Abstract
Die deutsche Wirtschaft stagnierte im vierten Quartal 2018, nachdem das Bruttoinlandsprodukt im dritten Quartal um 0,2% zurückgegangen war. Der aktuelle IWH-Flash-Indikator deutet darauf hin, dass die Wirtschaft auch zu Beginn des Jahres 2019 noch keinen neuen Schwung bekommen hat. Im zweiten Quartal 2019 dürfte dann mit einem kleinen Plus von 0,1% langsam wieder Fahrt aufgenommen werden.

Abstract
In Deutschland wird die Anzahl der Erwerbspersonen mittelfristig aufgrund der Alterung der Bevölkerung sinken und damit auch das Wirtschaftswachstum niedriger ausfallen als in den vergangenen Jahren. Gleichzeitig hat die Bundesregierung eine Reihe von zusätzlichen Staatsausgaben beschlossen. Auf der Grundlage einer gesamtwirtschaftlichen Projektion mit dem IWH-Deutschlandmodell lässt sich aber zeigen, dass es bis zum Jahr 2025 kaum zu Haushaltsdefiziten kommt, auch wenn sämtliche im Koalitionsvertrag enthaltenen finanzpolitischen Maßnahmen umgesetzt werden. Selbst wenn sich die makroökonomischen Rahmenbedingungen verschlechtern, etwa wegen eines deutlichen Zinsanstiegs oder eines Einbruchs der ausländischen Nachfrage, würde der Finanzierungssaldo zwar negativ, die zu erwartenden Defizite lägen aber dennoch wohl unter 0,5% in Relation zum Bruttoinlandspro-dukt. Ein Einbruch der ausländischen Nachfrage würde die Produktion zwar stärker dämpfen als ein Zinsschock, die Effekte auf den gesamtstaatlichen Finanzierungssaldo wären aber vergleichbar. Denn ein Zinsschock belastet eher die Binnennachfrage, von deren Rückgang die staatlichen Einnahmen stärker betroffen sind als von einem Rückgang der Exporte. Für die kommenden Jahre dürfte der deutsche Staatshaushalt damit recht robust sein; dabei ist aber zu beachten, dass etwa die aus dem Rentenpaket resultierenden Mehrausgaben erst nach dem Jahr 2025 deutlich zu Buche schlagen.

Abstract
Die deutsche Wirtschaft hat im dritten Quartal 2018 einen deutlichen Dämpfer erhalten. Sie schrumpfte um 0,2%, nachdem sie in den vergangenen drei Jahren kontinuierlich expandiert hatte. Der aktuelle IWH-Flash-Indikator deutet darauf hin, dass die wirtschaftliche Aktivität im vierten Quartal 2018 und ersten Quartal 2019 mit jeweils 0,2% langsam wieder Fahrt aufnehmen wird.

Upswing in East Germany has slowed, but continues – implications of the joint forecast of the German economic research institutes in autumn 2018 and of official data for the Eastern German economy in the first half of 2018
The German institutes forecast a slowdown in the cyclical upswing in Germany. Foreign demand, in particular from other euro area countries, has eased, and capacity constraints make it increasingly difficult for companies to expand production. Both arguments apply to East Germany as well: high vacancy rates indicate that labour may be even scarcer than in the West despite higher unemployment. Moreover, a particularly high proportion of East German exports go to other European countries. Important drivers of growth in the East, however, are still intact: unlike the manufacturing sector, services have been rising a bit faster in recent years in East Germany than in the West. Providers of services benefit from significantly rising disposable incomes of private households, as employment is currently expanding healthily and at only a slightly slower pace than in West Germany, despite poorer demographic conditions. Retirement pensions in East Germany have also been increased considerably.

Joint Economic Forecast Autumn 2018: Upturn Loses Momentum
Berlin, 27 September – Germany’s leading economics research institutes have downwardly revised their forecasts for 2018 and 2019. They now expect economic output to increase by 1.7 percent in 2018, and not 2.2 percent as forecast in spring. They also scaled back their 2019 forecast slightly from 2.0 to 1.9 percent. These are the results of the Joint Economic Forecast for autumn 2018 that will be presented in Berlin on Thursday.

The Cyclical upswing in Germany continues, in spite of foreign demand losing momentum
In autumn 2018, the global economy continues to expand quite strongly. Whereas the cyclical upswing in the USA has gained even more strength, the economy in the Euro area has weakened somewhat. To a lesser extent, this also applies to the German economy. “According to this forecast, the growth rate of German real gross domestic product will be 1.8% in 2018 and 1.7% in 2019. The East German economy will expand by 1.5% this year and by 1.4% in 2019”, says Oliver Holtemöller, head of the Department Macroeconomics and vice president at IWH.

Abstract
Das Expansionstempo der deutschen Wirtschaft hat zuletzt wieder etwas zugenommen. Das Bruttoinlandsprodukt (BIP) stieg im zweiten Quartal 2018 um 0,5%. Der IWH-Flash-Indikator deutet jedoch darauf hin, dass das Expansionstempo in der zweiten Jahreshälfte 2018 schwächer ausfallen wird. Das Bruttoinlandsprodukt dürfte im dritten und vierten Quartal 2018 um 0,4% und 0,3% steigen.

Current economic outlook: German upswing is slowing down
In summer 2018, the world economy is still rather strong. Dynamics in the euro area, however, have declined markedly, and the cyclical upswing in Germany has almost stalled, due to weaker exports. “Gross domestic product will, according to this forecast, expand by 1.7% in 2018 and by 1.6% in 2019. Growth in East Germany will be about as strong as in Germany as a whole”, says Oliver Holtemöller, head of the Department Macroeconomics and vice president at IWH.

Abstract
Die deutsche Wirtschaft hat ihr hohes Expansionstempo zuletzt nicht weiter halten können. Das Bruttoinlandsprodukt (BIP) stieg im ersten Quartal 2018 nur noch um 0,3% und damit deutlich langsamer als vom IWH-Flash-Indikator im Februar 2018 prognostiziert. Derzeit deutet der IWH-Flash-Indikator darauf hin, dass das Expansionstempo im Sommerhalbjahr 2018 konstant bleiben wird. Das Bruttoinlandsprodukt dürfte auch im zweiten und dritten Quartal 2018 jeweils um 0,3% steigen.

Joint Economic Forecast Spring 2018: Germany’s Economic Experts Raise Forecast Slightly
Berlin, 19 April – Germany’s leading economic experts raised their forecasts for 2018 and 2019 slightly in their Spring Joint Economic Forecast released on Thursday in Berlin. They now expect economic growth of 2.2 percent for this year and 2.0 percent for 2019, versus 2.0 percent and 1.8 percent respectively in their autumn forecast. “The German economy is still booming, but the air is getting thinner as unused capacities are shrinking“, notes Timo Wollmershaeuser, ifo Head of Economic Forecasting. Commenting on the new German government’s economic policy, he adds: “It is precisely when the government’s coffers are full that fiscal policy should reflect the implications of its actions for overall economic stability and the sustainability of public finances. The extension of statutory pension benefits outlined in the coalition agreement runs counter to the idea of sustainability.”
