Abstract
We explore the impact of financial frictions on the employment effect of labour market reforms. Our study combines a new cross-country reform database on labour market reforms with matched firm-bank data for nine euro area countries over the period 1999 to 2013. While we find that labour market reforms are overall effective in increasing employment, restricted access to bank credit can undo up to half of medium to long-term employment gains at the firm-level. Entrepreneurs without sufficient access to credit cannot reap the full benefits of more flexible employment regulation.

Abstract
Der Anstieg in der Leiharbeitsnutzung in Deutschland bis zur Wirtschaftskrise der Jahre 2008 und 2009 war geprägt durch die verstärkte Nutzung in größeren Industriebetrieben und vollzog sich in erster Linie entlang der intensive margin, also durch eine erhöhte Leiharbeitsintensität in den Nutzerbetrieben. Diese Vorgänge können mit transaktionskostentheoretischen Argumenten und gestiegenem internationalen Wettbewerbsdruck erklärt werden, und sie deuten auf eine gestiegene Produktivität in den Nutzerbetrieben hin. Der drastische Rückgang in der Leiharbeitsnutzung während der Krise betraf vor allem Exporteure und größere Industriebetriebe und vollzog sich primär entlang der extensive margin. Die Beschäftigungschancen im Leiharbeitssektor hingen in besonders starkem Maße von der internationalen Nachfrage nach deutschen Industriegütern ab.

Is There a Gap in the Gap? Regional Differences in the Gender Pay Gap

Abstract
In this paper, we investigate regional differences in the gender pay gap both theoretically and empirically. Within a spatial model of monopsonistic competition, we show that more densely populated labour markets are more competitive and constrain employers’ ability to discriminate against women. Utilizing a large administrative data set for western Germany and a flexible semi-parametric propensity score matching approach, we find that the unexplained gender pay gap for young workers is substantially lower in large metropolitan than in rural areas. This regional gap in the gap of roughly 10 percentage points remained surprisingly constant over the entire observation period of 30 years.

The Productivity Effect of Temporary Agency Work: Evidence from German Panel Data

Abstract
This study investigates the effect of temporary agency work on the user firm’s productivity. We hypothesise that using temporary agency work to enhance numerical flexibility and to screen job candidates may increase productivity, whereas temporary workers’ lower firm-specific human capital and spillover effects on the user’s permanent employees may adversely affect productivity. Other than the sparse existing literature on this issue, we exploit a large panel data set and control for time-invariant and time-varying unobserved heterogeneity by using the system GMM estimator. We find a robust hump-shaped effect of the extent of temporary agency work on the user firm’s productivity.

Labor Demand During the Crisis: What Happened in Germany?

Abstract
In Germany, the employment response to the post-2007 crisis has been muted compared to other industrialized countries. Despite a large drop in output, employment has hardly changed. In this paper, we analyze the determinants of German firms’ labor demand during the crisis using a firm-level panel dataset. Our analysis proceeds in two steps. First, we estimate a dynamic labor demand function for the years 2000-2009 accounting for the degree of working time flexibility and the presence of works councils. Second, on the basis of these
estimates, we use the difference between predicted and actual employment as a measure of labor hoarding as the dependent variable in a cross-sectional regression for 2009. Apart from total labor hoarding, we also look at the determinants of subsidized labor hoarding through short-time work. The structural characteristics of firms using these channels of adjustment differ. Product market competition has a negative impact on total labor hoarding but a positive effect on the use of short-time work. Firm covered by collective agreements hoard less labor overall; firms without financial frictions use short-time work less intensively.

Abstract
Die EU-Osterweiterung im Mai 2004 hat zur Neuaufnahme von Staaten geführt, die hinsichtlich ihrer Wirtschaftsstruktur und ihres Entwicklungsstandes sehr heterogen sind. Ein Vergleich der „alten“ EU-Mitgliedsländer mit den Beitrittsländern zeigt, daß die Arbeitsmärkte der „neuen“ Länder – bedingt durch den hohen Anteil ehemals planwirtschaftlich organisierter Staaten in dieser Gruppe – zum Teil abweichende Befunde aufweisen. Ein zentrales Thema der hier vorgestellten Erhebung der Europäischen Kommission ist die Arbeitszeitgestaltung, ihre gegenwärtige Struktur und die Präferenzen der Arbeitnehmerinnen und Arbeitnehmer in der erweiterten EU. Nach den vorliegenden Daten überwiegt für die Beschäftigten eine Arbeitszeitregelung von 35 bis 40 Wochenstunden, verteilt auf fünf Tage. Die Teilzeitbeschäftigung ist nach wie vor eine Domäne der Frauen, in den neuen Mitgliedsländern aber weniger stark verbreitet. Mit ihrer Arbeitszeitregelung sind die meisten Befragten zufrieden. Überstunden gehören für viele zum Arbeitsalltag, und flexible Arbeitszeiten würde die Mehrheit am liebsten durch Überstundenregelungen realisieren. In den Beitrittsländern wird derzeit länger als in den alten Mitgliedsländern gearbeitet, und die Arbeitnehmer sind auch in stärkerem Maße bereit, für den Job nicht nur zeitlich, sondern auch räumlich flexibel zu sein, beispielsweise durch Pendeln.

Abstract
The weak performance of the German labour market over the past years has led to a significant unemployment problem. Currently, on average 4.5 mio. people are without a job contract, and a large part of them are long-term unemployed. A longer period of unemployment reduces their employability and aggravates the problem of social exclusion.
The factors driving the evolution of employment have been recently discussed on the workshop Determinanten der Beschäftigung – die makroökonomische Sicht organized jointly by the IAB, Nuremberg, and the IWH, Halle. The present volume contains the papers and proceedings to the policy oriented workshop held in November 2004, 15-16th. The main focus of the contributions is twofold. First, macroeconomic conditions to stimulate output and employment are considered. Second, the impacts of the increasing tax wedge between labour costs and the take home pay are emphasized. In particular, the role of the contributions to the social security system is investigated.
In his introductory address, Ulrich Walwei (IAB) links the unemployment experience to the modest path of economic growth in Germany. In addition, the low employment intensity of GDP growth and the temporary standstill of the convergence process of the East German economy have contributed to the weak labour market performance. In his analysis, Gebhard Flaig (ifo Institute, München) stresses the importance of relative factor price developments. A higher rate of wage growth leads to a decrease of the employment intensity of production, and correspondingly to an increase of the threshold of employment. Christian Dreger (IWH) discusses the relevance of labour market institutions like employment protection legislation and the structure of the wage bargaining process on the labour market outcome. Compared to the current setting, policies should try to introduce more flexibility in labour markets to improve the employment record. The impact of interest rate shocks on production is examined by the paper of Boris Hofmann (Deutsche Bundesbank, Frankfurt). According to the empirical evidence, monetary policy cannot explain the modest economic performance in Germany. György Barabas and Roland Döhrn (RWI Essen) have simulated the effects of a world trade shock on output and employment. The relationships have been fairly stable over the past years, even in light of the increasing globalization. Income and employment effects of the German tax reform in 2000 are discussed by Peter Haan and Viktor Steiner (DIW Berlin). On the base of a microsimulation model, household gains are determined. Also, a positive relationship between wages and labour supply can be established. Michael Feil und Gerd Zika (IAB) have examined the employment effects of a reduction of the contribution rates to the social security system. To obtain robust results, the analysis is done under alternative financing scenarios and with different macroeconometric models. The impacts of allowances of social security contributions on the incentives to work are discussed by Wolfgang Meister and Wolfgang Ochel (ifo München). According to their study, willingness to work is expected to increase especially at the lower end of the income distribution. The implied loss of contributions could be financed by higher taxes.
