The Levelling Effect of Product Market Competition on Gender Wage Discrimination

Abstract
Using linked employer–employee panel data for West Germany that include direct information on the competition faced by plants, we investigate the effect of product market competition on the gender pay gap. Controlling for match fixed effects, we find that intensified competition significantly lowers the unexplained gap in plants with neither collective agreements nor a works council. Conversely, there is no effect in plants with these types of worker codetermination, which are unlikely to have enough discretion to adjust wages in the short run. We also document a larger competition effect in plants with few females in their workforces. Our findings are in line with Beckerian taste-based employer wage discrimination that is limited by competitive forces.

What Can We Learn from Bargaining Models about Union Power? The Decline in Union Power in Germany, 1992–2009

Abstract
Building on the right-to-manage model of collective bargaining, this paper tries to infer union power from the observed results in wage setting. It derives a time-varying indicator of union strength taking account of taxation, unemployment benefits, and the labour market situation and confronts this indicator with annual data for Germany. The results show that union power did not change much from 1992 to 2002 but fell markedly (by about one-third) from 2002 to 2007 in the aftermath of substantial labour market reforms.

Abstract
European trade unions have attempted to coordinate their bargaining strategies transnationally in order to counter downward pressures on wages. Such coordination is most feasible in broadly integrated and exposed sectors that have to face common competitive constraints on wages. This article investigates collectively negotiated wage increases in the metal sector in Belgium, the Netherlands and Germany. We assume a specific logic of transnational pattern bargaining, with Germany as the ‘anchor’ country. We investigate the emergence of a transnational wage coordination effect before and after institutions for the coordination of wage bargaining were established. Finally, we draw conclusions on prospects for wage bargaining coordination with further integration of Economic and Monetary Union.

Labor Demand During the Crisis: What Happened in Germany?

Abstract
In Germany, the employment response to the post-2007 crisis has been muted compared to other industrialized countries. Despite a large drop in output, employment has hardly changed. In this paper, we analyze the determinants of German firms’ labor demand during the crisis using a firm-level panel dataset. Our analysis proceeds in two steps. First, we estimate a dynamic labor demand function for the years 2000-2009 accounting for the degree of working time flexibility and the presence of works councils. Second, on the basis of these
estimates, we use the difference between predicted and actual employment as a measure of labor hoarding as the dependent variable in a cross-sectional regression for 2009. Apart from total labor hoarding, we also look at the determinants of subsidized labor hoarding through short-time work. The structural characteristics of firms using these channels of adjustment differ. Product market competition has a negative impact on total labor hoarding but a positive effect on the use of short-time work. Firm covered by collective agreements hoard less labor overall; firms without financial frictions use short-time work less intensively.

The Emergence of Wage Coordination in the Central Western European Metal Sector and its Relationship to European Economic Policy

Abstract
In the European Monetary Union the transnational coordination of collective wage bargaining has acquired increased importance on the trade union agenda. The metal sector has been at the forefront of these developments. This paper addresses the issue of crossborder coordination of wage setting in the metal sector in the central western European region, that is, in Germany, the Netherlands and Belgium, where coordination practices have become firmly established in comparison to other sectors. When testing the interaction of wage developments in the metal sector of these three countries, relevant macroeconomic (inflation and labour productivity) and sector-related variables (employment, export-dependence) are considered with reference to the wage policy guidelines of the European Commission and the European Metalworkers’ Federation. Empirical evidence can be found for a wage coordination effect in the form of increasing compliance with the wage policy guidelines of the European Metalworkers’ Federation. The evidence for compliance with the stability-oriented wage guideline of the European Commission is weaker.

Abstract
Durch die Zunahme der Konkurrenz aus dem Ausland, die ihre Leistungen aufgrund geringerer Lohnstandards zu günstigeren Preisen anbieten kann, verstärkt sich der Wettbewerbsdruck in ganz Deutschland. In den westdeutschen Ländern stellen zudem die ostdeutschen Unternehmen, die nach dem niedrigeren Osttarif bezahlen, eine direkte Konkurrenz dar. Die Tariftreuegesetze sollen Wettbewerbsverzerrungen, die in der Bauwirtschaft durch den Einsatz von Niedriglohnkräften entstehen, entgegen wirken. Eine Studie des IWH ergab, dass die Einführung von Tariftreuegesetzen weder aus beschäftigungspolitischer noch aus ökonomischer Sicht erforderlich erscheint.

Uncovered Workers in Plants Covered by Collective Bargaining: Who Are They and How Do They Fare?

Abstract
In Germany, employers used to pay union members and non-members in a plant the same union wage in order to prevent workers from joining unions. Using recent administrative data, we investigate which workers in firms covered by collective bargaining agreements still individually benefit from these union agreements, which workers are not covered anymore, and what this means for their wages. We show that about 9 percent of workers in plants with collective agreements do not enjoy individual coverage (and thus the union wage) anymore. Econometric analyses with unconditional quantile regressions and firm-fixed-effects estimations demonstrate that not being individually covered by a collective agreement has serious wage implications for most workers. Low-wage non-union workers and those at low hierarchy levels particularly suffer since employers abstain from extending union wages to them in order to pay lower wages. This jeopardizes unions' goal of protecting all disadvantaged workers.
