorquartal. Der IWH-Flash-Indikator deutet darauf hin, dass das Expansionstempo nur geringfügig nachlassen und auch im dritten und vierten Quartal 2017 hoch bleiben wird. Das Bruttoinlandsprodukt in Deutschland dürfte im dritten Quartal 2017 um 0,5% und im Quartal danach um 0,6% steigen.

Ostdeutsche Wirtschaft: Rückstand bleibt trotz kräftigem Aufschwung groß, Finanzausgleich fließt auch nach Reform vor allem in den Osten
Ostdeutschland hat vom gegenwärtigen Aufschwung in Deutschland bisher besonders deutlich profitiert. In jedem der Aufschwungsjahre 2014 bis 2016 nahm die gesamtwirtschaftliche Produktion schneller zu als in Westdeutschland; auch für das Jahr 2017 prognostiziert das IWH, dass der Zuwachs der Produktion in Ostdeutschland mit 1,8% etwas höher liegt als in Westdeutschland. „Freilich ist auch nach mehr als 25 Jahren Deutscher Einheit in jeder der ostdeutschen Regionen die Produktivität immer noch niedriger als in derjenigen westdeutschen Region mit der geringsten Produktivität“, räumt Oliver Holtemöller, Leiter der Abteilung Makroökonomik und Vizepräsident des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH), ein. Der größte Teil der Zuweisungen vom Bund wird auch ab dem Jahr 2020, wenn der reformierte Länderfinanzausgleich gilt, in den Osten der Republik fließen. Die Reform des Länderfinanzausgleichs hat dabei nicht zu einer Verbesserung der wirtschaftspolitischen Anreize für die finanzschwachen Bundesländer geführt, was auch dazu beitragen könnte, dass die ökonomische Konvergenz nur schleppend verläuft.

Abstract
Unter dem Titel „Von der Transformation zur europäischen Integration: Wachstumsfaktor Bildung besser nutzen“ hat das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) gemeinsam mit Partnern aus Forschungseinrichtungen und Universitäten in Deutschland am 22. Februar 2017 Forschungsergebnisse zur besseren Nutzung von Bildung als Wachstumsfaktor vorgestellt und diskutiert. Der Präsident des IWH, Professor Reint E. Gropp, Ph.D., unterstrich, dass es Investitionen in Humankapital seien, die langfristig das Wirtschaftswachstum treiben. Andere Länder investierten deutlich mehr in Humankapital als Deutschland. Dies sollte zu denken geben.

Ailing banks increase leverage of ailing firms
Euro area countries such as Greece and Spain continue to struggle not only with their banks, but also with highly indebted domestic firms. Michael Koetter from the Halle Institute for Economic Research (IWH) and co-authors show the failure to resolve banks’ financial difficulties also prevents debt reduction of over-leveraged firms – and sometimes even contributes to increasing leverage of the weakest firms.

Abstract
Im Frühsommer 2017 ist die konjunkturelle Dynamik in der Welt recht kräftig. Wichtige Rahmenbedingungen für die Weltwirtschaft dürften günstig bleiben: Die Zinsen werden weiterhin fast überall niedrig sein, und das im Allgemeinen ruhige Preisklima deutet darauf hin, dass von der Angebotsseite insgesamt bislang kaum Spannungen ausgehen.
Die deutsche Wirtschaft befindet sich bereits seit Frühjahr 2013 in einem langgezogenen Aufschwung; sie wird im Sommerhalbjahr wohl weiter deutlich expandieren. Die Binnennachfrage und wegen der günstigen Arbeitsmarktlage insbesondere der private Konsum dürften kräftig bleiben. Die privaten Haushalte werden bei anhaltend günstigen Finanzierungsbedingungen auch ihre Bauaktivitäten weiter ausweiten, ebenso die Gebietskörperschaften, zumal die Steuereinnahmen hoch sind. Die Zuwachsrate des Bruttoinlandsprodukts ist allerdings wegen der geringeren Zahl an Arbeitstagen in diesem Jahr mit 1,6% niedriger als im Jahr 2016. Im kommenden Jahr dürfte der Zuwachs 1,8% betragen. Mit jeweils 1,7% in diesem und im nächsten Jahr fällt der Anstieg der Verbraucherpreise moderat aus, aber deutlich stärker als in den drei Jahren zuvor. Die Arbeitslosigkeit nimmt zunächst weiter ab. Die öffentlichen Haushalte erzielen weiterhin deutliche Überschüsse, auch in konjunkturbereinigter Rechnung. Die ostdeutsche Wirtschaft dürfte im Jahr 2017 wie bereits im Jahr zuvor um zwei Zehntel Prozentpunkte stärker zulegen als in Deutschland insgesamt.
Risiken für die deutsche Wirtschaft resultieren vor allem aus den globalen wirtschaftspolitischen Rahmenbedingungen.

Der IWH-Flash-Indikator deutet darauf hin, dass das Expansionstempo auch im zweiten Quartal 2017 hoch bleibt und sich danach leicht abschwächen wird. Das Bruttoinlandsprodukt in Deutschland dürfte im zweiten Quartal 2017 um knapp 0,6% und danach um 0,4% steigen.
