Abstract
Das IWH beschäftigt sich mit den Auswirkungen des CO2-Handels auf die betroffenen Unternehmen. Die erste Periode des europäischen Emissionshandelssystems war als Lernphase konzipiert. In dieser wurden zwei Probleme deutlich: Das erste und offensichtlichste war die Überausstattung mit Zertifikaten. Die Anreize, in die Vermeidung von CO2 zu investieren, können somit eher als gering betrachtet werden. Das zweite ergab sich aus der vollständig kostenfreien Zuteilung. Während Stromkunden die finanzielle Hauptlast zu tragen hatten, profitierten die Stromerzeuger, da offensichtlich die Zertifikatepreise als Opportunitätskosten in den Strompreis einkalkuliert wurden.
Die Analyse führt zu der Erkenntnis, daß es richtig war, auf Ebene der Europäischen Union die Zertifikatemenge für die zweite Handelsperiode zu kürzen und in der deutschen Gesetzgebung den Verkauf bzw. die Versteigerung eines Teils der Zertifikate zu verankern. Weiter kann die Vereinfachung des Zuteilungsverfahrens in Deutschland als Fortschritt betrachtet werden.

Die ostdeutschen Industrieunternehmen haben im Jahr 2007 erheblich am konjunkturellen Aufschwung in Deutschland partizipiert und erwarten ein ähnlich hohes Niveau ihrer Geschäftsaktivitäten auch für 2008. Abstract
Der Mittelstand hat den Restrukturierungsprozess in den Jahren nach dem Platzen der Aktienblase mit Gewinn bewältigt, hat aber im Unterschied zu den Großunternehmen zur Erhaltung des Beschäftigungsstandes beigetragen. Trotz unterdurchschnittlicher Gewinnentwicklung investiert er erheblich. Er kann Deutschland durch die derzeitigen Gefahren von den internationalen Finanzmärkten tragen.

Abstract
Die zunehmende internationale Arbeitsteilung führt dazu, dass bei der Fertigung deutscher Exportgüter verstärkt importierte Vorleistungen eingesetzt werden. So ist ein Anstieg der exportinduzierten Importe zu beobachten, der sich in der zweiten Hälfte der 90er Jahre beschleunigt hat (vgl. Statistisches Bundesamt 2004; Brautzsch und Ludwig 2004, 2005). Dies nährt die Befürchtung, dass im Zuge der Globalisierung nationale Produktion verdrängt wird und in Deutschland Arbeitsplätze verloren gehen. Mit dem Schlagwort „Basarökonomie Deutschland“ wurde diese Tendenz auf den Punkt gebracht.

Abstract
Ähnlich wie in anderen europäischen Ländern wurde der Einsatz von befristeten Beschäftigungsverhältnissen in Deutschland seit den 1980ern vereinfacht. Als Folge dieser Vereinfachungen nimmt die Bedeutung dieser Beschäftigungsform als Instrument zur Flexibilisierung der Arbeitsnachfrage gerade bei geringqualifiziert Beschäftigten zu. Obwohl die Möglichkeit von Befristungen Chancen für Arbeitgeber und Arbeitnehmer eröffnet, wird in der Literatur argumentiert, dass befristete Beschäftigungsverhältnisse eine Art „Sackgasse“ darstellen und mit geringeren Investitionen in berufliche Weiterbildung verbunden sind. In diesem Beitrag wird anhand der Daten des Mikrozensus 2004 untersucht, welchen Einfluss befristete Arbeitsverträge auf die Beteiligung an beruflicher Weiterbildung geringqualifiziert beschäftigter Personen haben. Die empirische Analyse wird mit Hilfe eines rekursiven bivariaten Probitmodells durchgeführt. Aus den Ergebnissen lässt sich schließen, dass geringqualifiziert Beschäftigte mit befristeten Arbeitsverträgen keinen systematischen Nachteil gegenüber unbefristet Beschäftigten beim Zugang zu beruflicher Weiterbildung haben.

Abstract
Das Postulat, „gleichwertige Lebensverhältnisse“ in allen Teilräumen der Bundesrepublik Deutschland herzustellen, wurde in den letzten Jahren in der öffentlichen und wissenschaftlichen Diskussion zunehmend zur Disposition gestellt. Die Kritiker des Status quo reklamieren sowohl eine geringe Effektivität der interregionalen Ausgleichspolitik für die Empfängerregionen als auch die Erwartung negativer Effekte für die wirtschaftliche Entwicklung in den Geberregionen und in der deutschen Volkswirtschaft insgesamt. Gleichwohl hat sich am Umfang und am traditionellen Instrumentarium der interregionalen Ausgleichspolitik, die dem genannten Postulat dienen soll, bislang kaum etwas verändert. Der Bund als staatlicher Oberverband sowie die wirtschafts- und finanzstarken Bundesländer werden immer noch in erheblichem Umfang in die Pflicht genommen, Unterstützung für die weniger prosperierenden Länder und Regionen zu leisten.

Abstract
In den Industrieländern kühlt sich die Konjunktur zum Ende des Jahres 2007 spürbar ab. Hauptgrund der Eintrübung ist die erneute Zuspitzung der Lage auf den internationalen Finanzmärkten, deren Hintergrund eine weitere Verschärfung der US-Immobilienkrise ist. Überraschend hohe Abschreibungen großer Banken haben jüngst deutlich gemacht, daß die Krise der Märkte für hypothekenbesicherte Titel noch nicht am Abklingen ist. Die Finanzmarktturbulenzen bringen nicht nur erhöhte Liquiditätsrisiken mit sich, auch die Eigenkapitalquoten sind zum Teil schon gesunken. Die drohende Verschlechterung der Bilanzpositionen von Banken in den USA und in Europa hat sich bereits im Herbst in einer Verschärfung der Kreditkonditionen niedergeschlagen. In der Folge wird sich im nächsten Jahr die Kreditschöpfung deutlich verlangsamen; die Güternachfrage wird dadurch spürbar gedämpft. Der Aufschwung in den Industrieländern wird sich im Jahr 2008 aber auch wegen der Kaufkraftverluste der Verbraucher aufgrund der neuerlich stark gestiegenen Preise für Energie und auch für Lebensmittel nicht fortsetzen. Freilich kommt es auch nicht zu einer Rezession. Wirtschaftspolitische Eingriffe werden in den USA die schlimmsten Auswirkungen der Immobilienkrise abfedern, und die Weltfinanzmärkte werden schon gegenwärtig davon gestützt, daß die Staatsfonds von Schwellenländern wie China von ihrer strikten Sicherheitsorientierung abrücken und langfristig renditeträchtigere Anlagen suchen. In den USA wird eine Rezession durch das Eingreifen der Wirtschaftspolitik, aber auch mit Hilfe von außenwirtschaftlichen Impulsen dank des schwachen Dollar verhindert. In der Europäischen Union sind die konjunkturellen Risiken für Großbritannien besonders hoch. Der wirtschaftlichen Entwicklung im Euroraum helfen die günstige Ertragslage der Unternehmen und strukturelle Verbesserungen auf den Arbeitsmärkten dabei, die Belastungen durch Finanzmarktturbulenzen und durch die Aufwertung des Euro im Lauf des Jahres 2008 zu bewältigen. In den mittel- und osteuropäischen Mitgliedsländern dämpft die weltwirtschaftliche Verlangsamung die Wachstumsdynamik nur wenig. Die Risiken sind freilich überall beträchtlich. So steht die Kommunikationsstrategie der Zentralbanken in den USA und im Euroraum vor einer besonderen Herausforderung: Die Inflationsraten in den beiden Währungsräumen werden die längste Zeit des Jahres 2008 deutlich über der von der Geldpolitik implizit oder explizit angestrebten Teuerung von etwa 2% liegen. Die Zentralbanken werden darauf nicht mit einer Verschärfung ihres geldpolitischen Kurses reagieren und müssen die Öffentlichkeit davon überzeugen, daß sie das Ziel der Preisniveaustabilität trotzdem im Auge behalten. Wenn das nicht gelingt, droht ein Rückfall in die makroökonomischen Turbulenzen der siebziger und achtziger Jahre. Im Unterschied zu den angelsächsischen Ländern scheint Deutschland bislang wenig in die Turbulenzen an den internationalen Finanzmärkten verwickelt zu sein. Gleichwohl hat sich das konjunkturelle Umfeld eingetrübt. Die Expansion der für Deutschland wichtigen Außenmärkte hat sich verlangsamt, und die Bedingungen der Kreditvergabe haben sich verschärft. Hinzu kommt, daß sich die Binnennachfrage im Jahr 2008 nicht so kräftig entwickelt wie bisher erwartet. Beschäftigung und Erwerbseinkommen steigen zwar, der Einkommenszuwachs hat jedoch einen großen Teil der privaten Haushalte noch nicht erreicht. Außerdem befindet sich die Teuerung auf einem Stand, bei dem Einkommen und Konsum in realer Rechnung zurückbleiben.

Abstract
Gegen den Rat führender deutscher Wirtschaftsforschungsinstitute setzt die Bundesregierung die Einführung branchenspezifischer Mindestlöhne fort. Die Realisierung ihres eigentlichen Ziels „Politik für mehr Arbeit in Deutschland“ gerät damit zunehmend in Gefahr. So verständlich der Wunsch ist, Erwerbsarbeit als Grundlage für den Lebensunterhalt zu bewahren, so gilt genauso, daß auch Mindestlöhne am Markt verdient werden müssen. Wenn sich die Politik für Mindestlöhne entschieden hat, bleibt die Findung der rechten Höhe das Problem. Liegen sie über dem Grenzprodukt der Arbeit, steigen die Kosten, und das drückt auf die Gewinne. Gelingt es den Unternehmen, die Kostensteigerung über die Preise weiterzureichen, dann zahlen alle Verbraucher mit dem Verlust an Realeinkommen. Der Druck auf die Gewinne kann aber auch unmittelbar den Abbau der unrentabel gewordenen Arbeitsplätze nach sich ziehen. Dann steigt die Arbeitslosigkeit sofort.

Globalisierung und Beschäftigung – eine Untersuchung mit der Input-Output-Methode.

Abstract
Im Zuge der Internationalisierung des Wirtschaftsgeschehens werden die nationalen Produktions- und Dienstleistungsprozesse zunehmend von Importen durchdrungen. Damit im Zusammenhang werden inländische Produkte substituiert und Arbeitsplätze in das Ausland verlagert. Zugleich kann jedoch die Wettbewerbsfähigkeit der Unternehmen gestärkt und ihre Position auf den nationalen und internationalen Märkten ausgebaut werden. In der Studie wird anhand des Input-Output-Modells gezeigt, dass der Standort Deutschland trotz kräftiger Importsteigerungen in den neunziger Jahren vom exportinduzierten Produktionszuwachs profitiert hat. Dies betrifft nicht nur die Güterbilanz im Exportsektor, in dem zunehmend importierte Vorleistungsgüter für die Herstellung der Exportgüter eingesetzt werden, sondern den Export-Import-Saldo insgesamt. Im Zusammenhang mit den hohen Exportüberschüssen hat sich die Wertschöpfung per saldo durchgängig und die Beschäftigung besonders in der zweiten Hälfte der letzten Dekade kräftig erhöht. Zwar sind auch mehr Arbeitsplätze durch den gestiegenen Kauf von Vorleistungsgütern und Endprodukten aus dem Ausland im Vergleich zur ersten Hälfte der neunziger Jahre verloren gegangen. Die Ausweitung der Beschäftigung infolge des starken Anstiegs der Exporte hat diese Verluste jedoch mehr als kompensiert. Wenngleich ähnliche Prozesse in anderen Industrieländern Europas stattgefunden haben, so unterscheiden sich die Beschäftigungswirkungen zwischen ihnen deutlich. Während die Beschäftigung in den Niederlanden ähnlich stark wie in Deutschland expandierte, fielen die Arbeitsplatzgewinne in Frankreich nicht zuletzt wegen der geringen Exportüberschüsse in der Handelsbilanz schmal aus.
