Abstract
Higher incentive pay is associated with better firm performance. I introduce a model of CEO-firm matching to disentangle the two confounding effects that drive this result. On one hand, higher incentive pay directly induces more effort; on the other hand, higher incentive pay indirectly attracts more talented CEOs. I find both effects are essential to explain the result, with the selection effect accounting for 12.7% of the total effect. The relative importance of the selection effect is the largest in industries with high talent mobility and in more recent years.

Abstract
Reforms replacing municipal cooperations by centralized municipalities often aim at increasing municipal efficiency. Empirical evidence supporting this aim, however, is ambiguous. Our paper analyzes the effect of institutions on municipal efficiency. In particular, we distinguish two archetypal institutional settings, a centralized and a confederal one, and argue that bureaucrats in a centralized setting are able to increase the fiscal residual. Our empirical test case is the German federal state of Saxony-Anhalt. We test the effect of the institutional setup using the bootstrap approach suggested by Simar and Wilson (2007), concluding that a decentralized institutional setting improves the efficiency of municipal production.

The resistance of employers against works councils
Germany votes. However, this time it’s not about the politicians – instead it’s about the works councils. It’s certainly worthwhile: Many studies have shown that works councils all in all have a positive impact on productivity, wages and profits. Despite this, employers are sometimes very resistant to the idea of staff involvement in company decision-making. A common argument is that such participation limits managerial freedom and that employers are willing to sacrifice the benefits of staff participation in return for greater room for manoeuvre. Steffen Müller from the Halle Institute for Economic Research Halle (IWH) – Member of the Leibniz Association now provides an alternative economic justification for employer resistance: Employer associations are dominated by small and medium-sized enterprises, and in these works councils – in contrast to large firms – often produce no positive economic benefits.

Abstract
Die jüngere ökonomische Forschung stellt der betrieblichen Mitbestimmung z. B. im Hinblick auf ihre Effekte auf Produktivität, Löhne und Gewinne insgesamt ein positives Zeugnis aus. Dies macht den Widerstand von Arbeitgebern gegen Betriebsräte erklärungsbedürftig. Da Mitbestimmung die unternehmerische Freiheit einschränkt, wird vielfach vermutet, dass Arbeitgeber bereit sein könnten, positive Effekte der Mitbestimmung im Gegenzug für größere Handlungsspielräume zu opfern. Unser Beitrag zeigt auf Basis einer Literaturauswertung, dass, jenseits der durchschnittlich positiven Beurteilung durch die Forschung, Mitbestimmung in vielen Betrieben keine positiven ökonomischen Folgen hat. Da das Gewicht solcher Betriebe in den Arbeitgeberverbänden stark ist, kann die ablehnende Haltung der Arbeitgeberverbände auch aus profitmaximierendem Kalkül seiner Mitglieder erklärt werden.

Corporate Social Responsibility and Firm Financial Performance: The Mediating Role of Productivity

Abstract
This study treats firm productivity as an accumulation of productive intangibles and posits that stakeholder engagement associated with better corporate social performance helps develop such intangibles. We hypothesize that because shareholders factor improved productive efficiency into stock price, productivity mediates the relationship between corporate social and financial performance. Furthermore, we argue that key stakeholders’ social considerations are more valuable for firms with higher levels of discretionary cash and income stream uncertainty. Therefore, we hypothesize that those two contingencies moderate the mediated process of corporate social performance with financial performance. Our analysis, based on a comprehensive longitudinal dataset of the U.S. manufacturing firms from 1992 to 2009, lends strong support for these hypotheses. In short, this paper uncovers a productivity-based, context-dependent mechanism underlying the relationship between corporate social performance and financial performance.

Public Investment Subsidies and Firm Performance – Evidence from Germany

Abstract
This paper assesses firm-level effects of the single largest investment subsidy programme in Germany. The analysis considers grants allocated to firms in East German regions over the period 2007 to 2013 under the regional policy scheme Joint Task ‘Improving Regional Economic Structures’ (GRW). We apply a coarsened exact matching (CEM) in combination with a fixed effects difference-in-differences (FEDiD) estimator to identify the effects of programme participation on the treated firms. For the assessment, we use administrative data from the Federal Statistical Office and the Offices of the Länder to demonstrate that this administrative database offers a huge potential for evidence-based policy advice. The results suggest that investment subsidies have a positive impact on different dimensions of firm development, but do not affect overall firm competitiveness. We find positive short- and medium-run effects on firm employment. The effects on firm turnover remain significant and positive only in the medium-run. Gross fixed capital formation responses positively to GRW funding only during the mean implementation period of the projects but becomes insignificant afterwards. Finally, the effect of GRW-funding on labour productivity remains insignificant throughout the whole period of analysis.

Consistently strong economy, but risks are increasing
The global upswing continues in 2018. The German economy is cur-rently in a boom and is increasingly coming up against capacity limits. “According to our forecast, gross domestic product will expand by 2.2% in 2018; the general government surplus will amount to 1.1% in relation to gross domestic product. Economic growth in East Germany is likely to be slightly below the German growth rate”, says Oliver Holtemöller, head of the Department Macroeconomics and IWH vice president.

Abstract
Die internationale Konjunktur ist seit Herbst 2016 kräftig, und auch im Jahr 2018 dürfte die Weltwirtschaft deutlich expandieren, nach vorliegender Prognose um 3,3%. Die deutsche Wirtschaft ist derzeit in einer Hochkonjunktur. Allerdings ist zweifelhaft, ob die deutsche Wirtschaft über die Kapazitäten verfügt, um das Tempo des Aufschwungs noch lange durchzuhalten. Das Bruttoinlandsprodukt in Deutschland dürfte im Jahr 2018 mit 2,2% noch einmal recht kräftig und im Jahr 2019 mit 1,6% deutlich moderater expandieren. Der Zuwachs der Produktion in Ostdeutschland dürfte im Jahr 2018 mit 2,0% etwas unter dem in Westdeutschland liegen.
