Abstract
The great trade collapse in the wake of the 2008-9 financial crisis provideda unique insight into the complexities inherent to international markets, and underlined a number of lessons for us to consider as we evaluate the shape of the global trade recovery. While the factors contributing to the crisis were diverse and multifaceted, it is arguable that persisting imbalances across the globe played a role. How will trade imbalances unwind and what is the role for policies influencing international transactions for goods and services? A precursor to answering this question is a broad understanding of how trade flows react to changes in the macroeconomy, and therefore much of this book will focus on recent assessments of the drivers of trade adjustment. A closely related concept affecting the degree to which countries trade is their relative competitive position. To tie in the chapters with the broader policy emphasis on competitiveness, we will also define and evaluate several drivers of international trade competitiveness.

Abstract
This paper shows that during the Great Recession, banking and currency crises occurred simultaneously in Central and Eastern Europe. Events, however, differed widely from what happened during the Asian crisis that usually serves as the model case for the concept of twin crises. We look at three elements that help explaining the nature of events in Central and Eastern Europe: the problem of currency mismatches, the relation between currency and banking crises, and the importance of multinational banks for financial stability. It is shown that theoretical considerations concerning internal capital markets of multinational banks help understand what happened on capital markets and in the financial sector of the region. We discuss opposing effects of multinational banking on financial stability and find that institutional differences are the key to understand differing effects of the global financial crisis. In particular, we argue that it matters if international activities are organized by subsidiaries or by cross-border financial services, how large the share of foreign currency-denominated credit is and whether the exchange rate is fixed or flexible. Based on these three criteria we give an explanation why the pattern of the crisis in the Baltic States differed markedly from that in Poland and the Czech Republic, the two largest countries of the region.

Human Capital Investment, New Firm Creation and Venture Capital

Abstract
This paper studies the relation between firm investment in general human capital, new firm creation and financial development for new firm financing, such as the existence of a venture capital industry. On one hand, firm investment in general human capital leads employees to generate new innovative ideas for starting their own firm. Since employees need a venture capitalist to start their new firm, firm investment in general human capital encourages the creation of venture capitalists by increasing the need for their services, such as providing advice and monitoring. On the other hand, as new firm financing becomes available, firms' willingness to invest in general human capital increases, and as a by-product, the creation of employee-founded and venture capital-backed new firms increases in the economy. Hence, our model provides a rational explanation for the emergence of new firms created by employees of established firms, which represents one of the most common type of new firms in many industries.

Abstract
Die jüngste internationale Finanzkrise hat eine scharfe Debatte um die Ursachen ausgelöst. Liberalisierung und Deregulierung werden hierbei benannt, und Deliberalisierung und Reregulierung scheinen eine natürliche Reaktion zu sein. Aus ökonomischer Perspektive ist diese Schlussfolgerung jedoch nicht berechtigt. Obwohl eine Liberalisierung von Finanzdienstleistungen die Stabilität eines Entwicklungslandes kurzfristig bedrohen kann, so fördert sie doch langfristiges Wirtschaftswachstum wenn gute rechtliche und ökonomische Institutionen die negativen Nebenwirkungen mildern. Um dieses Ziel zu erreichen brauchen Staaten den Politikspielraum zur Implementierung solcher Maßnahmen. Entgegen weitläufiger Meinung ist der Politikspielraum von Staaten keinesfalls übermäßig durch bilateral oder multilateral Abkommen beschränkt. Deren weitreichenden Ausnahmen hinsichtlich der Regulierung erlauben es den Staaten ihren eigenen Weg bei der Regulierung zu verfolgen. Die Herausforderung hierbei besteht vielmehr darin, die entsprechenden Regulierungskapazitäten aufzubauen.

Exports Versus FDI Revisited: Does Finance Matter?

Abstract
This paper explores the impact of financial constraints on the internationalization
strategies of firms. It contributes to the literature by focusing on three aspects: First, the paper studies the impact of financial constraints on exporting relative to FDI. Consistent with theory, the empirical results confirm that the impact of financial constraints is stronger for FDI than for exporting. Second, the paper analyzes the extensive and the intensive margins and finds that financial frictions matter for both. Third, the paper explores the impact on manufacturing as compared to service industries and shows that firms in service industries are affected more than firms in manufacturing. The paper also identifies a threshold effect: Financial constraints do not matter for small firms whose productivity seems to be too low to consider international expansions.

Diese Studie untersucht den komparativen Vorteil multinationaler Banken gegenüber dem grenzüberschreitenden Handel mit Finanzdienstleistungen hinsichtlich der Fähigkeit, vom globalen Zugang zu Finanzierungsquellen zu profitieren. Es wird argumentiert, dass der komparative Vorteil durch Nutzen und Kosten einer besonderen Kenntnis lokaler Märkte bestimmt wird. Für multinationale Banken liegt der Nutzen darin, eine höhere Produktivität zu erreichen und mehr Liquidität bereit zu stellen. Die Kosten bestehen darin, dass bestehdne Interessenskonflikte nur aufgrund der Spezifität des Wissens auch zu Ineffizienzen auf den bankinternen Kapitalmärkten führen; diese sind aber erforderlich, um Liquidität grenzüberschreitend zu alloziieren. Es werden die Bedingungen analysiert, unter denen multinationale Banken einen komparativen Vorteil haben, und es wird gezeigt, dass Mindesteigenkapitalvorschriften einen Einfluss hierauf ausüben, da sie das Ausmaß der Ineffizienzen interner Kapitalmärkte für verschiedene Organisationsformen unterschiedlich beeinflussen.

FDI versus exports: Evidence from German banks

Abstract
We use a new bank-level dataset to study the FDI-versus-exports decision for German banks. We extend the literature on multinational firms in two directions. First, we simultaneously study FDI and the export of cross-border financial services. Second, we test recent theories on multinational firms which show the importance of firm heterogeneity [Helpman, E., Melitz, M.J., Yeaple, S.R., 2004. Export versus FDI. American Economic Review 94 (1), 300–316]. Our results show that FDI and cross-border services are complements rather than substitutes. Heterogeneity of banks has a significant impact on the internationalization decision. More profitable and larger banks are more likely to expand internationally than smaller banks. They have more extensive foreign activities, and they are more likely to engage in FDI in addition to cross-border financial services.

Abstract
This paper studies how capital requirements influence a bank’s mode of entry into foreign financial markets. We develop a model of an internationally operating bank that creates and allocates liquidity across countries and argue that the advantage of multinational banking over offering cross-border financial services depends on the benefit and the cost of intimacy with local markets. The benefit is that it allows to create more liquidity. The cost is that it causes inefficiencies in internal capital markets, on which a multinational bank relies to allocate liquidity across countries. Capital requirements affect this trade-off by influencing the degree of inefficiency in internal capital markets.

Cross-border bank mergers: What lures the rare animal?

Abstract
Although domestic mergers and acquisitions (M&As) in the financial services industry have increased steadily over the past two decades, international M&As were until recently relatively rare. Moreover, the share of cross-border mergers in the banking industry is low compared with other industries. This paper uses a novel dataset of over 3000 mergers that took place between 1985 and 2001 to analyze the determinants of international bank mergers. We test the extent to which information costs and regulations hold back merger activity. Our results suggest that information costs significantly impede cross-border bank mergers. Regulations also influence cross-border bank merger activity. Hence, policy makers can create environments that encourage cross-border activity, but information cost barriers must be overcome even in (legally) integrated markets.
