Technology Clubs, R&D and Growth Patterns: Evidence from EU Manufacturing

Abstract
This paper investigates the forces driving output change in a panel of EU manufacturing industries. A flexible modeling strategy is adopted that accounts for: (i) inefficient use of resources and (ii) differences in the production technology across industries. With our model we are able to identify technical, efficiency, and input growth for endogenously determined technology clubs. Technology club membership is modeled as a function of R&D intensity. This framework allows us to explore the components of output growth in each club, technology spillovers and catch-up issues across industries and countries.

Is East Germany Catching Up? A Time Series Perspective

Abstract
This paper assesses whether the economy of East Germany is catching up with the
West German region in terms of welfare. While the primary measure for convergence and catching up is per capita output, we also look at other macroeconomic indicators such as unemployment rates, wage rates, and production levels in the manufacturingsector. In contrast to existing studies of convergence between regions of reunified Germany, our approach is purely based upon the time series dimension and is thus directly focused on the catching up process in East Germany as a region. Our testing setup includes standard ADF unit root tests as well as unit root tests that endogenously allow for a break in the deterministic component of the process. In our analysis, we find evidence of catching up for East Germany for most of the indicators. However, convergence speed is slow, and thus it can be expected that the catching up process will take further decades until the regional gap is closed.

Abstract
Einen wesentlichen Teil der Wirtschaftsförderung in Ostdeutschland bildet die Förde-rung unternehmerischer Forschung und Entwicklung (FuE). Trotzdem bestehen noch zehn Jahre nach der Vereinigung erhebliche Defizite Ostdeutschlands für die Herstellung von Technologiegütern. Dies wirft die Frage auf, ob überhaupt eine spezielle För-derung von FuE-Aktivitäten sinnvoll ist oder aber, soweit dies der Fall ist, die derzeit ergriffenen Maßnahmen nicht wirksam und daher durch andere zu ersetzen sind. Hierzu zeigt sich, dass generell eine Technologiepolitik für Ostdeutschland durch das dortige Fehlen von Netzwerken begründbar ist; ohne eine dies kompensierende Förderung droht ein Fortbestand der schwachen Aktivität Ostdeutschlands in der Erstellung von Technologiegütern und damit entsprechende Einkommensnachteile. Ein Gutteil der für Ost-deutschland angewandten technologiepolitischen Instrumente ist jedoch nicht problemadäquat, da keine Beiträge zur Netzwerkbildung entstehen. Eine künftige ostdeutsche Technologiepolitik sollte dem Rechenschaft tragen, so insbesondere durch eine ver-stärkte Förderung von FuE-Infrastruktur, die die Bildung solcher Netzwerke erleichtert.

Spillover effects and R&D co-operations - The influence of market structure

Abstract
This paper examines empirically the role of market structure for the influence of spill-over effects on R&D-cooperations. The results of a microeconometric analysis, based on firm data on innovation, let in general presume that with intensified competition also the influence of spillovers on R&D-cooperation increases. However, competition seems to induce firms to search for effective firm-specific appropriation facilities first. Spillovers that are sufficiently high such that the internalisation effect from R&D-cooperation more than outweighs the competitive effect from research, only arise whenever firms are not able to protect their research results through any appropriation facility. Additionally, there is some evidence that spillover effects may even hinder firms from cooperating in R&D when there is intensive competition on the research stage.
