IWH für Chancengleichheit ausgezeichnet
Bereits zum zweiten Mal erhält das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) das Prädikat TOTAL E-QUALITY für gelebte Chancengleichheit in der Personalpolitik. Als eine von 58 Organisationen aus Wirtschaft, Wissenschaft, Verwaltung und Verbänden wurde es heute in Nürnberg ausgezeichnet.

Scientific insights do not stop at national borders and have to be equally accessible for women and men. “Whoever wants to do world-class research has to look beyond his own nose”, says Reint E. Abstract
Am 6. Juli 2016 veranstaltete das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) zusammen mit der Vertretung der Europäischen Kommission in Deutschland eine Konferenz zum Thema “Wie können wir den Wettbewerb im Dienstleistungssektor ankurbeln?”. In den Räumlichkeiten der Leibniz-Gemeinschaft in Berlin tauschten etwa 60 Teilnehmer aus Wissenschaftseinrichtungen, Ministerien, der EU-Kommission und anderen Organisationen ihr Wissen und ihre Sicht zu Reformen des Dienstleistungssektors in Deutschland aus.

Abstract
Der Beitrag untersucht, wie es um den industriellen Kern des Chemiestandorts Schkopau in Sachsen-Anhalt, der eng mit dem Namen Buna verbunden ist, mehr als ein Vierteljahrhundert nach der Herstellung der Deutschen Einheit bestellt ist. Anders als in Bitterfeld-Wolfen, wo eine Privatisierung der großen Chemiekombinate nicht zustande kam und stattdessen eine fragmentierte Landschaft kleiner und mittelgroßer Chemie- und anderer Produktions- und Dienstleistungsfirmen entstand, gelang fast fünf Jahre nach dem Übergang zu marktwirtschaftlichen Verhältnissen ein Verkauf des ehemaligen Stammbetriebs des Kombinats VEB Chemische Werke Buna sowie der Sächsischen Olefinwerke in Böhlen und von Teilen des Leuna-Werkes an den US-amerikanischen Investor The Dow Chemical Company, allerdings unter Inkaufnahme einer starken Reduzierung der Beschäftigtenzahl und mit sehr hohen Subventionen. Der industrielle Kern konnte dadurch erhalten werden. Die intra- und überregionale stoffliche Vernetzung ermöglicht eine moderne und flexible Rohstoffversorgung. Gleichwohl ist der mitteldeutsche Chemiestandort wie andere in Deutschland und Europa in seiner Wettbewerbsfähigkeit durch kostengünstige Produktionen in den USA, in Asien und im arabischen Raum herausgefordert.

Die Exporte aus den ostdeutschen Flächenländern nach Russland hatten sich zwar nach der Finanz- und Wirtschaftskrise in den Jahren 2008/2009 vorübergehend erholt; seit 2012 entwickeln sie sich allerdings gegen den aufwärtsgerichteten Trend in die übrige Welt und sinken von Jahr zu Jahr.

Auch der Osten ist im Aufschwung – Implikationen der Gemeinschaftsdiagnose Herbst 2016 für Ostdeutschland
Für das Jahr 2016 prognostiziert das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) einen Anstieg des ostdeutschen Bruttoinlandsprodukts um 1,8% (Gemeinschaftsdiagnose für Deutschland insgesamt: 1,9%). Maßgeblicher Treiber ist wie in Deutschland insgesamt die Binnennachfrage. Insbesondere profitiert die Wirtschaft von der hohen Dynamik in Berlin, Brandenburg und Sachsen. Die Arbeitsproduktivität dürfte in diesem Jahr im Osten wohl etwas schneller als im Westen steigen; somit wird ein kleiner Fortschritt bei der ökonomischen Konvergenz erreicht.

Joint Economic Forecast: German Economy on Track – Economic Policy needs to be Realigned
Thanks to a stable job market and solid consumption, the German economy is experiencing a moderate upswing. The GDP is expected to increase by 1.9 percent this year, 1.4 percent in 2017, and 1.6 percent in 2018, according to the Gemeinschaftsdiagnose (GD, joint economic forecast) that was prepared by five of Europe’s leading economic research institutes on behalf of the Federal Government. The most recent GD, which was released in April, predicted a GDP growth rate of 1.6 percent for 2016 and 1.5 percent for 2017.

Abstract
In Deutschland sind die Konjunkturaussichten weiter recht günstig. Stimmungsindikatoren deuten zwar auf ein etwas schwächeres Jahresende hin, die Binnenkonjunktur ist aber weiter aufwärtsgerichtet. Das deutsche Bruttoinlandsprodukt dürfte im Jahr 2016 insgesamt um 1,9% zulegen. Für das Jahr 2017 wird dann mit 1,2% eine niedrigere jahresdurchschnittliche Wachstumsrate erwartet. Maßgeblich dafür sind vor allem schwächere Exporte und stärkere Importe. Die Arbeitslosigkeit dürfte im Zuge der Integration von Geflüchteten in den Arbeitsmarkt etwas steigen. Die Verbraucherpreisinflation bleibt weiterhin moderat. Die öffentlichen Haushalte werden wohl im Jahr 2016 ebenso wie im Jahr 2017 – auch in konjunkturbereinigter Rechnung – Überschüsse erwirtschaften.

The Perception of Financial Inferiority Nurtures Negative Attitudes Towards Foreigners
When people feel that their own economic status is inferior to the economic status of a relevant peer group, it becomes more likely that they develop negative attitudes towards foreigners. This link was found in a new study of the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association. The effect is particularly strong with respect to foreigners from low-wage countries.
