Abstract
Die absehbare Alterung der Erwerbstätigen in Deutschland wird Konsequenzen für die Beschäftigtenmobilität haben, ist doch bekannt, dass die Wechselneigung mit zunehmendem Alter sinkt. Die vorliegende Arbeit analysiert auf Basis der IAB-Beschäftigtenstichprobe (IABS) die Wirkung des Alters auf die betriebliche und berufliche Mobilität. Im Zentrum steht dabei die Frage, ob Ältere weniger mobil sind, weil sie bereits eine passende und gut entlohnte Position innehaben, die sie durch einen Wechsel nicht mehr wesentlich verbessern können, oder ob andere Aspekte zur Erklärung des altersbedingten Mobilitätsrückgangs heranzuziehen sind.
Im Ergebnis zeigt sich erstens, dass erwartete Lohnzuwächse die betriebliche und berufliche Mobilität über alle Altersklassen hinweg positiv beeinflussen. Zweitens wird deutlich, dass ältere Beschäftigte sehr viel seltener wechselbedingte Lohnzuwächse realisieren können als jüngere, was einen zentralen Grund für die geringere Wechselneigung Älterer darstellt. Drittens belegt die Analyse jedoch ebenfalls, dass die fehlenden Lohnanreize den Mobilitätsrückstand Älterer nicht vollständig erklären können. Selbst nach Kontrolle des Einkommenseffekts wechseln Ältere sehr viel seltener als Junge.
Aufgrund dieser Befunde lässt sich die Ansicht, dass die zunehmende Alterung der Beschäftigten die Effizienz des Arbeitsmarkts in tendenziell negativer Weise beeinflussen wird, nicht entkräften. Es steht zu befürchten, dass Ältere weniger sensibel auf Lohnsignale reagieren und selbst durch attraktive Angebote nicht zu einem Wechsel bewegt werden können. Dies kann Unternehmen mit wachsendem Beschäftigungspotenzial vor erhebliche Probleme stellen, mit entsprechend negativen Folgen für den technologischen und sektoralen Wandel.

Abstract
Hochqualifizierte Fachkräfte werden von den Unternehmen oft überregional rekrutiert, sodass gerade unter Akademikern eine hohe Mobilität zu beobachten ist. Aus der Perspektive der Bundesländer, die einen Großteil der Kosten der Akademikerausbildung bestreiten, kann ein hoher Zu- bzw. Abwanderungssaldo eine Schieflage bei der finanziellen Lastenverteilung zur Folge haben. Es liegt auf der Hand, dass einzelne Bundesländer im Ausbildungswesen nur ungern eine Zubringerfunktion für andere übernehmen wollen.

Abstract
Die öffentlich finanzierte Forschungsinfrastruktur Deutschlands besteht u. a. aus den Hochschulen, den im Rahmen von Bund und Ländern als Gemeinschaftsaufgabe geförderten Forschungsinstituten der Leibniz-Gemeinschaft, der Fraunhofer-Gesellschaft, der Max-Planck-Gesellschaft und der Helmholtz-Gemeinschaft sowie einer Reihe von Ressortforschungsinstituten, die dem Bund und den Ländern für die Erfüllung spezifischer Aufgaben zuzuordnen sind. Sie erfüllen zunächst ihre originären Aufgaben, die sich aus der Art der Institution, beispielsweise einer Universität, die für Forschung und Lehre zuständig ist, aus dem Gründungsauftrag oder dem im Statut definierten Profil ergibt. Neben diesen institutionell gegebenen Leistungen stehen aber oft auch bedeutende Effekte der Stabilisierung regionaler Wirtschaftsstrukturen. Es war insbesondere die schwedische Schule der Regionalökonomik, die darauf aufmerksam machte, dass nachhaltige Verbesserungen in benachteiligten Regionen oft einen stabilen Kern
– eine Behörde, eine Hochschule oder eine Forschungseinrichtung – benötigten, um durch die damit bedingten erhöhten Gehälter und die sich entwickelnden Kooperationsstrukturen eine darauf aufbauende nachhaltige Wirtschaftsstruktur zu erzeugen.
In Ostdeutschland spielen die öffentlichen Forschungseinrichtungen angesichts der ungenügenden industriellen Forschungsdichte eine besonders wichtige Rolle für die langfristige Entwicklung von Wirtschaft und Gesellschaft. Üblicherweise stehen die Forschungsleistung und ihre Relevanz im Zentrum der Betrachtung. Diese Untersuchung fokussiert auf ökonomische Effekte, durch die die Nachfrage des Instituts nach Personal sowie sonstige Leistungen ausgelöst werden. Beispielhaft wird dies anhand des Instituts für Wirtschaftsforschung Halle ausgeführt. Es wird gezeigt, dass das Institut einen wesentlichen regionalökonomischen Stabilisierungsbeitrag leistet.

Abstract
Im Sommer 2008 hat sich die Konjunktur weltweit abgekühlt. Die internationale Finanzkrise hält an und strahlt nun auch auf die reale Wirtschaft in Europa aus. Zudem spüren einige Länder die Verwerfungen an ihren Immobilienmärkten. Viele Banken reagieren auch in Europa auf ihre Verluste, indem sie die Bedingungen der Kreditvergabe weiter verschärfen. Zugleich haben die von der kräftigen Weltnachfrage ausgelösten Preissteigerungen für Energie und Rohstoffe die Dynamik der weltweiten Expansion der Produktion gedrosselt. Allerdings fallen die Preise für Mineralöl und auch für Rohstoffe seit Juli wieder. Damit haben sich die Belastungen für Unternehmen und Verbraucher vor allem in den ölimportierenden Ländern etwas verringert.
Die Entlastungen bei den Ölpreisen sind derzeit auch eines der wenigen Signale, die für eine baldige Belebung der wirtschaftlichen Aktivitäten in den großen Ländern Westeuropas und in Deutschland sprechen. In den USA kam es bisher nicht zu einer Rezession, allerdings ist die wirtschaftliche Dynamik gering. Die größte Volkswirtschaft der Welt fällt damit zwar als Konjunkturmotor für die Weltwirtschaft aus – anders als nach der Finanzmarktkrise in einigen Schwellenländern in den Jahren 1997/98 und nach dem Platzen der Blase am Aktienmarkt im Jahr 2000. In den Schwellenländern gibt es aber derzeit wenig Anzeichen, dass die konjunkturelle Abkühlung tiefe Spuren hinter¬lassen hat. Deren Wirtschaft expandiert weiterhin kräftig und schafft Raum für neue Absatzmärkte der Industrieländer.

Abstract
Alle Konjunkturexperten sagen, dass Deutschland in den Jahren 2006 und 2007 einen kräftigen Aufschwung erlebt hat. Andererseits ist der Eindruck verbreitet, dass dieser Aufschwung bei den Einkommen der privaten Haushalte nicht angekommen ist. Ein Blick in die Statistiken der Volkswirtschaftlichen Gesamtrechnung zeigt, dass der Eindruck nicht aus der Luft gegriffen ist. Der beträchtliche Einkommenszuwachs, den der Aufschwung tatsächlich mit sich gebracht hat, ist nämlich vor allem dem Staat zugutegekommen, zu einem geringeren Teil auch den Kapitalgesellschaften und nur sehr begrenzt den privaten Haushalten. Ein weiterer, aber nicht so gewichtiger Grund dafür, dass sich die Realeinkommen der privaten Haushalte trotz starker Konjunktur schwach entwickelt haben, liegt im starken Anstieg der Importpreise aufgrund der Verteuerung von Rohstoffen, vor allem Erdöl.

Abstract
Im Jahr 2007 nahm die Zahl der Erwerbstätigen in Deutschland um durchschnittlich 653 000 Personen zu, für 2008 prognostizieren die führenden Wirtschaftsforschungsinstitute in ihrer Gemeinschaftsdiagnose vom Frühjahr eine weitere Zunahme um durchschnittlich 471 000 Personen. Damit verbunden ist eine Senkung der Arbeitslosenzahlen auf 3,61 bzw. 3,05 Millionen Personen. Das sind erfreuliche Nachrichten, die bei allen Wolken am wirtschaftlichen Horizont nicht kleingeredet werden sollten.

Abstract
Hinsichtlich der technologischen Leistungsfähigkeit Deutschlands wird häufig gefragt: Ist das Glas nun halb voll oder halb leer? Deutschland ist ein anerkannter Hochtechnologiestandort und gilt als Garant für hohe Produktqualität und Solidität. Die Innenperspektive jedoch offenbart nicht nur in jüngerer Zeit verpasste Chancen und ungenutzte Möglichkeiten. Viel zitiert ist der Transrapid – eine einst führende Technologie, die nie zum Zuge kam. Ein für den globalen Wettbewerb weit deutlicheres Menetekel ist das von deutschen Entwicklern hervorgebrachte MP3-Format, für das sich aber kein Produzent am Standort Deutschland interessierte. Wie ist es also bestellt um den Hochtechnologiestandort? Droht Deutschland den Anschluss zu verlieren oder sind das überzogene Szenarien?
