Einladung zur Pressekonferenz
Das Institut für Wirtschaftsforschung Halle (IWH) wird am Montag, 7. September 2009, in Berlin das Datenkompendium “Ostdeutschlands Transformation seit 1990 im Spiegel wirtschaftlicher und sozialer Indikatoren“ vorstellen. Das Wirtschaftsforschungsinstitut legt damit 20 Jahre nach der “friedlichen Revolution“ erneut eine Dokumentation der wirtschaftlichen und gesellschaftlichen Entwicklung im vereinten Deutschland vor.

Abstract
Deutschland befindet sich mitten in einer schweren Wirtschaftskrise. Auch wenn der Auslöser geographisch in weiter Ferne lag, hineingezogen wurde die ganze entwickelte Welt. Ein Ausweichen war ob der engen internationalen Verflechtung der Finanz- und der Gütermärkte nicht möglich. Dies galt für die Wirtschaft in den Alten wie Neuen Bundesländern. Für letztere stand sogar die Frage, ob der in den vergangenen zwei Jahrzehnten neu entstandene Unternehmenssektor in der Lage sein würde, die Last der Krise auszuhalten und nicht darunter zu zerbrechen. Tritt die in der vom IWH bei Ausbruch der Krise im vergangenen Jahr begründete und jüngst bestätigte Konjunkturprognose ein, so spricht einiges dafür, dass die Nachfrage- und Produktionseinbrüche nicht ganz so stark wie in den Alten Bundesländern ausfallen. Ist dies ein Grund zum Jubeln?

Abstract
Technologie- und Gründerzentren (TGZ) sind das weltweit meistgenutzte Instrument zur Unterstützung junger innovativer Unternehmen. Allein in Deutschland existieren über 400 dieser Einrichtungen. Nahezu jede größere Stadt verfügt über eines dieser Zentren. Ziel der TGZ ist es, durch spezifische Förderstrukturen nachhaltiges Wachstum und das langfristige Überleben von innovativen Jungunternehmen über die Förderdauer hinaus zu sichern. Doch können TGZ diese Aufgabe tatsächlich erfüllen? Um dieser Frage nachzugehen, ist es zwingend erforderlich, die vormals geförderten, aber bereits ausgezogenen Unternehmen einer umfassenden Analyse ihrer seit dem Wegfall der Förderung vollzogenen Entwicklung zu unterziehen. Bislang allerdings haben insbesondere eingeschränkte Datenverfügbarkeiten diesbezügliche Forschungsvorhaben weitgehend unterbunden. Die entscheidende Frage “Was passiert mit den Unternehmen nach Beendigung der Förderung?“ ist bislang kaum beantwortet!
Die empirischen Analysen des Verfassers konzentrieren sich dabei auf die Überlebensprozesse, die Wachstumsdynamik sowie die Einbindung in Netzwerkstrukturen ehemaliger Förderempfänger aus fünf TGZ in den Neuen Bundesländern. Insgesamt 410 vormals geförderte Unternehmen wurden identifiziert und deren Entwicklungspfade analysiert. Aufgrund der sehr detaillierten Datenbasis war es dabei erstmalig auch möglich, bereits geschlossene Unternehmen in den Analysen zu berücksichtigen. Es werden beispielsweise folgende Fragen beantwortet: Sind die Unternehmen mehrheitlich auch außerhalb der schützenden Umgebung der TGZ lebensfähig? Bewirkt der Wegfall der Förderung eine sofortige Gefährdung der Überlebensfähigkeit? Welche Beschäftigungswirkung entfalten die Unternehmen? Zeigen sich nach dem Auszug aus den TGZ Wachstumskrisen? Welche Elemente der Förderung wirken positiv auf den Unternehmenserfolg? Ist es gelungen, die geförderten Unternehmen in Netzwerke und Wertschöpfungsketten einzubinden? Sind die ausgezogenen Unternehmen standorttreu?
Aus den reichhaltigen empirischen Ergebnissen lässt sich eine Vielzahl an Implikationen für eine effektivere Ausgestaltung des Förderspektrums der TGZ ableiten. Vor allem werden Empfehlungen an politische Entscheidungsträger und weitere Interessensgruppen, welche sich mit der Errichtung und dem Betrieb von Technologie- und Gründerzentren – nicht nur in den Neuen Bundesländern – beschäftigen, gegeben.

Abstract
20 Jahre nach der „friedlichen Revolution“ und dem darauffolgenden Herstellen der staatlichen Einheit Deutschlands legt das IWH erneut eine Dokumentation der gesellschaftlichen, vor allen Dingen der wirtschaftlichen Entwicklung vor. Ziel ist es, anhand von Zahlen, Schaubildern und Tabellen mit entsprechenden Erklärungen die Vielschichtigkeit des Wandels der Neuen Länder aufzuzeigen. Damit fällt auch die Bewertung differenziert aus: Es gibt eine weitgehend modernisierte Infrastruktur, das erste, was an „blühende Landschaften“ erinnern mag. Einige Unternehmen und Standorte konnten sich mit großem wirtschaftlichen Erfolg die Weltmarktführerschaft in wesentlichen Technologien sichern. Aber es gibt auch einen massiven Bevölkerungsverlust, sich entleerende Gebiete. Manche Städte und erhebliche Teile des ländlichen Raums suchen eine neue Aufgabe in der nationalen und internationalen Arbeitsteilung.

Abstract
Im ersten Quartal dieses Jahres hat die weltweite Finanz- und Konjunkturkrise voll auf die ostdeutsche Wirtschaft durchgeschlagen. Das Bruttoinlandsprodukt ist gegenüber den Monaten Oktober bis Dezember 2008 mit 3,5% so kräftig gesunken wie noch nie seit Beginn der Berechnung des Konjunkturbarometers. Der Stand vor Jahresfrist wurde um 4,2% unterschritten (Deutschland: −6,7%). In den Monaten April bis Juni 2009 hat sich der Rückgang mit 1,1% abgeflacht. Die vorlaufenden konjunkturellen Indikatoren aus dem Produzierenden Gewerbe weisen für das dritte Quartal auf eine Stabilisierung der Produktion auf niedrigem Niveau hin. Der Produktionsverlust seit dem Höhepunkt der wirtschaftlichen Aktivität im Jahr 2008 bis zum Tiefpunkt 2009 würde damit saisonbereinigt 6% und in Ursprungswerten sogar 8% betragen.

Abstract
Die Finanzkrise lässt die Schuldenquote Deutschlands auf über 80% steigen. Der Staat überhebt sich ohne Rücksicht auf künftige Generationen. Unternehmen üben sich in Investitionszurückhaltung; staatlich unterstützte Kurzarbeit soll Unternehmen sozialverträglich stabilisieren und Nachfrage stützen. Banken fordern zweistellige Zinssätze bei Dispositionskrediten einerseits und sehen sich dem Vorwurf einer „Kreditklemme“ andererseits ausgesetzt – wo lassen sich risikoadäquate Zinsen am Markt durchsetzen?

Abstract
Trotz anfänglicher Skepsis hat sich der Euro in den ersten zehn Jahren nach seiner Einführung an den Devisenmärkten behauptet und gegenüber wichtigen Fremdwährungen deutlich an Wert gewonnen. Obgleich ein Großteil des Außenhandels der EWU-Mitgliedstaaten seit der Euro-Einführung keinem Wechselkursrisiko mehr unterliegt, birgt ein starker Euro für exportorientierte Länder wie Deutschland dennoch Gefahren.
Der vorliegende Beitrag untersucht die Auswirkungen von Wechselkursveränderungen auf die deutschen Exporte im Zeitverlauf. Die Analysen bestätigen, dass insbesondere die nominalen Wechselkurse an Einfluss verloren haben. Allerdings gilt dies nicht nur in Bezug auf den Gesamtexport, der allein durch die Verwirklichung der Währungsunion weniger anfällig gegenüber Wechselkursschwankungen geworden sein dürfte, sondern auch für die Warenlieferungen in Länder außerhalb des Euroraums. Ein zunehmender Ausgleich nominaler Wechselkursveränderungen durch Preisanpassungen findet zwar statt, kann aber sicherlich nicht als alleiniger Erklärungsansatz für die schwindende Wechselkursreagibilität der Ausfuhren dienen, sodass weitere Faktoren in Betracht zu ziehen sind.
So zeigt sich etwa, dass die Exporte auch auf Veränderungen der realen Wechselkurse und damit der internationalen Preisrelationen immer weniger reagieren. Stattdessen werden die Ausfuhren zunehmend durch die konjunkturelle Entwicklung in den Handelspartnerländern determiniert. In diesem Zusammenhang konnte Deutschland aufgrund seiner geographischen Lage sicherlich stärker als andere Länder von der kräftigen Nachfrageausweitung der mittel- und osteuropäischen Staaten profitieren, die die Euro-Aufwertung überlagert hat. Zudem haben die Kursgewinne des Euro den deutschen Exportgüterproduzenten auch wegen des auf Investitions- und qualitativ hochwertige Industriegüter ausgerichteten Warenangebots kaum geschadet.

Ende der 'Gemischtwarenläden': Spezialisierung von Technologie- und Gründerzentren als Option kommunaler Wirtschaftsförderung

Abstract
Im Kontext einer Unternehmens- und Existenzgründerförderung auf kommunaler Ebene in Deutschland lässt sich seit Ende des 20. Jahrhunderts ein expliziter Trend zur Errichtung einer neuen Art von Technologie- und Gründerzentren (TGZ) erkennen. In zunehmender Anzahl werden Zentren errichtet, die ihre Förderstrukturen auf eine einzige oder auf wenige komplementäre Branchen bzw. Technologien ausrichten. Mittlerweile kann jedes fünfte in Betrieb stehende TGZ in Deutschland als spezialisiert bezeichnet werden. Trotz steigender Bedeutung dieser spezifischen Maßnahme städtischer Wirtschaftsförderung existieren noch keine verlässlichen Analysen, welche Bedingungen gegeben sein sollten und welche Besonderheiten zu beachten sind, damit spezialisierte Zentrenkonzepte überhaupt langfristig erfolgreich operieren können. Im Rahmen dieses Beitrags wird nun erstmalig dieser Forschungsfrage nachgegangen. Basierend auf den theoretischen Schlüsselprinzipien und -elementen einer Unternehmensförderung durch TGZ sowie bisherigen empirischen Ergebnissen zur Auswirkung einer Spezialisierung diskutiert der vorliegende Beitrag die besonderen Anforderungen an die regionale Wirtschaftsstruktur sowie an die Betreiber dieser Einrichtungen selbst. In diesem Kontext werden insbesondere die Chancen aufgezeigt, die sich gegenüber eher traditionell diversifizierten Zentrenkonzepten zeigen können. Ebenso wird die Entwicklung und regionale Verteilung dieses Konzeptes in Deutschland analysiert.

Abstract
Die Weltwirtschaft befindet sich im Frühjahr 2009 in der tiefsten Rezession seit der Großen Depression. Der Abschwung verschärfte sich im Herbst zu einem regelrechten Einbruch, der rasch nahezu alle Länder der Welt erfasste. Auch umfangreiche staatliche Programme zur Stützung des Finanzsektors und zur Belebung der Konjunktur konnten bislang das Vertrauen der Akteure in die zukünftige wirtschaftliche Entwicklung nicht wieder herstellen.
Eine Abkühlung der Weltkonjunktur hatte sich bereits im Verlauf des Jahres 2007 angedeutet. Zu Beginn des vergangenen Jahres war die konjunkturelle Schwäche noch weitgehend auf die USA beschränkt. Danach setzte auch in den übrigen Industrieländern ein Abschwung ein. Die dramatische Zuspitzung der Situation an den Finanzmärkten im September 2008, die in dem Zusammenbruch der Investmentbank Lehman Brothers kulminierte, löste dann einen schweren Einbruch der Produktion aus, der auch die Schwellenländer erfasste, die sich zuvor noch recht robust gezeigt hatten. Die Stärke des Abschwungs im Winterhalbjahr 2008/2009 erklärt sich so auch daraus, dass die Produktion nahezu überall auf der Welt gleichzeitig auf Talfahrt war. Unter den Industrieländern waren von dieser Entwicklung Japan und Deutschland, deren Wirtschaften eine hohe Exportabhängigkeit aufweisen, besonders stark betroffen.
Deutliche Hinweise auf ein Ende des Einbruchs sind bislang noch nicht erkennbar, auch wenn einige Indikatoren darauf hindeuten, dass Produktion und Nachfrage in den kommenden Monaten langsamer abnehmen werden. Nach Ansicht der Institute wird die Abwärtsbewegung wohl erst im Winterhalbjahr 2009/ 2010 auslaufen. Die sich anschließende konjunkturelle Belebung dürfte zunächst nur wenig Dynamik entfalten. Ein Kernproblem bleibt die anhaltende Verunsicherung an den Finanzmärkten, die vor allem auf Sorgen bezüglich der Solvenz einzelner Banken beruht und den Geldfluss zwischen den Wirtschaftsakteuren spürbar verlangsamt hat. In der Prognose ist unterstellt, dass die Situation an den Finanzmärkten vorerst labil bleibt, es aber nicht zu einer neuerlichen dramatischen Verschärfung der Lage kommt. In wichtigen Ländern kommt eine Depression am Immobilienmarkt hinzu, deren Ende noch nicht absehbar ist und die den Abschreibungsbedarf der Banken erhöht. Erfahrungsgemäß sind Rezessionen, die mit Immobilien- und Bankenkrisen einhergehen, tiefer und vor allem schwerer zu überwinden als Rezessionen, in denen solche Probleme nicht prominent sind.
