Abstract
Die Zukunft der ostdeutschen Wirtschaft hängt davon ab, daß der vorhandene Unternehmensbestand stabilisiert wird, d.h. entscheidend an Wettbewerbskraft hinzugewinnt. Die vorliegende Studie über Management-Buy-Outs (MBOs) untersucht einen wichtigen Teil des ostdeutschen Unternehmensbestands. Die MBOs wurden im Zuge des Privatisierungsprozesses vielfach als „aufbaupolitische Hoffnungsträger“ angesehen, sollte sich mit ihnen doch ein eigenständiger unternehmerischer Mittelstand in den neuen Bundesländern verankern. Angesichts dieser Bedeutung hat die Bundesanstalt für vereinigungsbedingte Sonderaufgaben (BvS) das Institut für Wirtschaftsforschung Halle (IWH) im Sommer 1995 mit einer umfassenden Untersuchung der MBOs betraut.

Abstract
Die Reform des Gemeindesteuersystems steht bereits seit Jahren auf der politischen Tagesordnung. Mittlerweile haben sich die kontroversen Positionen zwischen Bundesgesetzgeber, Wirtschaft und Kommunen deutlich angenähert. Die weit fortgeschrittene Aushöhlung der Gewerbesteuer und die zunehmende Delegation von ausgabenintensiven Aufgaben auf die lokale Ebene haben die Verhandlungsposition der Städte und Gemeinden geschwächt. Für viele Kämmerer dominiert das fiskalische Deckungsziel, so daß man auch Reformmodelle zu akzeptieren bereit ist, die man lange und mit Gründen abgelehnt hat.

Abstract
Seit sechs Jahren befindet sich die sachsen-anhaltinische Wirtschaft in einem umfassenden Wandlungsprozeß. Der Transformationsschock im Übergang von der Plan- zur Marktwirtschaft ist mittlerweile überwunden. Der Wendepunkt von der Abwärts- in die Aufwärtsentwicklung kann als überschritten gelten. Gleichwohl kommt die Integration in die arbeitsteilige Weltwirtschaft nur in kleinen Schritten voran. Der anhaltend große Problemdruck wird durch die geringe Wirtschaftskraft, das noch unter dem früheren Niveau liegende Produktionsvolumen im Verarbeitenden Gewerbe und die hohe Arbeitslosigkeit belegt. In den für diesen Prozeß zentralen, exportorientierten Branchen, z.B. dem Maschinenbau, hat sich noch keine Trendwende zum Positiven vollzogen. Hingegen lassen Wirtschaftszweige mit einem eher regional begrenzten Absatzradius viele erfolgversprechende Ansätze erkennen - ungeachtet der konjunkturellen Belastungssituation.

Abstract
Mit der Einführung der Marktwirtschaft und dem Beitritt zur Bundesrepublik hat in Ostdeutschland ein Strukturumbruch eingesetzt, der nahezu alle Teile von Wirtschaft und Gesellschaft erfaßte. Der Aufbau einer modernen Wirtschaft ist seither gut vorangekommen. Dennoch liegt die wirtschaftliche Leistungskraft der ostdeutschen Bundesländer noch weit hinter der Westdeutschlands zurück, und wenig spricht dafür, daß sich dies bald ändern könnte. Wie weit das Ziel der „Angleichung der Lebensverhältnisse“ noch entfernt ist, wird daran ersichtlich, daß die gesamtwirtschaftliche Wertschöpfung je Erwerbstätigen in Ostdeutschland im Jahre 1996 erst 56 vH des westdeutschen Niveaus erreichte. Im Vergleich zum Jahre 1991 hat sich diese Lücke zwar bereits erheblich reduziert – damals lag die Produktivität erst bei 30 vH des westdeutschen Wertes –, es wird jedoch deutlich, daß, gemessen an den zwischen den westdeutschen Bundesländern tolerierten Unterschieden in der Wirtschaftskraft, noch viel zu tun bleibt. Zur Verkleinerung der Produktivitätslücke zwischen alten und neuen Bundesländern sind in Ostdeutschland Produktivitätssteigerungen nötig, die deutlich über jenen in Westdeutschland liegen müssen. Tatsächlich aber hat sich der Produktivitätsfortschritt in Ostdeutschland im Laufe der letzten Jahre stark verlangsamt, und jüngste Konjunkturprognosen deuten sogar darauf hin, daß der Aufholprozeß Ostdeutschlands im Jahre 1997 gänzlich zum Erliegen kommen könnte. Dies gibt Anlaß, Wachstum und Strukturwandel in den neuen Ländern zu analysieren und zu fragen, wo die Gründe für den fortbestehenden Entwicklungsrückstand Ostdeutschlands liegen.

Abstract
Anfang Dezember 1996 hat das Institut für Wirtschaftsforschung Halle eine Konferenz mit dem Thema „Äußere und innere Integration der deutschen Wirtschaft“ veranstaltet, deren überarbeitete Beiträge in dem vorliegenden Band veröffentlicht werden. Das Ziel der Tagung bestand darin, den aktuellen Diskussionsstand um die Rolle der Globalisierung für den Wirtschaftsstandort Deutschland zu reflektieren. Deutschland ist in diesem Zusammenhang einer doppelten Herausforderung ausgesetzt. Zum einen ist die äußere Integration zu meistern, die sich auf den Prozeß der Standortentwicklung im Zuge einer fortschreitenden weltwirtschaftlichen Verflechtung bezieht. Nicht minder schwer wiegt zum anderen die durch die Wiedervereinigung hervorgerufene Aufgabe der inneren Integration. Beide Komplexe sind nicht isoliert voneinander zu betrachten, sondern stehen in einem wechselseitigen Abhängigkeitsverhältnis. Problematisch ist einerseits vor allem, daß die Transformationskosten zu einer zusätzlichen Belastung der allgemeinen Arbeitskosten geführt haben, was zweifellos eine Beeinträchtigung der internationalen Wettbewerbsfähigkeit nach sich zieht. Andererseits leistet die innere Integration durch den forcierten Aufbau eines hochmodernen Kapitalstocks in Ostdeutschland einen wichtigen Beitrag zur Beschleunigung der äußeren Integration.

Abstract
In der öffentlichen Debatte über die wirtschaftliche Lage in Ostdeutschland wird häufig mit Vereinfachungen operiert, die der tatsächlichen Situation in den neuen Ländern nur unzureichend gerecht werden. Ein Beispiel hierfür ist die Diskussion um die Transferleistungen für Ostdeutschland, die häufig undifferenziert als „Sonderleistungen“ des Westens für den Osten betrachtet werden. Ein anderes Beispiel ist die Verwendung von Durchschnittswerten zur Beurteilung der Produktivitätssituation ostdeutscher Unternehmen, die die enorme Streuung zwischen verschiedenen Unternehmenstypen nicht berücksichtigt. Um zu einer Versachlichung der Diskussion beizutragen, ist das Institut für Wirtschaftsforschung Halle vom Ministerium für Wirtschaft, Technologie und Europaangelegenheiten des Landes Sachsen-Anhalt beauftragt worden, einige besonders häufig zu Mißverständnissen Anlaß gebende Fragestellungen genauer zu untersuchen.

Abstract
In der Studie werden die Entwicklung und Bestimmungsgründe kommunaler Investitionshaushalte in den neuen Ländern untersucht. Angebotsbezogene ökonometrische Schätzungen zeigen, dass kommunale Infrastrukturinvestitionen die Produktivität der ostdeutschen Unternehmen positiv beeinflusst haben. Simulationen mit einem Input-Output-Modell weisen zudem positive Nachfrageeffekte für Produktion und Beschäfti-gung aus, deren Dauerhaftigkeit aber vorsichtig zu bewerten ist. Auf der Basis von Be-fragungen und weitergehender Analysen werden aktuelle Infrastrukturdefizite aufge-zeigt sowie Empfehlungen für die künftige Infrastrukturpolitik unterbreitet.

Abstract
Die vorliegende Arbeit stellt den Abschlußbericht zu einem Forschungsvorhaben dar, das im Rahmen der sektoralen Strukturberichterstattung im Auftrag des Bundesministers für Wirtschaft erstellt wurde. Im Vordergrund dieses Berichts stehen dabei die Wirkungen der Subventionszahlungen, die ostdeutschen Unternehmen gewährt wurden, sowie die Maßnahmen zum Aufbau der Infrastruktur in den neuen Ländern. Nur am Rande werden Fragen nach der Stabilität der wirtschaftlichen Entwicklung in Ostdeutschland behandelt; diese wurden in einem bereits zu Beginn dieses Jahres vorgelegten Teilbericht dieses Forschungsvorhabens näher untersucht.

Abstract
Deutschland wird aufgrund seiner geographischen Lage ein Standortvorteil gegenüber anderen EU-Ländern, insbesondere den west- und südwesteuropäischen Mitgliedern, nachgesagt, falls es zu einer Ost-Erweiterung der EU käme. Zieht ein Land aber stärker als andere Mitgliedsländer ökonomische Vorteile aus einer Ost-Erweiterung, so wird sich zwangsläufig auch seine politische Position in der Gemeinschaft verbessern. Diese Furcht könnte neben der Gefährdung sensibler Industrien der Gemeinschaft und hohen Transfers aus EU-Fonds ein Motiv für den Widerstand einiger Mitgliedsländer gegen eine Ost-Erweiterung der EU sein. Die These eines deutschen Standortvorteils wird auf den ersten Blick durch die Entwicklung des Außenhandels der früheren RGW-Länder gestützt. Danach ist Deutschland zum wichtigsten Partner aufgestiegen. 1992 entfielen 27 vH der Exporte der mittel- und osteuropäischen Reformländer auf Deutschland, nach nur 13 vH im Jahre 1989. Bei den Importen waren es 22 vH gegenüber 16 vH (Tabelle 1). Dies hat weniger mit Handelserleichterungen seitens der EU zunächst in Form von Handels- und Kooperationsabkommen und später (ab 1.3.1992) von den sog. Interimsabkommen zu tun, sondern mit der ReOrientierung dieser Länder auf ihre natürlichen Handelspartner nach der Auflösung des RGW.

Abstract
Seit den siebziger Jahren ist die Nachfrage nach Umweltschutzgütern in den westlichen Industrieländern kräftig gestiegen. Umweltschutzgüter dienen der Erfassung, Vorbeugung, Vermeidung und Verminderung von Umweltbelastungen oder tragen zur Schonung der natürlichen Ressourcen bei (z.B. Abwasserbehandlungsanlagen oder Filter zur Abgasreinigung). Vor allem in Westdeutschland haben sich immer mehr Unternehmen der „klassischen" Industriezweige auf die Produktion derartiger Güter spezialisiert. Eine kontinuierliche Beobachtung des Marktes für Umweltschutzgüter anhand amtlicher Statistiken ist allerdings pro blematisch, da es sich bei der „Umweltschutzindustrie" um eine Querschnittsbranche handelt, die sich vom Maschinenbau bis zum Baugewerbe über sehr unterschiedliche Wirtschaftszweige erstreckt.
