Abstract
The Volume XIV analyses the “New Growth and Poverty Alleviation Strategies for Africa“. Institutional issues and perspectives in designing new growth and poverty alleviation strategies are considered in various case studies (Cote d'Ivoire, Nigeria, Botswana and Tanzania). Other studies deal with institutional problems of resource-rich countries after conflict (Sudan) and with the institutions to enhance environmental protection parallel to economic growth and poverty reduction (Niger). Further studies deal with institutions to bridge the gap between formal and informal entrepreneurial sectors in Kenya and Tanzania. Local issues and perspectives for designing new growth and poverty alleviation strategies are considered in case studies on rural-urban development gaps in Tanzania and on microfinance as an instrument for new growth and poverty alleviation strategies (Tanzania and Eritrea). A study on small farmers in Ghana provides information on the role they can play in value chains. Two studies on Nigeria highlight the local and the sub-regional health and poverty alleviation programmes and the relation to growth. Book reviews and book notes on the theme are part of the volume. This volume builds the foundation for a comprehensive strategy of policy reforms in Africa so as to integrate new growth and poverty alleviation strategies. Complementary to Volume XIV is Volume XIII on “New Growth and Poverty Alleviation Strategies for Africa - Interational and Regional Perspectives“. Both volumes are of importance for all those who work in African countries as officials, executives, managers, researchers, and policy-makers, but also for all those who actively support Africa's development concerns at the international, regional, country, local, and project levels. They will experience this Volume XIV and also the complementary Volume XIII as indispensable sources of insight, reference, and inspiration.

Abstract
Die vorliegende empirische Untersuchung analysiert unter Verwendung der IWH-FDI-Mikrodatenbank das Potenzial für positive externe technologische Effekte bei einheimischen Zulieferunternehmen unter Berücksichtigung firmenspezifischer Merkmale ausländischer Investoren in ausgewählten mittel- und osteuropäischen Staaten sowie in Ostdeutschland. Die Analyse zeigt, dass nur knapp die Hälfte aller ausländischen Tochtergesellschaften davon ausgeht, eine hohe Bedeutung für technologische Aktivitäten in einheimischen Zulieferunternehmen zu besitzen. Dabei ist das Potenzial für externe technologische Effekte in Mittel- und Osteuropa höher als in Ostdeutschland. Dieses Ergebnis kann darin begründet liegen, dass die einheimischen Zulieferer in Ostdeutschland bereits auf einem im Vergleich zu Mittel- und Osteuropa technologisch deutlich höheren Niveau produzieren. Analysiert man das Potenzial für externe technologische Effekte ausländischer Investoren in Abhängigkeit vom Anteil ihrer einheimischen Zulieferungen, so zeigt sich, dass diese allein genommen nur bis zu einem bestimmten Punkt positiv wirken. Hingegen stellt sich heraus, dass ausländische Tochtergesellschaften, die innovativ sind, konzernintern und -extern technologisch kooperieren, Entscheidungsbefugnis in Forschungsfragen besitzen und durch Akquisitionen entstanden sind, die besten Voraussetzungen für das Entstehen positiver externer Effekte bieten. Der Anteil der ausländischen Beteiligung sowie die Dauer der Präsenz am jeweiligen Standort haben hingegen keinen statistisch signifikanten Einfluss. Die Wirtschaftspolitik sollte daher nicht nur auf die Ansiedlung beschäftigungsintensiver ausländischer Investoren abzielen, sondern weiterhin verstärkt deren technologische Leistungsfähigkeit und regionale Integration fördern.

Beyond Incubation: An Analysis of Firm Survival and Exit Dynamics in the Post-graduation Period

Abstract
With regard to the survival rates of business incubator (BI) firms, the literature mainly presents findings of failure rates only during the incubation period. Little is known about the survival or exit dynamics of firms after leaving the incubator facilities. The study approaches this research question by examining the survival of 352 firms from five German BIs after their graduation. The findings suggest that graduation causes an immediate negative effect on survivability that lasts up to three years after leaving the incubators. Furthermore, heterogeneous patterns of post-graduation exit dynamics between the BIs were observed. It was also found that performance during the incubation period is an indicator of the propensity of business closure after graduation. This study offers valuable insights and implications for all stakeholders of BI-initiatives.

Abstract
20 Jahre nach der „friedlichen Revolution“ und dem darauffolgenden Herstellen der staatlichen Einheit Deutschlands legt das IWH erneut eine Dokumentation der gesellschaftlichen, vor allen Dingen der wirtschaftlichen Entwicklung vor. Ziel ist es, anhand von Zahlen, Schaubildern und Tabellen mit entsprechenden Erklärungen die Vielschichtigkeit des Wandels der Neuen Länder aufzuzeigen. Damit fällt auch die Bewertung differenziert aus: Es gibt eine weitgehend modernisierte Infrastruktur, das erste, was an „blühende Landschaften“ erinnern mag. Einige Unternehmen und Standorte konnten sich mit großem wirtschaftlichen Erfolg die Weltmarktführerschaft in wesentlichen Technologien sichern. Aber es gibt auch einen massiven Bevölkerungsverlust, sich entleerende Gebiete. Manche Städte und erhebliche Teile des ländlichen Raums suchen eine neue Aufgabe in der nationalen und internationalen Arbeitsteilung.

Es wird überprüft, welches Qualitätsprofil die am Standort Berlin konzentrierten Wissenschaftseinrichtungen aufweisen und welche strategischen Schritte die Berliner Wissenschaftspolitik zugunsten einer Schärfung des wissenschaftlichen Profils der Wissenschaftseinrichtungen am Standort unternommen hat.

Abstract
Considerable public resources are devoted to the establishment and operation of business incubators (BIs), which are seen as catalysts for the promotion of entrepreneurship, innovation activities and regional development. Despite the vast amount of research that focused on the effectiveness of incubator initiatives and how to measure incubator performance, there is still a lack of understanding of how to determine incubators that are more effective than others. Based on data from 410 graduate firms, the present article concentrates on this crucial question and compares the long-term effectiveness of five BIs in Germany by applying the multi-criteria outranking technique PROMETHEE. In particular, we investigate whether PROMETHEE is a well suited methodological approach for the evaluation and comparisons in the specific context of business incubation.

Great Moderation at the Firm Level? Unconditional vs. Conditional Output Volatility

Abstract
We test whether there has been a “Great Moderation“ of output volatility at the firm level. The multifactor residual model proposed by Pesaran (2006) is used to isolate the idiosyncratic component of firms' sales growth from macroeconomic developments. This methodology is applied to a balanced panel of about 1,200 German firms covering a 35-year period (1971-2005). Our research has three main findings. First, unconditional firm-level volatility and aggregate output volatility have seen similar downward trends. Second, conditional, idiosyncratic firm-level volatility does not exhibit a downward trend. Third, there is a positive link between growth and volatility at the firm level.

Abstract
Innovationsprozesse sind in der Regel komplex, risikobehaftet und erfordern eine Reihe von Inputs. Technologische Innovationen setzen typischerweise Forschung und Entwicklung sowie den Einsatz hochqualifizierten Personals voraus. Eine resultierende Erfindung bildet dann die Grundlage für ein Patent, das später in ein marktreifes Produkt, die eigentliche Innovation, münden kann. Einige der für den Innovationsprozess relevanten Faktoren lassen sich durch betriebliche Kennzahlen abbilden, wie beispielsweise die Ausgaben für Forschung und Entwicklung, die Anzahl der beschäftigten Hochqualifizierten sowie die Anzahl der Patentanmeldungen. Sie sind Indizien für die betriebliche Innovationskraft, können aber auch der Beschreibung des Innovationspotenzials von Regionen dienen. Die Interdependenz der für den Innovationsprozess ausschlaggebenden Größen legt nahe, die Kennzahlen in einer zusammenfassenden Größe – einem Innovationsindex – abzubilden.
Ostdeutsche Regionen zeigen hinsichtlich des ermittelten Innovationsindex im Betrachtungszeitraum 2002 bis 2006 zum Teil erhebliche Unterschiede. Die Momentaufnahme am aktuellen Rand (Gesamtindex) zeigt, dass auf der Ebene von Kreisen und kreisfreien Städten ein deutliches Nord-Süd-Gefälle existiert. Städte wie Jena und Dresden belegen Spitzenplätze. Der Blick auf die Entwicklung des Innovationspotenzials (Teilindex Dynamik) im Betrachtungszeitraum offenbart jedoch, dass auch einige eher ländlich geprägte Regionen sehr gut abschneiden, darunter beispielsweise Bernburg, Stollberg, Hoyerswerda, Dahme-Spreewald, Wernigerode und Bad Doberan. Das liegt zum Teil an ihrer Funktion als „Kragenkreise“ im innovativen Dunstkreis von Oberzentren, zum Teil aber auch am niedrigen Ausgangsniveau.

Abstract
The rising attention of politicians as well as scientists in the EU to the large urban agglomerations as centres of economic growth is accompanied by political efforts to identify and to demarcate such agglomerations under the label ‘metropolitan regions’. This study develops a theoretical framework broaching the issue of cooperation between municipalities from the perspective of regional economics as well as political science. The framework is applied to the empirical case of the polycentric metropolitan region ‘Saxony Triangle’ in East Germany. The results show that various intervening factors prevent intense cooperation between the actors in the region. Policy implications and con-
clusions for future research are discussed.

Abstract
Am 11. November 2008 fand am Institut für Wirtschaftsforschung Halle (IWH) zum zweiten Mal ein innovationspolitischer Workshop statt, diesmal zum Thema „Globalisierung von Forschung und Entwicklung – der Technologiestandort Deutschland“. Die Veranstaltung bildete zugleich einen Bestandteil des vom IWH koordinierten EU-Projekts U-Know („Understanding the Relationship between Knowledge and Competitiveness in the Enlarging EU“), das sich mit einer Reihe innovationsökonomischer Forschungsthemen beschäftigt. Der Workshop hatte zum Ziel, das Thema Globalisierung von Forschung und Entwicklung aus wissenschaftlicher, unternehmerischer und innovationspolitischer Perspektive zu beleuchten und die Position Deutschlands im internationalen Technologiewettbewerb zu diskutieren.
