Abstract
Das Steuersystem einer liberalen Demokratie will im Gegensatz zu dem einer paternalistischen Demokratie möglichst wenig in die Entscheidungsfreiheit des Individuums eingreifen. Wie problematisch dies nämlich sein kann, enthüllt die Tabaksteuer, eine von Bismarck ersonnene Luxussteuer, die inzwischen aus Gesundheitsgründen zur Lenkungssteuer entwickelt wurde. Was aber, wenn Bürger nicht umsteuern? In unteren sozialen Schichten werden oft wichtige Ausgaben verdrängt, beispielsweise bei der Erziehung der Kinder. Infolge solcher – zunächst nicht gewollter – Folgen sollte der Staat mit Lenkungssteuern vorsichtig umgehen. In der Energiepolitik in Deutschland finden zunehmende Lenkungseingriffe statt, wie das Kumulieren von Verbrauchs- und Produktsteuern sowie Energieabgaben zur Subventionierung bestimmter Einspeisungen zeigt – ergänzt um Umweltlizenzen.

Abstract
Im Sommer 2008 werden die Aussichten für die Weltwirtschaft von den Turbulenzen an den Rohstoff- und Finanzbörsen eingetrübt: Die Rohölpreise haben seit März 2008 noch einmal beschleunigt zugelegt. Zugleich sind die Kapitalmarktzinsen in den USA und in Europa deutlich gestiegen, denn der weltweite Anstieg der Preise für Energie, aber auch für Industrierohstoffe und Lebensmittel hat die Inflationserwartungen steigen lassen. Als Reaktion auf den Anstieg der Inflationserwartungen zeichnet sich in einigen entwickelten Volkswirtschaften wie im Euroraum eine vorsichtige Straffung der Geldpolitik ab. Dabei ist die Krise des Finanzsektors in den USA und in Westeuropa noch nicht ausgestanden. Nach wie vor muss dort mit fortgesetzten Konsolidierungsmaßnahmen gerechnet werden. Auch deshalb verlangsamt sich die Expansion von Produktion und Nachfrage in den entwickelten Ländern im Sommer 2008. Andererseits stehen die Chancen gut, dass der konjunkturelle Tiefpunkt in den USA auch aufgrund des dortigen massiven finanzpolitischen Impulses bald durchschritten wird. Zudem wird die Weltwirtschaft durch die nach wie vor hohe Wachstumsdynamik in vielen Schwellenländern gestützt. Allerdings ist erst für das zweite Halbjahr 2009 damit zu rechnen, dass die entwickelten Volkswirtschaften wieder so schnell expandieren wie im langfristigen Trend. Überhitzungstendenzen sind in vielen Schwellenländern ein erheblicher Risikofaktor für die Weltwirtschaft als Ganzes, weil sie vielerorts wirtschaftspolitisch noch verschärft werden.
Die deutsche Wirtschaft befindet sich im Sommer 2008 in einer konjunkturellen Delle. Die Impulse aus dem Ausland lassen nach, und die Unternehmen warten nach dem Investitionsschub in den vergangenen beiden Jahren mit der Aufstockung ihrer Investitionsbudgets ab, bis die Ölpreis-Hausse abebbt und sich die Aussichten auf expandierende Märkte und Gewinne wieder aufhellen. Auch ist die Schwachstelle im Übertragungsmechanismus der konjunkturellen Impulse nicht überwunden: Der private Konsum kommt nicht in Fahrt, und das trotz hoher Beschäftigungszuwächse und inzwischen auch anziehender Löhne. Eine neue Hürde verhindert das für die Spätphase des Aufschwungs typische Aufschließen der Konsumnachfrage der privaten Haushalte in den Kreis der Konjunkturtreiber: der Preisschub für Verbrauchsgüter, insbesondere für Kraftstoffe, Energie und Nahrungsmittel. In der Folge steigen die Realeinkommen kaum, da die Verdienst- und anderen Einkommenszuwächse durch diese Teuerungswelle größtenteils kompensiert werden.
Für ein erneutes Anziehen der Konjunktur in Deutschland im späteren Verlauf dieses Jahres und im kommenden Jahr sprechen vor allem die weiterhin kräftige Ausweitung der Absatzmärkte für deutsche Produkte in den Schwellenländern, die langsame Überwindung der Schwächephase der US-Wirtschaft sowie die Erhaltung der preislichen Wettbewerbsfähigkeit der deutschen Wirtschaft trotz deutlich gestiegener Lohnabschlüsse. Eine Wiederbelebung der inländischen Auftriebskräfte wird allerdings wesentlich davon abhängen, ob es der Europäischen Zentralbank gelingt, die Inflation im Euroraum zu bannen. Die Lohnabschlüsse in Deutschland deuten bislang nicht auf das In-gangsetzen einer Preis-Lohn-Spirale hin.

Specialization as Strategy for Business Incubators: An Assessment of the Central German Multimedia Center

Abstract
Die wissenschaftliche Debatte um die Wirksamkeit von Technologie- und Gründerzentren (TGZ) beschränkt sich weitgehend auf Zentren, die für alle Branchen offen sind (diversifizierte TGZ). Obwohl das Konzept einer Spezialisierung von TGZ zunehmend an Bedeutung gewinnt, werden mögliche Vorteile dieser Strategie kaum thematisiert. In Deutschland können gegenwärtig rund 19% aller TGZ als spezialisiert bezeichnet werden und knapp ein Drittel aller seit 1999 neu eröffneten Zentren haben einen spezifischen Branchenfokus. Dieser Artikel widmet sich den theoretischen Vor- aber auch Nachteilen dieses Konzeptes und stellt diese, empirischen Beobachtungen eines auf die Medienbranche spezialisierten TGZ am Standort Halle (Saale) gegenüber. Die Ergebnisse zeigen, dass die Vorteile einer Spezialisierungsstrategie insbesondere in dem qualitativ hochwertigen Angebot an Räumen und Ausrüstungsgegenständen, in der verbesserten Beratungs- und Betreuungsqualität sowie in verbesserten Imageeffekten des Standortes zu suchen sind. Nachteile können vor allem im Hinblick auf die zentreninterne Vernetzung der Unternehmen untereinander sowie mit wissenschaftlichen Einrichtungen identifiziert werden.

Technologie- und Gründerzentren im Lichte von Diversifizierung versus Spezialisierung

Abstract
Im Kontext einer Unternehmensförderung durch Technologie- und Gründerzentren (TGZ) lässt sich, nicht nur in Deutschland, seit einigen Jahren ein Trend zur Errichtung von TGZ erkennen, welche ihre Förderstrukturen auf eine einzige oder wenige komplementäre Branchen bzw. Technologien ausrichten. Trotz der stetig steigenden Bedeutung dieser spezifischen Maßnahme städtischer Wirtschaftsförderung, existieren noch keine verlässlichen Studien zu den Besonderheiten und vor allem Vorteilen spezialisierter TGZ im Vergleich zu eher traditionell diversifizierten Zentren. Diese Arbeit stellt nunmehr Ergebnisse einer im Frühjahr 2008 vom IWH durchgeführten Erhebung von 161 in spezialisierten wie auch diversifizierten TGZ in Deutschland ansässigen Unternehmen vor. Ziel ist es, erstmals theoretisch fundierte Hypothesen bezüglich der Wirkungsweise spezialisierter gegenüber diversifizierter TGZ im Rahmen einer auf die gesamtdeutsche Zentrenlandschaft fokussierten Querschnittsuntersuchung zu überprüfen.

Abstract
Wie kein anderes Land der Welt fördert Deutschland den ökologischen Umbau der Energiewirtschaft – die installierte „grüne“ Leistung in Deutschland liegt sogar über der der USA. Dies ruht auf drei wichtigen, direkt beim Abnehmer zahlungswirksam werdenden Säulen: den Einspeisevergütungen des Erneuerbare Energie-Gesetzes, den CO2-Lizenzen und der Ökosteuer auf Strom.

Abstract
Die Soziale Marktwirtschaft Deutschlands feiert in diesem Jahr Geburtstag. 60 Jahre ist es her, dass Ludwig Erhard am 20. Juni 1948 den Schritt im kriegszerstörten Westdeutschland wagte, die wertlose Reichsmark aufzugeben und verbunden mit einer Preisfreigabe die aufgestaute Inflation durch eine Währungsreform einzudämmen. Auch die West-Alliierten standen einem solchen radi-kalen Einschnitt zunächst skeptisch gegenüber, doch stimmten sie schließlich zu und leisteten logistische Hilfe.

Abstract
Im Jahr 2007 hat sich das Bruttoinlandsprodukt in den Neuen Bundesländern das dritte Jahr in Folge mit 2,2% langsamer als in den Alten (2,5%) erhöht. Mit Ausnahme des ersten Quartals verlief die Entwicklung außerordentlich flach. Der konjunkturelle Aufschwung kam vorübergehend zum Erliegen. Auch in das neue Jahr ist die ostdeutsche Wirtschaft gut gestartet. Nach der ersten Berechnung des IWH stieg das Bruttoinlandsprodukt in den ersten drei Monaten gegenüber dem vorangegangenen Quartal um 0,8% (Deutschland: 1,5%), allerdings deutet sich für das zweite Quartal bereits wieder eine Abschwächung an.

Abstract
Die Stimmung über die wirtschaftliche Entwicklung in Deutschland kann eher als verhalten denn euphorisch bezeichnet werden. Und dies, obwohl sich die Wirtschaft nun schon seit 2005 in einer neuen Aufschwungphase befindet und die Zuwachsraten des Bruttoinlandsprodukts deutlich über 2% pro Jahr liegen.
Getragen wird der Aufschwung im Wesentlichen von der Exportentwicklung und den inländischen Investitionen. Als „Stiefkind“ der Entwicklung wird demgegenüber die Entwicklung des privaten Verbrauchs angesehen. Diese Entwicklung wird begleitet von positiven Signalen des Arbeitsmarkts: sinkende Arbeitslosenzahlen, steigende Beschäftigung, auch in sozialversicherungspflichtigen Verhältnissen, und eine verminderte Anzahl von Personen in arbeitsmarktpolitischen Fördermaßnahmen. Aber diese positive Entwicklung hat sich für weite Bereiche der Erwerbspersonen noch nicht einkommenswirksam in gestiegene Kaufkraft umgesetzt. Das kann dann zu der Einschätzung führen, dass „gefühlte“ und tatsächliche Entwicklung auseinanderklaffen oder nicht alle Teile der Bevölkerung einigermaßen gleichmäßig vom Aufschwung profitieren. Dieser Beitrag diskutiert, was sich hinter einer „gefühlten“ Entwicklung verbergen könnte, und gelangt zu dem Ergebnis, dass tatsächliche und „gefühlte“ Entwicklung gar nicht so weit voneinander entfernt liegen.

Abstract
In der zweiten Hälfte der 1990er Jahre hat sich der Importgehalt der deutschen Exporte deutlich erhöht. Im vorliegenden Artikel wird zunächst die Frage untersucht, ob sich dieser Trend fortgesetzt hat. Zum zweiten wird analysiert, ob es sich bei den Importen um Güter handelt, die als Vorleistungsinputs in die Produktion der Exporte eingehen oder ob diese unmittelbar für die Wiederausfuhr bestimmt sind. Schließlich wird die Frage nach der Singularität gestellt: Ist allein Deutschland unter den industriell entwickelten Ländern Westeuropas von dieser Entwicklung betroffen oder sind es auch andere Länder? Die Antworten werden mit dem Tabellenwerk und dem Standardmodell der offenen statischen Input-Output-Analyse begründet.

Abstract
Unternehmen der Hochtechnologie wird oftmals eine herausragende Rolle im Rahmen der Stärkung, Transformation und Verbesserung der Zukunftsfähigkeit der ostdeutschen Wirtschaft zugesprochen. Dabei wird meist auf deren überlegenes Wachstum abgestellt, insbesondere im Hinblick auf die Schaffung neuer Arbeitsplätze. Der Beitrag zeigt einleitend die räumliche Verteilung der Beschäftigten in Hochtechnologieunternehmen im Osten Deutschlands auf und geht anschließend im Rahmen eines Fallbeispiels mit Hilfe einer Stichprobe junger, durch Technologie- und Gründerzentren (TGZ) geförderter Unternehmen der vielfach erhofften Wachstumsstärke von Hightech-Unternehmen nach. In den Neuen Bundesländern lässt sich räumlich eine stark heterogene Struktur der Hochtechnologiesektoren mit einem ausgeprägten Nord-Süd-Gefälle feststellen. Während in einigen Städten und Regionen kaum Hightech-Unternehmen angesiedelt sind, können dagegen auch einige Hightech-Schwerpunkte identifiziert werden. Dabei handelt es sich insbesondere um Standorte mit langjährigen Traditionen in bestimmten Technologiefeldern. Darüber hinaus zeigte die empirische Untersuchung des Fallbeispiels TGZ-geförderter Firmen zum Unternehmenswachstum in Abhängigkeit vom Technologieniveau nicht nur ein statistisch signifikant stärkeres Wachstum der Hochtechnologieunternehmen gegenüber nicht bzw. nur gering technologieorientierten Unternehmen, sondern auch, dass innerhalb der Hightech-Segmente mit steigender Technologieorientierung höheres Wachstum der in dieser Fallstudie untersuchten Unternehmen einhergeht. Der Beitrag weist abschließend darauf hin, dass die Potenziale der Hochtechnologie in Ostdeutschland realistisch eingeschätzt werden sollten. Insbesondere ist aufgrund des gegenwärtig und wohl auch zukünftig relativ geringen Anteils dieser Unternehmen an der Gesamtbeschäftigung in den Neuen Bundesländern vor einer Überschätzung im Hinblick auf die Generierung von Arbeitsplätzen zu warnen.
