Abstract
In jüngster Zeit wird verstärkt darüber diskutiert, welche Auswirkungen der demographische Wandel und der Stadtumbau im Osten Deutschlands auf die technische und soziale Infrastruktur der Städte haben, und wie diesen Auswirkungen begegnet werden kann. In der Frühphase des Stadtumbaus wurde diese Problematik zunächst nicht erkannt. Der Artikel untersucht, welche Formen der Infrastrukturanpassung in ausgewählten Städten des Landes Sachsen-Anhalts in den ersten Jahren des Stadtumbauprozesses durchgeführt bzw. geplant wurden. Es wird gezeigt, dass die betrachteten Städte zunächst unverändert eher den Ausbau als den Rückbau ihrer Infrastruktur verfolgt haben. Nur in den Bereichen der Schulen, der Kindertagesstätten und der Wasserversorgung wurden explizite Rückbaumaßnahmen realisiert bzw. geplant.

Abstract
Vor dem Hintergrund von Globalisierung und Europäischer Integration gewinnt die Stärkung der Wettbewerbsfähigkeit von Städten und Regionen zunehmend an Bedeutung. Die Raumordnungspolitik hat in jüngster Zeit das Konzept der Metropolregionen entwickelt,um die Rolle großer Agglomerationen für die Raumentwicklung zu stärken. Bundesweit hat die MKRO elf Regionen als Metropolregionen anerkannt, im Osten Deutschlands sind es die Metropolregionen Berlin-Brandenburg sowie Halle/Leipzig-Sachsendreieck. Die Studie untersucht für diese beiden ostdeutschen Metropolregionen, welche Rolle sie für die Entwicklung der ostdeutschen Wirtschaft insgesamt spielen, wie ihre zukünftige Position im europäischen Kontext aussehen könnte, welche Vor- und Nachteile eine polyzentrisch organisierte Metropolregion hat sowie in welchen Bereichen die Kooperation zwischen den Städten verstärkt werden könnte. Im Ergebnis zeigt sich u. a., daß polyzentrisch organisierte Metropolregionen den Vorteil geringerer Ballungsnachteile als monozentrische Stadtregionen haben. Andererseits kommt es in polyzentrischen Metropolregionen zu einer ineffizienten Dopplung von Infrastruktureinrichtungen. Hinsichtlich der zukünftigen Kooperation speziell in der Metropolregion Halle/Leipzig-Sachsendreieck bieten sich zum einen die vergleichsweise konfliktarmen Bereiche Verkehr, TOurismus, Kultur sowie die gemeinsame Interessensvertretung auf europäischer und Bundesebene an. Längerfristig sollte aber auch an eine Kooperation in konfliktträchtigeren Handlungsfeldern gedacht werden, nicht zuletzt an den Bereich der Wirtschaftsförderung. Hierfür ist die Entwicklung geeigneter instutioneller Grundlagen eine wichtige Voraussetzung.

Abstract
Die absehbare Alterung der Erwerbstätigen in Deutschland wird Konsequenzen für die Arbeitsmarktmobilität haben, ist doch bekannt, dass die Wechselbereitschaft mit zunehmendem Alter sinkt. Die vorliegende Arbeit analysiert auf Basis der IAB-Beschäftigten-stichprobe (IABS) die Wirkung des Alters auf die betriebliche Mobilität. Im Zentrum steht dabei die Frage, wie sich die Einkommensdifferentiale eines betrieblichen Wechsels im Laufe des Erwerbslebens verändern. Es zeigt sich, dass Ältere im Falle eines Wechsels weniger stark als junge Beschäftigte von Einkommensgewinnen profitieren. Die Analyse macht jedoch ebenfalls deutlich, dass diese Einkommenskomponente den Mobilitätsvorsprung der Jüngeren nicht vollständig erklären kann.

Abstract
In den vergangenen Jahren sind eine Reihe internationaler Rankings zur Wettbewerbsfähigkeit von Volkswirtschaften veröffentlicht worden, die laufend aktualisiert, aber auch modifiziert werden. Auf der Grundlage umfangreicher Kennzahlensysteme werden hierbei Indizes berechnet, die Aussagen über die aktuelle und künftige wirtschaftliche Leistungsfähigkeit der betrachteten Länder liefern sollen. Dies entspringt dem Bedürfnis nach Reduktion hoch dimensionaler, komplexer Zusammenhänge auf einfache Positionsangaben. Am Beispiel der drei in Deutschland bekanntesten Rankings - des "Global Competitiveness Report" des Weltwirtschaftsforums (WEF), Genf, des "World Competitiveness Yearbook" des International Institute for Management Development (IMD), Lausanne, und des "Internationalen Standort-Ranking 2004" der Bertelsmann Stiftung, Gütersloh, - zeigt sich aber, daß solche Rankings in der konkreten Umsetzung aber auch in der Grundkonzeption erhebliche Defizite aufweisen. Im Artikel werden die Ergebnisse eines entsprechenden Gutachtens zur Beurteilung der Aussagekraft dieser Rankings vorgestellt und Einwände gegen das Gutachten seitens der Produzenten des "Internationalen Standort-Ranking 2004" entkräftet. Das Gutachten wurden im Auftrag des Bundesfinanzministeriums erstellt.

Abstract
Der Beitrag untersucht die Auswirkungen unterschiedlich gestalteter Regulierungssysteme auf die Effizienz der Wasserversorgung. Dazu werden zum einen diverse Anforderungen an effiziente Regulierungssysteme in modifizierter Form aus Studien zu anderen Netzwerkindustrien herangezogen. Zum anderen werden ergänzend weitere Bedingungen aus verschiedenen ökonomischen Theorien der Regulierung abgeleitet. Die Erfüllung der resultierenden Kriterien wird am Beispiel der Regulierungssysteme für die Wasserwirtschaft in den Niederlanden, Deutschland und den USA überprüft. Ein Vergleich unterschiedlicher Leistungskennzahlen für die drei Länder legt die Vermutung nahe, daß möglicherweise ein Zusammenhang zwischen der Gestaltung des Ordnungsrahmens der Regulierung und dem Preis-Qualitäts-Verhältnis im Trinkwasserbereich besteht.

Abstract
Auch in Deutschland ist der Trend zu beobachten, dass Städte, die als Standorte für Wissenschaftseinrichtungen dienen, diese Einrichtungen in neue wachstumsorientierte Entwicjklungsstrategien einbinden. Ein quantitativer Überblick zeigt, dass viele deutsche Städte über günstige Voraussetzungen für eine solche Strategie verfügen. Eine Analyse der verfügbaren politischen Instrumente zeigt, dass die politischen Akteure vor der Aufgabe stehen, ihre Fähigkeiten der Netzwerkanbahnung in eine komplexe Mehrebenen-Politik einzubringen. Im Vergleich mit der Situation US-amerikanischer Universitäten zeigt, dass deutsche Universitäten noch zu geringe Handlungsautonomie besitzen, was Kooperationen zwischen derkommunalen Ebene und der Universditätsebene behindert. Erste Beispiele der Deregulierung zeigen, dass diese Barrieren zukünftig überwunden werden können.

Abstract
In jüngster Zeit attestieren einige Forschungsergebnisse dem Osten Deutschlands nicht nur seine „Qualität“ als wirtschaftlich abgehängte Region von Wachstum und Wohlstand, sondern bereits den „langsamen Tod“. Häufig wird in diesem Zusammenhang auf die Strukturschwächen der ostdeutschen Wirtschaft verwiesen, die von De-Industrialisierung über fehlende Konzernzentralen bis hin zu Rückgang und Vergreisung der Bevölkerung reichen. Dieser Beitrag geht davon aus, daß die wirtschaftliche Entwicklung einer Region nicht allein von der Quantität und Qualität der Ausstattung des jeweiligen Wirtschaftsraums mit Produktionsfaktoren abhängt, sondern zugleich von der gesamtwirtschaftlichen Entwicklung der übergeordneten Ebene, der nationalen Volkswirtschaft, determiniert wird. Dazu bedient er sich eines Forschungsansatzes, in dem der regionale Faktorinput aus Datengründen auf die Bevölkerung (Arbeitsangebot) und ihre Dynamik reduziert und der Produktionsoutput auf die Wertschöpfung in der Region konzentriert wird. Zudem wird wegen der Kürze des Stützzeitraums für die Untersuchung (1995 bis 2005) ein panelökonometrischer Ansatz gewählt, der neben den Längsschnittdaten mittels der Konstruktion von Raumklassen deren Querschnittsdimension berücksichtigt. Dazu werden die 97 Raumordnungsregionen in Deutschland zu vier Wachstumsklassen gruppiert: je eine wachstumsstarke und eine wachstumsschwache Raumklasse sowie zwei mittlere Raumklassen. Zu den beiden wachstumsstärkeren Raumklassen gehören auch bis zu neun Raumordnungsregionen in Mitteldeutschland und im Land Brandenburg. Die Parameter der Schätzgleichungen zeigen die erwarteten Vorzeichen. Danach erhöhen sowohl ein Anstieg der Produktion in Deutschland als auch eine Zunahme der regionalen Bevölkerung die regionale Wertschöpfung. Bei rückläufiger Einwohnerzahl wird die Wirtschaftsleistung in den Regionen gebremst. Der Einfluß der gesamtwirtschaftlichen Produktion auf nationaler Ebene ist in der oberen Wachstumsklasse am stärksten, in der unteren am schwächsten. Genau umgekehrt wirkt sich die vorangegangene Entwicklung in der Region aus. Ihr Einfluß ist am stärksten in der wachstumsschwachen Raumklasse. Hauptergebnis der Untersuchung ist: Das Wirtschaftswachstum in einer Region wird sich auch bei schrumpfender Bevölkerung fortsetzen. Die mit der demographischen Entwicklung verbundene Alterung der Gesellschaft wird in Deutschland bis zum Jahr 2020 nur wenig auf Wachstum und Beschäftigung durchschlagen. Allerdings wird sich die Zuwachsrate des Bruttoinlandsprodukts in Deutschland nach dem Jahr 2020 verringern. Zugleich wird sich das wirtschaftliche Gefälle zwischen den Regionen nicht einebnen. Die wachstumsstarken Regionen in den alten Bundesländern werden auch bei abnehmender gesamtwirtschaftlicher Expansion überdurchschnittliche Produktionszuwächse erzielen. Dies gilt auch für einige Raumordnungsregionen im Land Brandenburg und in Mitteldeutschland. Dagegen werden die Produktionszuwächse in den wachstumsschwachen Regionen im Norden, in der Mitte und im Osten Deutschlands hinter dem Durchschnitt zurückbleiben. Insgesamt geht die Divergenz beim Wachstumstempo der Produktion zwischen dem Osten und dem Westen Deutschlands mit Bevölkerungsentwicklungen einher, die einer Vergrößerung des Abstands in der Pro-Kopf-Produktion entgegenwirken.

Der Einfluß von Führungsfunktionen auf das Regionaleinkommen: eine ökonometrische Analyse deutscher Regionen

Abstract
Das in den späten 70er Jahren entwickelte Potentialfaktorkonzept, das die Beziehung zwischen regional weitgehend immobilen Produktionsfaktorkapazitäten und dem regionalen Entwicklungspotential analysiert, wird auf die Regionen des vereinten Deutschlands angewendet. Ziel ist es, auf der Grundlage von Daten des Jahres 2003 die Beziehung auszuweisen und innerdeutsch in Bezug auf die wirtschaftliche Leistungsfähigkeit differenzierende Faktoren zu identifizieren. Daher werden neben der Erklärung von Arbeit sowie öffentlichem und privatem Kapital auch die Kapazität der Führungsfunktionen und die privaten Ausgaben für Forschung und Entwicklung einbezogen. Zunächst zeigt sich, daß drei Faktoren für die Einkommenslücke des Ostens von rund 40% besonders verantwortlich zeichnen: Die weitgehend fehlenden Führungsfunktionen, die niedrigen FuE-Ausgaben und die Erreichbarkeit im überörtlichen Verkehrssystem. Rund 85% des ostdeutschen Rückstands werden durch sie erklärt. Natürlich ist bekannt, daß eine Interdependenz zwischen Führungsfunktionen und wirtschaftlicher Leistungsfähigkeit besteht und damit eine einfache Kausalität nicht zwingend ist. Da aber durch den Einigungsprozeß Kombinatsstrukturen zerschlagen wurden und im Rahmen der Privatisierung der Aufbau von örtlichen Führungsfunktionen kein vorgegebenes Ziel war, weshalb auch die Industrieforschung der DDR nur mit Anstrengungen – und dann nur partiell – in die Marktwirtschaft überführt werden konnte, steht hier diese Minderausstattung am Anfang der Ursachenforschung für die fehlende Ost-West-Konvergenz. Aus wirtschaftspolitischer Sicht muß damit die Forderung nach Unterstützung eines internen und externen Unternehmenswachstums Priorität gewinnen, um die Regionen wirtschaftlich zu ertüchtigen. Denn die Beziehung zwischen Produktivität, Unternehmensgröße und Internationalität der erstellten Güterstruktur ist aus theoretischer ebenso wie aus empirischer Sicht zwingend. In der Tat sind solche ostdeutschen Regionen besonders erfolgreich, denen dies vor allem durch den Aufbau leistungsfähiger Cluster gelungen ist.
