Abstract
The aim of this paper is to explain the evolution of the spatial structures of one particular type of renewable energy in Germany – the photovoltaic (PV) industry. We first demonstrate how environmental movements have contributed to institutional change and government action, leading to changes in the legal and regulative structure in Germany. We describe how these changes opened up a window of locational opportunity (WLO), thus combining the WLO concept with the entrepreneurial opportunity concept. As market entries occurred mainly in Eastern Germany, the paper also explores the factors leading to a concentration of economic activity related to the new PV industry in this part of the country. Based on the WLO concept, we combine this framework with the industrial dynamics literature by Klepper (2007) and illustrate the spatial evolution of the PV industry.

Analyzing Innovation Drivers in the German Laser Industry: the Role of Positioning in the Social and Geographical Space

Abstract
Empirical and theoretical contributions provide strong evidence that firm-level performance outcomes in terms of innovativeness can either be determined by the firm’s position in the social space (network effects) or by the firm’s position in the geographical space (co-location effects). Even though we can observe quite recently first attempts in bringing together these traditionally distinct research streams (Whittington et al. 2009), research on interdependent network and geographical co-location effects is still rare. Consequently, we seek to answer the following research question: considering that the effects of social and geographic proximity on firm’s innovativeness can be interdependent, what are the distinct and combined effects of firm’s network and geographic position on firm-level innovation output? We analyze the innovative performance of German laser source manufacturers between 1995 and 2007. We use an official database on publicly funded R&D collaboration projects in order to construct yearly networks and analyze firm’s network positions. Based on information on population entries and exits we calculate various types of geographical proximity measures between private sector and public research organizations (PRO). We use patent grants as dependent variable in order to measure firm-level innovation output. Empirical results provide evidence for distinct effect of network degree centrality. Distinct effect of firm’s geographical co-location to laser-related public research organization promotes patenting activity. Results on combined network and co-location effects confirms partially the existence of in-terdependent proximity effects, even though a closer look at these effects reveals some ambiguous but quite interesting findings.

Cooperation Patterns of Incubator Firms and the Impact of Incubator Specialization: Empirical Evidence from Germany

Abstract
The article examines cooperation patterns of 150 firms located in German business incubators (BIs). More specifically, this study distinguishes between networking within the tenant portfolio and the academic-industry linkages of the tenant firms. We further contribute to the relevant literature by explicitly considering differences in cooperation patterns between firms located on diversified and specialized incubator facilities. Empirical results do not support the common assumption that specialized incubation strategies increase the effectiveness of incubator-internal networking compared to diversified BIs. Also, incubator specialization is not superior to diversified incubators with respect to the promotion of linkages of their tenants with academic institutions. For academic linkages, industry effects matter more than incubator characteristics.

In many regions with development problems, which had – in the past – been the domain of traditional industries, policymakers are trying today to stimulate entrepreneurial activities in knowledge-intensive and creative industries. The question is whether this strategy could really be successful. This paper reports on a case-study for the region of Halle an der Saale, which is located in the state of Saxony-Anhalt (East Germany), where the strategy of policymakers has recently been the attempt to support firms from Media Industry (“MI”).

Abstract
Als eine der Schwächen der ostdeutschen Wirtschaftsstruktur erweist sich der relative Mangel an Führungsfunktionen und Headquartern sowie damit einhergehende vergleichsweise geringe Forschungs- und Entwicklungsanstrengungen der Betriebe. In der Entstehung neuer Industriezweige liegt die Chance, dieser Schwäche zu begegnen.
Vor diesem Hintergrund untersucht der vorliegende Beitrag die Entstehung und Entwicklung der Photovoltaik-Industrie in Ostdeutschland. Diese ist infolge öffentlicher Förderung seit geraumer Zeit durch starkes Produktions- und Umsatzwachstum gekennzeichnet. Dabei haben die ostdeutschen Regionen bisher überproportional vom Wachstum des Sektors profitiert. Im Jahr 2008 waren in den Neuen Bundesländern etwa 14 000 direkte Industriebeschäftigte in diesem Sektor tätig.
Ausgehend von einem Phasenmodell industrieller Entwicklung, dem Window-of-Locational-Opportunity-Konzept (WLO) von Storper und Walker, wird die bisherige Entwicklung der Branche in Ostdeutschland von 1996 bis zum Jahr 2008 dargestellt. Dabei wird gezeigt, dass sich trotz anhaltender Wachstums- und Neugründungsprozesse innerhalb der Photovoltaik-Industrie eine Konzentration auf einige bestimmte Standorte, verbunden mit dem Prozess der Etablierung industrieller Cluster, abzeichnet. Infolge des Clusterungsprozesses haben sich mit den Regionen Bitterfeld-Wolfen, Dresden/Freiberg, Erfurt/Arnstadt sowie Frankfurt (Oder) und Berlin einige führende Standorte in Ostdeutschland entwickelt, die jeweils durch spezifische Stärken und Schwächen gekennzeichnet sind.

Abstract
Die deutsche Photovoltaik-Industrie ist seit der Einführung des Erneuerbare-Energien-Gesetzes (EEG) im Jahr 2000 durch starkes Wachstum gekennzeichnet. Die im EEG enthaltene Festlegung garantierter Einspeisevergütungen führte zu enormen Nachfragesteigerungen, die den Ausbau der Produktionskapazität an Solaranlagen stets überstiegen. Die resultierende Knappheit von Solaranlagen schuf einen attraktiven Markt für Unternehmen − Markteintritte, Beschäftigungswachstum und umfangreiche Investitionen in den Ausbau der Produktionskapazitäten wurden ermöglicht. Dieser Trend setzt sich bis heute fort und führt zur positiven aktuellen Einschätzung der Geschäftssituation der Photovoltaik-Industrie − hier am Beispiel der Installateure.

Abstract

This article examines the strategy of supporting the sector of Media Industry (´MI´) by policy makers in the region of Halle in East Germany, where a strong de-industrialization has taken place after the German reunification. Stimulated by the policy makers’ support measures, there actually was a remarkable development of MI. However, the number of MI firms and their employees did not further increase in recent years, after having reached a certain level. This illustrates the limits of political measures for turning a city’s path of industrial development voluntarily.

Abstract
Innovation processes are characterized by a pronounced division of labor between actors. Two types of externality may arise from such interactions. On the one hand, a close location of actors affiliated to the same industry may stimulate innovation (MAR externalities). On the other hand, new ideas may be born by the exchange of heterogeneous and complementary knowledge between actors, which belong to different industries (Jacobs’ externalities). We test the impact of both MAR as well as Jacobs’ externalities on innovative performance at the regional level. The results suggest an inverted u-shaped relationship between regional specialization in certain industries and innovative performance. Further key determinants of the regional innovative performance are private sector R&D and university-industry collaboration.

Foreign Subsidiaries in the East German Innovation System – Evidence from Manufacturing Industries

Abstract
This paper analyses the extent of technological capability of foreign subsidiaries located in East Germany, and looks at the determinants of foreign subsidiaries’ technological sourcing behaviour. The theory of international production underlines the importance of strategic and regional level variables. However, existing empirical approaches omit by and large regional level factors. We employ survey evidence from the “FDI micro data- base” of the IWH, that was only recently made available, to conduct our analyses. We find that foreign subsidiaries are above average technologically active in comparison to the whole East German manufacturing. This can be partially explained by the industrial structure of foreign direct investment. However, only a limited share of foreign subsidiaries with R&D and/or innovation activity source technological knowledge from the East German innovation system. If a subsidiary follows a competence augmenting strategy or does local trade, it is more likely to source technological knowledge locally. The endowment of a region with human capital and a scientific infrastructure has a positive effect too. The findings suggest that foreign subsidiaries in East Germany are only partially linked with the regional innovation system. Policy implications are discussed.
