Abstract
In den vergangenen Tagen war vermehrt zu hören, dass die Wirtschaftskrise in Deutschland bewältigt sei. Dieser Optimismus scheint verfrüht. Zwar lassen die unmittelbaren Krisensymptome nach; es drohen zum Beispiel in Deutschland keine Insolvenzen systemrelevanter Banken mehr. Doch die Lage ist nach wie vor ernst. Das Bruttoinlandsprodukt geht im Jahr 2009 um 5% zurück. Allein der Arbeitsmarkt erweist sich als erstaunlich robust. Betrachtet man das Arbeitsvolumen in Stunden, so stellt man zwar einen drastischen Rückgang fest; die Anzahl der Beschäftigten ist allerdings vergleichsweise hoch geblieben und die Arbeitslosigkeit entsprechend niedrig. Wird die Krise am Arbeitsmarkt vorbeigehen? Wahrscheinlich nicht. Auch wenn die Unternehmen durch die Ausweitung der Kurzarbeitsregelung stark entlastet werden, wird der Beschäftigtenstand an das niedrigere Produktionsniveau angepasst werden müssen.

Deutsche Exporte: Leichter Ausfuhrüberschuss an Humankapital
Mit dem Güterexport aus Deutschland wird ein wachsender Anteil an Arbeit in Handelspartnerländer ausgeführt, die von Beschäftigten mit mittlerer oder hoher Qualifikation geleistet wird. Dieser Anteil übertrifft zwar nur leicht die Qualifikationsintensität, mit der die von Deutschland importierten Güter ihrerseits hergestellt werden, doch dieser so genannte Ausfuhrüberschuss an formaler Qualifikation ist bei absoluter Betrachtung umso größer, je mehr Güter exportiert als importiert werden. Eine Studie des Instituts für Wirtschaftsforschung Halle (IWH), die am Mittwoch veröffentlicht wird, geht dem Wandel des Produktionsfaktors Arbeit bei der Entstehung von Exportgütern nach und vergleicht diesen mit der Importseite.

Opel-Schließung in Eisenach gefährdet 22 000 Arbeitsplätze in Deutschland
Die Schließung des Opel-Werks in Eisenach hätte Steuerausfälle von rund 382 Mio. Euro und eine bundesweite Entlassungswelle zur Folge. Insgesamt würden rund 22 000 Menschen in Deutschland ihre Arbeit verlieren. Das geht aus Berechnungen des Instituts für Wirtschaftsforschung Halle (IWH) hervor.

Produktivität – Alters- vs. Erfahrungseffekte

Abstract
Angesichts der sich abzeichnenden Alterung der Erwerbsfähigen in Deutschland sowie der unzureichenden Arbeitsmarktchancen Älterer stellt sich die Frage, welchen Einfluss das Lebensalter, aber auch die akkumulierte Erfahrung auf die Produktivität von Beschäftigten ausübt. Kognitionswissenschaftliche Ansätze sprechen für negative Alterseffekte, welche durch die mit dem Alter verbundenen Erfahrungsgewinne – zumindest teilweise – kompensiert werden können. Zur Überprüfung dieser These wird der Linked-Employer-Employee-Datensatz des Instituts für Arbeitsmarkt- und Berufsforschung (LIAB) herangezogen. Auf der Basis einer betrieblichen Produktionsfunktion wird mittels regressionsanalytischer Methoden getestet, ob und wie sich Alter und Erfahrung der Beschäftigten eines Betriebs auf dessen Produktivität auswirken. Die Analyse beschränkt sich auf das Verarbeitende Gewerbe, es wird zwischen Lowtech- und Hightech-Sektor unterschieden.
Die realisierten Schätzungen für den Zeitraum von 2000 bis 2003 liefern klare Belege für einen umgekehrt u-förmigen Alters-Produktivitäts-Verlauf. Die mittlere Gruppe der 30- bis 50-Jährigen erbringt den höchsten, die Gruppe der über 50-Jährigen den geringsten Produktivitätsbeitrag. Erfahrungsakkumulation fördert die Leistung, indes zeigt sich, dass dieser Effekt zu schwach ist, um die negativen Alterseffekte zu kompensieren.

Out-migration and Regional Convergence

Abstract
Seit 1989 haben netto über 1,8 Millionen Menschen Ostdeutschland den Rücken gekehrt. In diesem Kontext stellt sich die Frage, welcher Zusammenhang zwischen der Binnenmigration – ökonomisch betrachtet der Humankapitalmobilität – und dem regionalen Wachstum besteht. Aus theoretischer Sicht sprechen Gründe sowohl für als auch gegen eine konvergenzfördernde Wirkung von Migration. Insbesondere bei starker Positivselektion der Migranten sollten die Wanderungsbewegungen eher gegen eine Angleichung der Wirtschaftskraft von Regionen wirken.
Im vorliegenden Beitrag wird die Frage, wie Migration und Konvergenz, verstanden als Angleichung der Arbeitsproduktivität, zusammenhängen, auf regionaler Ebene für Deutschland im Zeitraum von 1995 bis 2006 empirisch analysiert. Der methodische Ansatz folgt dem Konzept der Beta-
Konvergenz, geschätzt wird ein Querschnittsmodell auf Basis von Kreisdaten, die auf dieser Ebene vorliegende räumliche Korrelation wird im Modell berücksichtigt.
Im Ergebnis zeigt sich zunächst ein signifikanter Konvergenzprozess auf regionaler Ebene; die ostdeutschen Regionen holen dabei besonders schnell auf. Hinsichtlich der Wirkung von Migration auf regionale Konvergenz finden sich gegenläufige Tendenzen. Die Abwanderung aus armen Regionen wird zwar einerseits begleitet von einem hohen Produktivitätswachstum, die komplementäre Zuwanderung in reiche Regionen geht dort andererseits ebenso mit höherem Wachstum einher. Insofern ist der Konvergenzeffekt der Migration unbestimmt, allerdings sprechen die Ergebnisse für einen wanderungsbedingten Effizienzgewinn auf volkswirtschaftlicher Ebene, wenn die Migration von schwächeren in stärkere Regionen fließt.

The Long Way to Convergence

Abstract
Nach fast 20 Jahren wirtschaftlicher Entwicklung im vereinten Deutschland ist der Rückstand der Neuen Bundesländer noch immer beträchtlich. Zwar wuchs die Wirtschaft nach der Vereinigungskrise in der ersten Hälfte der 90er Jahre – ausgehend von einem niedrigen Niveau – kräftig, danach ging der Wachstumsvorsprung jedoch weitgehend verloren.
Vor diesem Hintergrund stellt sich die Frage, wie der weitere Aufholprozess Ostdeutschlands zukünftig gestaltet sein wird. Ist zu erwarten, dass Ostdeutschland bezüglich des Wohlstandsniveaus zügig aufschließen wird, oder ist Ostdeutschland endgültig abgehängt und wird niemals das westdeutsche Niveau erreichen? Diese Fragestellung wird im Rahmen einer Konvergenzanalyse auf Ebene der Bundesländer und im direkten Ost-West-Vergleich anhand der Pro-Kopf-Produktion empirisch untersucht.
Auf Bundesländerebene kann für die Jahre 1995 bis 2008 eine durchschnittliche Konvergenzgeschwindigkeit von ungefähr 2% nachgewiesen werden. Demographische Effekte und die Migration von Ost nach West sind dabei wichtige Faktoren. In der aggregierten Betrachtung erscheint der Aufholprozess Ostdeutschlands noch schleppender zu verlaufen. Die Aufholgeschwindigkeit beträgt dabei ungefähr 1% jährlich.
Die Resultate der hier verwendeten empirischen Untersuchungen geben wenig Anlass zu Optimismus im Hinblick auf die baldige Angleichung der Pro-Kopf-Produktion zwischen Ost- und Westdeutschland. Insgesamt spricht die Datenlage zwar für die Konvergenz Ostdeutschlands relativ zum westdeutschen Wohlstandsniveau. Allerdings verläuft dieser Prozess sehr langsam – eine vollständige Angleichung kann somit erst in einigen Jahr-zehnten erwartet werden.

Abstract
Mit der Ölkrise in den 1970er Jahren rückten Wohnimmobilien erstmals in den Fokus einer Politik für mehr Energieeffizienz. Seinerzeit wurde die Diskussion in erster Linie vor dem Hintergrund der Ressourcenknappheit fossiler Brennstoffe geführt – aktuell sind es vor allem klimapolitische Überlegungen, die staatliche Anreize für mehr Energieeffizienz motivieren. Der zum Jahresbeginn 2009 verpflichtend eingeführte Energieausweis für Immobilien soll dabei einerseits mehr Markttransparenz herstellen und andererseits Energieeinsparpotenziale für Immobilieneigentümer aufzeigen. Ähnlich wie bei Energielabeln für Waschmaschinen oder Kühlschränke sollen Verbraucher ab sofort sowohl beim Kauf als auch bei der Anmietung von Wohnraum die energetischen Eigenschaften der betreffenden Objekte in ihren Entscheidungsprozess einbeziehen. Der erhoffte Nachfragedruck soll Investitionen stimulieren und insgesamt zu höherer Energieeffizienz führen.
Vernachlässigt wird bei diesen Ansätzen jedoch, dass Immobilien mit anderen Wirtschaftsgütern kaum verglichen werden können. So sind sie räumlich gebunden und in ihrer Struktur nur unter hohen Kosten veränderbar. Die Anreize, Immobilien energetisch aufzurüsten, sind demnach stark davon abhängig, wie sich dies für den Eigentümer, beispielsweise in einer höheren Kaltmiete, auszahlt. Die Möglichkeiten, eine höhere Miete tatsächlich durchzusetzen, sind dabei von den regionalen Marktstrukturen abhängig. Immobilieneigentümer optimieren daher ihre Investitionen entsprechend der regionalen Renditechancen. So ist zu vermuten, dass analog zu den verschiedenen Marktstrukturen auch die Energieeffizienz des Gebäudebestands eine große räumliche Heterogenität aufweist.
Unklarheit herrschte bisher darüber, welches Ausmaß die regionalen Unterschiede in der Energieeffizienz annehmen. Auf Grundlage von Verbrauchsdaten des Energiemessdienstleisters ista wird in diesem Artikel erstmalig der auf Raumordnungsregionen aggregierte ista-IWH-Energieeffizienzindex vorgestellt, der sowohl ein Ost-West- als auch ein Nord-Süd-Gefälle in der Energieeffizienz aufzeigt. Zugrunde liegen dafür Informationen zu rund 257 000 Mehrfamilienhäusern bzw. rund 2,6 Mio. Wohnungen. Dies stellt die für Deutschland bisher umfänglichste Untersuchung dar. Neben der Darstellung räumlicher Differenzen wird in diesem Artikel ebenfalls nach möglichen Gründen für die Unterschiede gesucht.

Finanzierung kommunaler Aufgaben: Ökonomische Prinzipien, moderne Herausforderungen und institutionelle Gestaltungsmöglichkeiten

Abstract
Die Publikation geht zunächst den allgemeinen Anforderungen nach, die aus ökonomischer Sicht an ein kommunales Einnahmensystem zu stellen sind. Hierbei wird auch auf Veränderungen in diesen Anforderungen eingegangen, die sich aus dem zunehmenden Standortwettbewerb sowie dem demographischen Wandel ergeben. Im Zentrum steht sodann die Frage, welche Einnahmenarten der Kommunen (Steuern, Gebühren, verschiedene Formen von Zuweisungen) wie ausgestaltet sein sollten, um den Anforderungen zu entsprechen. Im letzten Teil wird vor dem Hintergrund der großen Divergenz zwischen einem wünschenswerten und dem speziell in Deutschland derzeit realisierten Einnahmensystem der Kommunen gefragt, ob und inwieweit institutionelle Änderungen in diesem Bereich politisch möglich erscheinen.

Die Identifikation horizontaler und vertikaler industrieller Clusterstrukturen in Deutschland – Ein neues Verfahren und erste empirische Ergebnisse

Abstract
Folgt man der Überlegung, dass das Clusterkonzept für die regionale Wirtschaftspolitik Ansatzpunkte bildet, um Wirtschaftswachstum sowie Wettbewerbsfähigkeit von Regionen zu fördern, so setzt dies voraus, industrielle Cluster umfassend zu identifizieren. Bisherige Untersuchungen bedienen sich dazu einer methodischen Vielfalt, ausgehend von spezifischen regionalen Fallstudien über Input-Output-Methoden hin zu verschiedenen Konzentrationsmaßen. Der vorliegende Beitrag verwendet ein für die empirische Clusterforschung neues Instrument – die Qualitative Input-Output-Analyse. Ihr wohnt nach Ansicht der Autoren die Möglichkeit inne, in Verbindung mit Konzentrationsmaßen einen Beitrag zur flächendeckenden Identifikation industrieller Cluster zu liefern. Insbesondere erlaubt die vorgestellte Methodik die Zusammenführung des Tatbestandes einer kritischen Masse von Unternehmen mit dem Merkmal der Interaktion dieser über Input-Output-Beziehungen auch auf größeren regionalen Untersuchungsebenen. Wendet man die Methodik auf die deutschen Arbeitsmarktregionen an, so wird ersichtlich, dass 103 von 270 Arbeitsmarktregionen über Ansätze horizontaler Cluster verfügen, weitere 28 Regionen beherbergen vertikale industrielle Cluster. 139 Arbeitsmarktregionen weisen gemäß dem gewählten Untersuchungsdesign weder horizontale noch vertikale Cluster auf.

20 Jahre Deutsche Einheit: Die ostdeutsche Transformation im Spiegel wirtschaftlicher und sozialer Indikatoren
Das Institut für Wirtschaftsforschung Halle stellt 20 Jahre nach der “friedlichen Revolution“ am Montag, 7. September 2009, in Berlin im Rahmen einer Pressekonferenz das Datenkompendium „Ostdeutschlands Transformation seit 1990 im Spiegel wirtschaftlicher und sozialer Indikatoren“ vor. Damit legt das Wirtschaftsforschungsinstitut erneut eine Dokumentation der wirtschaftlichen und gesellschaftlichen Entwicklung im vereinten Deutschland vor.
